SAN DIEGO (KGTV) -- Restaurant owners across San Diego County are preparing to once again take their indoor operations outside, but some say this latest move will put them out of business for good.On Tuesday, state health officials announced updated data that places the county in the restrictive purple tier under California's COVID-19 reopening plan.For Ike Gazaryan and other local business owners, this will be the third time since March that they will be forced to shut down.Gazaryan, who owns Pushkin Russian Restaurant and Bar on Sixth Avenue in the Gaslamp Quarter, said, "Every time you shut down and open, it costs ,000, ,000 because you have to buy all the produce, you have to bring all the employees back, you have to clean everything.”Gazaryan told ABC 10News that outdoor dining isn't an option at his location, and he said weather isn't the only issue."Before you had a lot of people and they were able to somewhat control the homelessness. Now, there are a lot of people losing everything they had, you have more homeless people, you have less people walking around because nobody is working in the offices, so percentage-wise it looks like it's a homeless town at this point," said Gazaryan.Gazaryan owns the restaurant and two other related businesses. He doesn't want to have to fire his 20 employees, but he doesn't think he's going to make it."I'm really afraid I'm going to lose my restaurant before the end of this year. I really think I'm going to lose pretty much all of them," said Gazaryan.He understands the need for precautions, though."COVID is real, masks are needed, all of these things are needed, but at the same time, if we lose all our small businesses, I don't even know what I would do," said Gazaryan.The new restrictions take effect at midnight on Saturday. 1812

SAN DIEGO (KGTV) — Residents will be able to catch the County Administration Building's celebration of the Festival of Lights through Dec. 18.The building will light up nightly in blue and white until Dec. 18, according to the county.The nightly show adds to the list of distanced celebrations San Diegans will enjoy this year due to the pandemic.On Monday, the Del Mar Fairgrounds will host a drive-in concert at 4:30 p.m. as part of The Chabad Centers of San Diego County's Chanukah Spectacular, featuring a Grand Menorah lighting, Chanukah gifts, and musical performances headlined by Israeli pop star Gad Elbaz. Tickets can be purchased online.Hanukkah, which means "dedication," is celebrated by lighting candles on the menorah each day of the 8-day holiday at sundown. SAN DIEGO (KGTV) — Researchers are deploying a specially-trained canine to help search for koalas in Australia affected by the country's wildfires.The San Diego Zoo-backed team is using "Smudge," a dog trained to follow the scent of koalas, to locate the animals who have survived Australia's devastating fires in the Blue Mountains.“We don’t know how much wildlife is left in the wake of these fires,” said Kellie Leigh, a San Diego Zoo Global-supported researcher. “In many places, the fire burned so hot that it even melted metal road signs, we don’t expect to find survivors there. However, we are getting reports of koalas turning up in new locations; they are on the move due to the fires. There are likely to be unburnt patches of native habitat that would provide refuges for koalas and a range of other threatened species."Smudge is just one of the many dogs being used to sniff out koalas in the wake of the country's fires that have decimated the wildlife population. About 2.5 million acres of the region have been affected by the fires.“We need to find out where koalas might have survived,and work out how many we have left—to guide search and rescue efforts, and also to plan for helping koala populations to recover,” Leigh added. “We know that wildlife detection dogs out perform humans when it comes to finding wildlife that can be hard to see, like koalas up in the tree canopy. SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today. It's really sad that now we have to walk around armed." 1864

SAN DIEGO (KGTV) - San Diego Police announced Thursday the arrest of a mother accused of driving her SUV the wrong way in Rancho Bernardo, causing a head-on crash that injured her children and an innocent driver.Mayra Gonzalez, 29, was drunk when she drove her Chevy Suburban east in the westbound lanes of Camino del Norte west of Interstate 15 Monday morning, police said.The Suburban hit a Jeep Liberty, seriously injuring the 57-year-old man in the Jeep.Gonzalez’ three children were in the car at the time of the crash. Her 8-year-old and 2-year-old daughters had minor injuries but her 9-month-old daughter, who was unrestrained, suffered life-threatening injuries.
