Racine could investigate, for example, whether the Archdiocese of Washington used donations or other funds to cover up the abuse of children, Marus said.Racine also has jurisdiction to enforce local laws requiring entities to report the abuse of children, the spokesman added. In Washington, D.C., clergy are not considered "mandated" reporters of abuse, but Catholic school teachers and other school employees are, Marus said.The Archdiocese of Washington did not immediately respond to a request for comment.Racine's investigation comes just days after reports that federal prosecutors in Pennsylvania have issued subpoenas to at least seven of the state's eight dioceses to probe for potential crimes. While the scope of that investigation is still unclear, groups like the Survivors Network of those Abused by Priests, which first asked the Department of Justice to launch a probe in 2003, called it unprecedented.Separately, the diocese of Buffalo, New York, also received a subpoena regarding clergy sexual abuse in late May, according to a source familiar with the subpoena.In September, the New York attorney general issued civil subpoenas for all eight Catholic dioceses in the state as part of a civil investigation into how the church reviewed and potentially covered up allegations of the sexual abuse of minors, according to a source close to the investigation.New Jersey's attorney general has also said his office would form a task force to investigate allegations of sexual abuse by clergy and any attempted cover-ups.Attorneys general in Missouri and New Mexico say they are also investigating church files for evidence of abuse and cover ups. 2702

WASHINGTON, D.C. - You may have gotten one in the mail or a knock on the door: for months, the Census Bureau has counted every person living in the United States.Even the homeless in a rural state like Montana get counted."In the last month, we finished and submitted a census for 70 homeless people," said Carley Tuss, with St. Vincent de Paul homeless services in Great Falls, Montana.This year, though, an accurate census count could be in jeopardy."The census is not a dry statistical exercise," said Thomas Wolf of the Brennan Center for Justice, pushing in court for an accurate census count.Because of the coronavirus, the Census Bureau extended the deadline for in-person counting, setting it for the end of October. You don't have enough time to process the data," Wolf said, "and then you end up with real problems."Those problems could include under-counting communities of color, like African Americans, Hispanics, and Native Americans.In response to our questions, the Census Bureau referred us to a statement from their director, Steven Dillingham, which says, in part, "We are taking steps and adapting our operations to make sure everyone is counted while keeping everyone safe."Census maps, which are updated continuously, show that it can be a struggle in some states.Montana, Arizona, Alabama, Georgia, and New Mexico rank at the bottom of the list, with only about three-quarters of households responding.That can end up costing those states billions of dollars for highways, food stamps, school programs, and student loans.For example, Florida had one of the country's worst response rates during the 2010 census, and it cost the state tens of billions in federal dollars."When we don't participate, the money goes elsewhere," said Jonathan Evans, the city manager of Riviera Beach, Florida.In the meantime, multiple federal court cases are challenging – among other things-- the census schedule and the Trump administration's effort to exclude undocumented migrants from the count.Whether those cases are resolved before the census count ends remains to be seen. 2738

WASHINGTON, D.C. -- Inside one Washington D.C. bicycle repair shop is a cacophony of sounds, where both the bicycles and employees get a chance they may not have otherwise.“Working with your hands is still very important,” said Keith Jackson, operations manager at Gearin’ Up Bicycles.The nonprofit trains Black teens about everything it takes to run a bike shop.“For a lot of the young Black youth, this is really their only opportunity to get their feet wet in a bicycle business,” Jackson said.It’s an opportunity Daiquan Medley knows firsthand.“I’ve been here a long time now,” he said.Medley started coming to Gearin’ Up Bicycles several years ago, eventually working his way up to youth shop manager. It is quite a journey for someone who didn’t take to bicycling right away.“I couldn’t ride at first,” he said.Eventually, though, Medley picked it up and now envisions a future full of bicycles.“I would still have a full-service bike shop,” Medley said, “but then also have programs within it to actually still be able to teach people and they can learn how to maintain their bike on their own.”It’s an inspiration drawn from Gearin’ Up Bicycles, which helps young people build their own bicycles to keep and teaches them how to fix donated bikes that otherwise may have ended up in a landfill.“Our main goal obviously is workforce development, but I hope they get a sense of confidence and empowerment that they can do any job once they leave here,” said Lauren Shutler, the organization’s outreach coordinator.The repaired bicycles are then resold during Saturday sales, which have grown increasingly popular during the pandemic’s global bicycle shortage.“Our general sales are up 60%,” Jackson said. “Our bicycle sales are up 330% over last year.”The money from the sales then goes back into the nonprofit, though they say there’s always room for more.“As a nonprofit, we need people to come in and support us in that way,” Shutler said.It’s all part of the program to keep these wheels, and lives, in motion.“We've got them,” Jackson said.For more information on Gearin’ Up Bicycles and how you can help, click here. 2135
