SAN DIEGO (KGTV) — San Diego Humane Society officials are searching for the person responsible for abandoning a dog in a San Pasqual Valley canyon recently.A grove manager at Bandy Canyon found the neglected dog Friday, according to society officials. The male dog appeared to be an about 2-year-old pit bull mix.The dog was taken to the humane society's Escondido campus, where a veterinary team gave it IV fluids and placed it on a heated bed, as its temperature was low.Because of the dehydrated, neglected condition of the dog, the society's law enforcement arm has opened a felony animal cruelty investigation.Anyone with information is asked to call Crime Stoppers at 888-580-8477 or SDHS law enforcement at 619-299-7012.This week's incident is the third similar incident to occur in the last month. In February, nine puppies were found abandoned at Kit Carson Park in a dog food bag. Weeks later, two more dogs were found malnourished and left behind at Escondido's Mountain View Park."We want the public to know, anyone who needs help with their animals can bring them to us without judgment," Laurel Monreal, SDHS sergeant of humane law enforcement, said after the last incident. 1196

SAN DIEGO (KGTV) — San Diego Police officers on Friday were working to get a suspect to surrender after a reported shooting.Police say a shooting between the two vehicles occurred just before 2:30 p.m. in the 9800 block of Scripps Westview Way in Scripps Ranch. No one was injured in the shooting.The person who was shot at told police he knew where the suspect lived and officers responded to an apartment complex at 9700 Scripps Westview Way.Officers were trying to get the suspect to come out as of 3:15 p.m.10News is following this breaking news. SAN DIEGO (KGTV) — San Diego Lifeguards say beach attendance was much larger compared to a typical weekend, but drastically smaller than the usual Independence Day crowds. Still, lifeguards conducted hundreds of rescues along San Diego's coastline.America's big beach birthday bash was not as jam-packed this year."We didn't know what to expect," San Diego Fire-Rescue Lifeguard Lt. Andy Lerum said. "We thought maybe with LA beaches and Orange county beaches closed, we'd see an influx, but we didn't really."Lt. Lerum says only about 200,000 to 300,000 people came to San Diego beaches this July 4th weekend, compared to over 1,000,000 visitors in years past."Obviously, with the fireworks being canceled, people didn't camp out all day waiting for them," Lt. Lerum said. "So parking lots were full; however, the beaches and parks were not at full capacity."This meant leftover trash was not nearly as bad either. Volunteers of the local Surfrider Foundation spent a fraction of their usual time picking up Sunday morning.Those who did come to the beaches could not wait to dip their feet in the sand."For three months, we are in quarantine, and so it was so hard for me!" Fay Beygi said.Only a few people were seen wearing masks, as many visitors stuck together with their families, or were in the water.While some were hoping for more enforcement, lifeguards shifted their focus on the dangerous high surf. On July 4, 2020, they conducted about 300 rescues — 197 of them were at the La Jolla Windandsea. That number includes responding to swimmers in distress, stingray patients, and boating emergencies.While that is a lot for a typical day, lifeguards say that it is less than half of the usual July 4 numbers. Still, they say Windandsea is a popular place where even experienced surfers and swimmers can get washed away."Avoid rip currents when you can," Lt. Lerum said. "If you get stuck in a rip current, try not to panic. Swim parallel to the shore and go back to shore. And please, supervise your young children. Watch them very carefully."A high surf advisory is in effect this weekend until 12 p.m. on Monday, bringing rip currents and generally hazardous conditions for swimmers. The high surf also could bring some minor flooding to low-lying areas during high tide, including in La Jolla, Del Mar, and Cardiff, according to the National Weather Service. 2377

  

