SAN DIEGO (KGTV) - Five people who witnessed a potentially deadly situation were honored by the California Highway Patrol Friday to taking action that helped save a man's life.Dennis McNea is a driver for the Freeway Service Patrol. His job is to help stranded motorists. But Nov. 13, 2019, he was driving on State Route 94 when he suffered a medical emergency. "Almost hit me," said witness Gina de la Torre, a Navy sailor who was on her way home at the time. "And as I saw him, he was hitting the highway barrier and I noticed that he was slumped over in his car."RELATED: Community helps man devoted to keeping park cleanAnother witness, Alberto Robles, used his own truck to make contact with McNea's, slowing them both down to a stop. The other four, including de la Torre, stopped to help. "They just kind of stopped and looked at me like, 'What do we do?'" she told 10News. "So that's when I was like, okay, keep calm and just do whatever you have to do."They performed CPR until medics arrived. "I don't remember what happened to me at all," McNea said. "I woke up in the hospital a couple of days later. "A million thanks is not enough. They gave me a lottery ticket. They gave me life. He says he plans to take CPR training so he can provide the same life-saving support he received to others in need. 1675

SAN DIEGO (KGTV) -- Health providers in San Diego County will start receiving new training this week to better spot signs of domestic violence strangulation.Health professionals at all of the county's major health providers will take part in new training Wednesday, San Diego County District Attorney Summer Stephan said. Additionally, thousands of posters that read, "Only you decide what goes on your neck," will go up in clinics, urging victims to report strangulation.The ,000 campaign, called San Diego County Health CARES, was announced during Domestic Violence Awareness month. It is the latest effort to address strangulation crimes in San Diego County, which has seen prosecutions of strangulation-related felonies jump four-fold in the last six years."This initiative is another big step in fighting domestic violence," Stephan said. "We know that victims are often reluctant to report to police but will trust their healthcare provider, so this is an opportunity for early detection and intervention that could save lives."Over the last 22 years, strangulation accounted for 13 percent of domestic violence homicides in San Diego County, she said.In 2017, police agencies in San Diego County agreed to adopt a new protocol for responding to suspected strangulation cases in which officers now refer victims to forensic nurses for evaluation. The protocol is the first of its kind in California and among the first in the country, said Palomar Forensic Health Services director Michelle Shores.The change has had a significant impact on prosecutions, Stephan said. In 2015, there were 66 prosecutions for strangulation. In 2018, the number jumped to more than 250.In more than half of strangulation cases, there are no marks or physical signs of injury on the victim's neck, making detection more difficult, said San Diego County Deputy Chief Medical Officer Dr. Jennifer Tuteur. That makes it even more important that doctors know what kind of questions to ask patients and what other symptoms to identify.Symptoms of strangulation may include vision and hearing loss, lapses in memory, pain while swallowing, and vocal changes, Shores said. 2163

"Our numbers are still way above normal so we'll take it," South Beach Bar & Grille Bartender Philip Cullin said Friday and Saturday were great for business.Next door at Lighthouse Ice Cream, those sentiments were echoed.Sunday was a different story, clouds loomed overhead with sprinkles and rain in the evening, dampening the influx of customers. "It's really cold, there's not that many people out," 14-year-old birthday girl Bella said. She came out with friends and family to celebrate.Businesses thankful to see those customers, saying it's been tough through the slow winter months.Inside the bar, Cullin said they saw lots of business Sunday, "it comes in waves, you'll get like a mad lunch rush, everybody bombs in at the same time to get their fish tacos, and then they clear out mid afternoon and your locals come in."With the pier open, they're seeing even more people, "this area gets way more congested when people are chilling at the pier," Cullin said."I found out Thursday night the pier was opening on Friday and I knew I had to get here early and start making waffle cones, it was a busy day for us, we couldn't even find parking in the morning," Lighthouse Ice Cream Manager Robbie Valdivia said.They're hopeful Memorial Day will bring sunshine and another wave of customers."We actually had them for about two weeks now, a lot of tourists here from out of town, out of state, so it's been really really nice," Valdivia said, knowing it's the unofficial start of summer. The company has boosted pay and bonuses, raising e-commerce employee wages by an hour as online orders surge.
