SAN DIEGO (KGTV) -- Mayor Kevin Faulconer is among local leaders expected to leave for Mexico City Sunday morning. The trip, which includes Imperial Beach Mayor Serge Dedina, is meant to strengthen ties between the border. The mayors plan to discuss border infrastructure projects, pollution in the Tijuana River Valley and economic ties with leadership in Mexico. So we certainly wish that not to be something to be toyed with,” said Jason Wells, Executive Director of the San Ysidro Chamber of Commerce. SAN DIEGO (KGTV) - Loved ones are speaking out more than a week after a bloody melee that injured eight guards at Donovan state prison in Otay Mesa.The violence erupted two Sundays ago, around 4 p.m., inside the recreation yard. Corrections officials say there were about 20 inmates in the yard when one of them attacked a guard. His fellow guards rushed to help. In the mayhem that followed, four inmates allegedly assaulted guards. Six of the guards suffered stab wounds.Christina Armstrong's longtime boyfriend, correctional officer Malcolm Billingsley, was in the middle of it."The best way I hear him describe it is a 'melee, just chaos' ... There was so much going on, it was hard for him to pinpoint each action that was taken," said Armstrong.Corrections officials say a warning shot by one of the guards ended the altercation. As the guards were rushed to hospitals, news filtered out to loved ones."It was frightening not knowing for several hours what was going on. It was terrifying," said Armstrong.Billingsley was not stabbed, but suffered a back injury and possible nerve damage to his hand."It's hard for him to everyday things. He can't take care of our son, let alone play with him. He's in a lot of pain," said Armstrong.His fellow guard Roland Milan was stabbed in the face and suffered a brain bleed. His wife Marcy says he's had four plates inserted into his face."A stab wound to the face, to the mouth area. All his upper teeth were knocked out," she said.Sources say in all, eight guards were injured, including one with a fractured bone in his back.Armstrong says because of an ongoing investigation, she can't reveal details of the melee, but says the guards fought hard for their lives and the lives of their fellow guards."They are all heroes. SAN DIEGO (KGTV) — Mayor Kevin Faulconer and Jewish leaders celebrated the second night of Hanukkah Monday, lighting the second candle of a massive Menorah outside City Hall.As the second night of the Jewish Festival of Lights got underway, Rabbi Zalman Carlebach said it was important for leaders to show their support and celebrate in light of recent anti-Semetic incidents around the U.S. "In light of the current events that are happening around the country, this world could use some more light. SAN DIEGO (KGTV) — Just a few weeks ago, coronavirus testing was hard to come by. But now, many San Diegans are finding it easier to get tested. Some are purchasing at-home test kits online, at no up-front cost.Raechel Kadoya is not a clinician, nor is she at a doctor's office. She is the co-owner of Soichi Sushi, giving herself a COVID-19 test."I want to take advantage of being proactive," Kadoya said as she swabbed her nose.Since the modified re-opening of her restaurant in University Heights, she and her staff have been cautious about coronavirus exposure. That is why she ordered the Pixel by Labcorp at-home COVID-19 test kit for her entire staff."I think that it is my responsibility as a business owner, not only to my staff but to my customers and my family, to make sure that everybody is doing business here safely," Kadoya said.This is the staff's second round of testing. Kadoya said the first one required multiple doctors referrals just to get a drive-through appointment an hour away."We were able to find a place in Lake Elsinore, so we all had to drive up there," Kadoya said.Dr. Abi Olulade, a family medicine physician at Sharp Rees-Stealy Medical Group, said the accessibility of these at-home tests is a big draw."It definitely is something that is very convenient for consumers," Dr. Olulade said.But she suggested customers do their homework before they order."They should be looking at whether or not the tests that they are using have been FDA authorized, and it's not just some random test that they found on the internet," Dr. Olulade said.As of June 12, 2020, seven at-home COVID-19 test kits have the FDA's emergency use authorization. SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. The person's clothes, wallet, and phone were also left behind when the group returned to shore, Stropky said.Saturday morning, a U.S. Coast Guard cutter and helicopter assisted in the search. 972
