SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. It looks like people are not able to do that," Wooten said. "We will be issuing an amendment to our health office's order that if jurisdictions are not able to enforce social gatherings then we will close beaches," Wooten said. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. "I have directed the [city] to move forward with closing all City-owned parks, beaches and trails. There were far too many ignoring physical distancing rules this weekend. The actions of a few can cost the lives of many. "Due to the number of people continuing to gather at city parks, trails and beaches, the City of Carlsbad announced it will temporarily close these public areas starting March 23 to help slow the spread of the virus that causes the COVID-19 disease," a city release stated.Carlsbad Police will enforce the closure using an "education-first" approach before issuing citations, the city said. Also late Monday night, the City of Encinitas announced it would be closing beaches. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. Officers began closing off parking lots, and even Fiesta Island, after dense crowds were seen at local beaches."The intention is to decrease the transmission of COVID-19," Wooten told reporters. "When we start to see our numbers come down, that's when we will reevaluate.""All these strategies are being done to flatten the curve."Also Monday, the State of California said it was closing state parks to vehicular traffic at some park units to reduce the density of visitors. "State Park Peace Officers, in cooperation with allied law enforcement entities, will continue patrolling all state park units and enforcing all regulations," the state said in a news release. SAN DIEGO (KGTV) -- Students and teachers from two classes at Sage Canyon School in Carmel Valley will have to return to online distance learning for two weeks after two people tested positive for COVID-19.In a statement to ABC 10News, Jenni Huh, the Del Mar Union School District Director of Student Services, said:“The District has confirmed two positive cases of COVID-19 at Sage Canyon School. All students and staff who were directly exposed have been contacted and will be quarantining for 14 days. The District has been in consultation with the San Diego County Department of Public Health.”Parent Amy Berkley said she was notified of the two positive cases on Sunday. She has two sons who attend the school and said her third-grader was in the same class as one of the people who tested positive.“They had two students in the school test positive, one was in first grade and the other in third grade,” Berkley said. “We got the notification on Sunday, and by Monday morning, all class materials were available for pickup, really easy and convenient.”While the positive cases are alarming for some parents, Berkley, who is also the PTA president, said she was pleased with how the situation was handled. Her son didn’t miss a school day as the classrooms impacted transitioned back to distance learning Monday.“We picked up a Chromebook, learning packet, homework worksheet, whiteboard all the material they’ll need; it was very well thought out.”According to the Del Mar Union School District’s safe reopening plan, if a student or teacher tests positive for COVID-19, the whole class will quarantine for 14 days, and learning will be offered remotely. Substitute teachers will also be trained to give online lessons if they do need to step in.The California Department of Public Health released guidelines and recommendations for schools reopening for in-person learning.According to the department, two-week closures will be put in place if at least 5 percent of the total number of teachers, students, or staff test positive in a classroom or school, or 25 percent of a district’s population tests positive. 2126

SAN DIEGO (KGTV) - San Diego's transit service is getting millions in state funding, as part of billions being awarded to projects throughout the state.San Diego's Metropolitan Transit System was awarded .09 million to update transit routes, add zero-emission buses, and create a new route between Imperial Beach and the Otay Mesa Border Crossing.MTS said they plan to purchase 11 zero-emission buses to operate on the proposed Route 925 between Otay Mesa Transit Center and IB.RELATED: Under-utilized MTS land could be used for affordable housing, report saysThe transit service will also use the funds to improve the America Plaza station, Old Town Transit Center, and rail infrastructure on select lines.“This is a highly competitive grant program. SAN DIEGO (KGTV) -- San Diego’s violent crime rate fell in 2018 while the city’s overall crime rate rose. According to an early report from the Brennan Center for Justice, San Diego’s violent crime rate fell by 0.7 percent. Overall, however, crime is up. San Diego’s crime rate rose by 3.4 percent from 2017 to 2018. RELATED: City turns to community leaders to reduce crimeThe report looked at the Nation’s 30 largest cities. While San Diego’s overall crime rate was up, most other large cities saw a major reduction in crime. New York City saw a nearly 2 percent decrease in crime while Los Angeles saw a 3.3 percent reduction. Meanwhile, Chicago, a city known for its crime, saw a 9.5 percent increase in crime. In contrast, San Francisco saw a 9 percent decrease in crime.
