GUIYANG, Feb. 13 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for providing more support to the country's less developed regions, saying priority should be placed on improving the people's livelihood.He made the remarks during an inspection tour to Qiannan Buyi and Miao Autonomous Prefecture and Guiyang City in southwest China's Guizhou Province from Feb. 11 to 13, according to an official statement Xinhua received Sunday.Li said more attention should be directed to improve people's living standards as China is making efforts to achieve its strategic goals of development.During his tour, Li visited some residents' homes at a poor village in Libo County of Qiannan.He called for greater efforts to improve people's livelihood, a step which would help boost domestic demand and facilitate the transformation of the nation's economic growth mode.Li urged local authorities to work well on the safety of drinking water, road construction in rural areas, and the remodeling of old houses. In particular, schools should be made accessible for children from poor homes.Further, he demanded greater efforts from local governments to improve the health care system that covers the three levels of county, township and village, and relieving the financial burden of the masses in health care services.In Guiyang, Li inspected a local company in constructing affordable housing for low-income earners and visited poor homes in Yunyan district. He said greater efforts should be made in accelerating the supply of affordable housing for those in need.

PANAMA CITY, April 17 (Xinhua) -- In Latin America there are 600,000 people infected with the Acquired Immune Deficiency Syndrome (AIDS) and about 50 percent of them receive treatment, regional director of UNAIDS for Latin America Cesar Nunez said on Sunday."We have to work a lot for the other half get treatment," Nunez told Xinhua during the 124th Assembly of the Inter-parliamentarian Assembly hosted in Panama City from April 15 to 20.Nunez urged the governments of the region to redouble efforts to control this pandemic, by improving the prevention campaigns to stop new infections."The availability of the medicines has grown in the last 10 years and the countries have taken this commitment, however, the number of infections each time is bigger than the number of people we can treat," he said.According to Nunez, despite the increase of new infections among women, the men sector continue being one of the most affected social groups by this virus."In Latin America we have an epidemic where the most affected are men, followed by homosexuals, lesbians and sex workers," he said.Nunez said that during the meeting with the parliamentarians, they exchanged experiences to contribute to improve the management of this disease."We have met with parliamentarians who have voted for more budget to buy more medicines, in favor of laws for more education about this topic and participation in the exchange of information to know about the advances and backwards of the fight against Aids," he said.Some 800 parliamentarians from 125 countries attended the 124th Assembly to debate the recent events in the Arab world, the disaster in Japan and sustainable development.

WASHINGTON, April 25 (Xinhua) -- The U.S. National Aeronautics and Space Administration (NASA) and the U.S. Agency for International Development (USAID) have agreed to expand their joint efforts to overcome international development challenges such as food security, climate change, and energy and environmental management.NASA Administrator Charles Bolden and USAID Administrator Rajiv Shah signed a five-year memorandum of understanding on Monday, at NASA Headquarters. The agreement formalizes ongoing agency collaborations that use Earth science data to address developmental challenges, and to assist in disaster mitigation and humanitarian responses. The agreement also encourages NASA and USAID to apply geospatial technologies to solve development challenges affecting the United States and developing countries."Technologies for NASA missions have long improved life here on Earth. Together with USAID, we'll meet even more sustainable development challenges here on the ground, solving problems for the world community," Bolden said in a statement. "As we explore space, we'll also be exploring solutions to important health, nutritional and safety challenges in developing countries."The agencies will continue collaborations to stimulate innovative science and technology solutions to international development challenges by using Earth science data, research results, computer models, visualization applications and remote- sensing techniques.USAID is the lead federal development agency implementing U.S. development efforts through field-based programs and projects around the world. NASA has broad experience with Earth science research, development of Earth science information products, and technology applications."Through our partnership with NASA, we can apply the latest, cutting-edge technology to deliver meaningful results for people in developing countries in areas like health, food security and water," Shah said. BEIJING, Jan. 22 (Xinhua) -- Beijing is ready to kick off its first ever car license plates lottery, to be broadcast live both on TV and over the Internet on Jan. 26, said officials with the allotment office Saturday.A total of 17,600 car license plates will be allocated to qualified individual applicants through the lottery, in keeping with the principles of openness, fairness and equity, according to the office.Validation for the first batch of 210,178 individual applicants has been completed, and the office will make public the results, as well as lottery time and rules, on Tuesday.Applicants can check out the validation information at bjhjyd.gov.cn.The first group of car license plates for institution and company applicants will also be allocated through the lottery on the same day.The Beijing municipal government put in place the lottery mechanism at the end of last year in an effort to curb the capital city's fast growth of automobiles, which resulted in worsening traffic jams.The new mechanism seeks to reduce new car registrations by allowing only 240,000 in 2011, or about one-third of new cars registered in 2010.Data from the Beijing Municipal Commission of Transport (BMCT) shows there were only 78,000 cars in Beijing in 1978 and 200,000 in 1985.However, the number of cars soared after the country entered the 21st century amid fast economic growth and urbanization.Within 13 years, the number of cars in Beijing more than quadrupled to 4.76 million in 2010 from 1 million in 1997, according to the BMCT.
