A regional pilot scheme designed to provide basic medical insurance for all urban citizens will go nationwide this year, a senior labor official said Tuesday.A further 229 cities will be added to the scheme this year, Wang Dongjin, former vice-minister of labor and social security and head of a team of experts involved with the pilot, said at a national teleconference.By the end of the year, the scheme will cover 317 cities, Wang said.Dubbed by the public as a lifesaving project, the scheme has been well received by residents in the 88 pilot cities and has brought financial and medical relief to all beneficiaries, he said.Launched in September, the program, as of December, covered 40.68 million people with 620,000 of them already benefiting from it, Wang said.With an average annual premium of 236 yuan () for adults and 97 yuan for children, the scheme will be extended to at least 240 million non-working urban residents, such as children, students, the elderly, the disabled and the unemployed.These groups have been given access to the insurance plan through agents at schools and neighborhood communities, Wang said.For the disabled, home visits will be offered to help them sign up, he said.The premiums are paid by households, instead of individuals, he said. And the government will give subsidies annually to each participant, with more going to families of low-income earners and the disabled.Wang cited a recent survey showing 68 percent of those insured giving it the thumbs up.The poll also found that, between October and December, the number of patients who refused medical treatment for fear of high costs decreased by 10 percent.While subsidized by both central and local governments, the insurance scheme presents both personal and governmental liabilities and cannot be considered a welfare program in its entirety, Vice-Premier Wu Yi said at the conference.Personal contributions to enroll in the scheme cannot be lowered, she said.With the new scheme, China now has a three-layer medicare system, including the health insurance plan for urban employees launched in 1998 and the New Rural Cooperative Medical Scheme launched in 2003.Among those already covered by the medical scheme are more than 10.8 million urban residents in Jiangsu province, almost 4.7 million people in Anhui province, and in excess of 2.2 million urban residents in Gansu province.

SHENZHEN -- Construction began Saturday on an experimental facility which will offer a platform for Chinese and foreign scientists to work together for discovering a new kind of neutrino oscillation in Shenzhen, South China's Guangdong Province.It was the second biggest cooperation program Chinese high energy scientists ever conducted with other foreign counterparts since October 1988 when the positive-negative electron collider was built in Beijing.Through the collider, scientists from China and the United States have cooperated and carried out legions of scientific research.Saturday's construction commencement function was attended by more than 100 people, including government officials and foreign diplomats, such as Dr. Robin Staffin, Associate Director of Science in the US Department of Energy.Neutrino Oscillation is an intriguing behavior of a sub-atomic particle called neutrino.And the new facility is being built in the mountain near Daya Nuclear Power Plant, which has four reactors with a combined thermal output of 11.6 million kw in operation, and Ling'ao nuclear power plant is not far away. Commissioning of the detectors in this hall will take place in 2009.Civil engineering construction is anticipated to last about two years, with installation of the last detector scheduled for 2010.Upon completion of the new facility, more than 190 scientists from six countries and regions including the Chinese mainland, Hong Kong, Taiwan Province, the United States and Russia will come over to do research work, according to Chen Hesheng, Chief of the Institute of High Energy Physics with the Chinese Academy of Sciences (CAS).The facility will have a budget of 250 million yuan (US.25 million). And China will be responsible for infrastructure construction and making of four detectors. And the United States will be responsible for making of the rest of the detectors.Wang Yifang, chief scientist on the experiment, said he was confident that the program would make an important contribution to finding a new breakthrough in China's research efforts in particle physics, starting a new horizon in world's neutrino research, and to improving the overall strength of China in science and technology.

GUANGZHOU: Doctors in this city have developed a new birth control surgery for men that could be made available to the public starting next year.The method involves making a small incision along the testicle. Doctors then place a tiny tube, about the size of a match, into the opening.The tube functions as a filter that blocks sperm, Wu Weixiong, the director of Guangzhou Family Planning Technology Center, said.The surgery has already been patented, and the health department will promote it as soon as it is approved by the National Food and Drug Administration, Zhu Jiaming, the vice-president of the Guangzhou Sexology Association, said.He expects approval to be granted by next year."The success rate for this form of birth control is 97 percent," he said.The tube can be removed without negatively affecting a man's sexual health, he said.Wu said the operation takes just 10 minutes. However, it is very difficult and requires highly skilled doctors.He said only a few hospitals have the staff and facilities necessary to carry out the procedure.
