(CNN) -- New Mexico Gov. Michelle Lujan Grisham wants to provide state residents with free tuition to public colleges, a plan that, if passed by the state legislature, would add New Mexico to the growing list of Democratic-led states to offer free higher education.Lujan Grisham, a Democrat, announced the New Mexico Opportunity Scholarship on Wednesday while speaking at an education summit at Central New Mexico Community College. The plan would provide free undergraduate tuition at New Mexico colleges for in-state residents and aims to cover nearly 55,000 students a year. It would cover tuition and fees for recent high school graduates at four-year public colleges as well as recent high school graduates and returning adult learners at two-year community colleges."We're going to deliver a major boost. F-R-E-E, let's make it proof," Lujan Grisham said drawing a standing ovation and applause from the audience. "It's been a really long time since I crossed the stage for my diploma at the University of New Mexico, but even though I spelled it out very slowly, I still know what FREE spells and I also know that free college for New Mexico students is the right thing to do."The program is estimated to cost between to million, according to Lujan Grisham's office, and would be paid for in part by federal grants and the New Mexico Legislative Lottery Scholarship. Lujan Grisham's office said the state legislature -- where Democrats control both houses -- will need to decide how to fund the rest of the program and will take up the matter in early 2020.The plan would make New Mexico the latest state to join the movement for free college tuition. New York became the first state to make tuition free for two- and four-year colleges in April 2017, and in August, California Gov. Gavin Newsom signed legislation that will provide free tuition for two years of community college to first-time, full-time California students.College affordability is also a key topic on the 2020 campaign trail. Vermont Sen. Bernie Sanders announced a plan that would make public college tuition free if he were elected president, and in March, Sens. Cory Booker of New Jersey, Kamala Harris of California, and Elizabeth Warren of Massachusetts signed on to co-sponsor Hawaii Democratic Sen. (KGTV) — A dog and tortoise had to be rescued from a Fontana property after becoming stuck in a hole together.The odd scene played out Wednesday, after San Bernardino County firefighters responded to a report of a man and dog falling into a hole. When responders arrived, the man was out of the hole but the dog, a German Shepard named Taylor, was still trapped, according to SBFD.Taylor had brought a blanket into the tunnel, dug by 70-pound tortoise named Godzilla. The blanket had wedged Taylor and Godzilla together and prevented them from getting free, firefighters say.Firefighters worked to untangle the two animals, digging away dirt from around the tunnel and coaxing Godzilla out with some lettuce until the two were free.Both animals belong to the property owner where the tunnel started, SBFD says. (CNN) -- Uber released its highly-anticipated safety report on Thursday revealing, among other details, that it received 5,981 reports of sexual assault in 2017 and 2018.Among those, there were 464 reports of rape.Uber first pledged to release the report nearly a year ago in response to a CNN investigation that found at least 103 Uber drivers in the United States had been accused of sexually assaulting or abusing their passengers in the previous four years. The drivers were arrested, wanted by police, or had been named in civil suits related to the incidents. Uber ultimately announced it would do away with a policy that previously forced individuals with sexual-assault complaints into arbitration and made them sign non-disclosure agreements.Uber went public in May but warned investors in its IPO paperwork about the report, which it said could negatively impact its brand."The public responses to this transparency report or similar public reporting of safety incidents claimed to have occurred on our platform ... may result in negative media coverage and increased regulatory scrutiny and could adversely affect our reputation with platform users," the company says in the filing.Uber and competitor Lyft have faced legal action related to safety issues around the country. A lack of transparency about the number of incidents involving drivers has been a sticking point in lawsuits against the company. "There has been a lot of messaging around disease prevention. And we now have really good drugs, biomedical interventions, to prevent HIV infection among people who are negative. And to prevent transmission among people who are positive." Make no mistake, Dr. Little makes clear the goal is to stop transmission of STDs. Especially HIV among young Hispanic men where cases are still on rise. But Dr. Little says the new approach is to make getting checked an inviting experience, that celebrates health and sex."I think the time as come to let people know they no longer have to worry about disease," says Dr. Little.