SAN DIEGO (KGTV) - Safe Walkways, a group of San Diegans concerned over the misuse of motorized scooters, submitted proposals to the Mayor Kevin Faulconer's office Tuesday.They’re asking for stricter enforcement when it comes to use of motorized scoots on sidewalks and walkways.“It’s dangerous for the people who ride them,” said Dr. Jonathan Freeman, who submitted the proposals. “The riders try to avoid riding on the road, so they ride on sidewalks and walkways like this, and they put pedestrians in danger.”Safe Walkways has launched its NOW campaign, which stands for “Not On Walkways”. The group is asking the city to require companies that own the scooters, and the riders to obey laws or face penalties.They want companies to require scooter users to provide an image of a unique valid driver license to open a user account.They say if terms aren’t met, they want the city to make sure the company loses its rights to operate in San Diego.Freeman said walkers and people with disabilities have been greatly affected by the use of scooters on sidewalks and other walkways.Right now, police can ticket people who ride scooters in banned areas, like sidewalks, but Freeman said that hasn’t stopped many people from doing it.Other San Diegans say the scooters have helped tremendously when it comes to getting around town efficiently.It’s unclear if the city will enforce new rules in response to the proposal.Below is the list of proposals sent to the Mayor’s office by the group.THE SAFE WALKWAYS PROPOSALS FOR TERMS TO BE INCLUDED IN THE CITY’S PROPOSED REVOCABLE PERMITTING AGREEMENT GOVERNING MOTORIZED SCOOTER RENTAL COMPANIES SUBMITTED TO THE MAYOR OF SAN DIEGO ON JANUARY 2ND. 2019.The Mayor proposes that rental motorized vehicle companies sign a revocable permitting agreement setting out terms to be met. ? Failure to meet the terms must lead to permit revocation and loss of the company’s right to operate in San Diego. ? If the permit is revoked, the company shall remove their motorized vehicles, such as motorized scooters and motorized bicycles, or have them removed.Placing motorized scooters on sidewalks contravenes multiple regulations and encourages users to drive on sidewalks. For pedestrian safety, motorized vehicles must not be placed on any walkwaysWe propose that the permitting agreement include the following requirements: 1. ONE DRIVER’S LICENSE, ONE CONTRACT, ONE MOTORIZED VEHICLE.a. Companies shall require an image of a unique valid driver’s license to open a user account. b. Only one account shall be associated with a unique driver’s license. The date of birth on the license shall be used to verify the user is at least eighteen, in order to sign a contract. c. Companies shall not allow multiple motorized vehicles to be unlocked/rented using the same drivers license at the same time.d. In order to unlock a scooter, renters shall acknowledge the following: i. “I understand that allowing another person to ride a motorized vehicle using my account and drivers license is illegal.ii. I understand that using my account and driver’s license to enable an underage person to drive a motorized vehicle is illegal and I could be charged with the crime of “child endangerment” and receive a felony conviction” California Penal Code 273a.iii. I understand that allowing an underage person to stand on the platform of a motorized scooter or be carried while it is in motion is illegal and I could be charged with the crime of “child endangerment” and receive a felony conviction“ California Penal Code 273a.2. INDEMNIFICATION OF PEDESTRIANS AND PROPERTY OWNERS.a. The company shall carry third party liability insurance, equivalent to State automobile requirements.b. The company shall carry liability insurance for renters of its vehicles. 3. PLACE MOTORIZED VEHICLES ONLY IN THE ROAD.The company shall not place its vehicles on sidewalks or other walkways or allow them to be parked there.4. USE MOTORIZED VEHICLES ONLY IN THE ROAD OR BIKE LANE.a. The company shall inform renters not to operate its vehicles on sidewalks or any of the following:? Boardwalks in Mission Beach, Pacific Beach and La Jolla beach areas? Downtown Embarcadero? Promenade behind the San Diego Convention Center? Martin Luther King Jr. Promenade Downtown? Balboa Park? NTC Park? Mission Bay Parkb. The company shall use technology, as soon as it is available, to reduce its vehicles’ speed to zero on all walkways.5. REVOCATION OF PERMIT AND CLOSURE OF USER ACCOUNT. a. The company shall lose its permit if it fails to obey State or City laws.b. The company shall permanently close the account of any user who fails to obey State or City laws while using its vehicle. 6. REPORTING NON-COMPLIANT USE OF MOTORIZED VEHICLES TO THE COMPANY WITH VERIFICATION BY THE CITY.a. The company shall display a unique identifier, visible at a distance in daylight and after dark, on each of its vehicles.b. The company shall provide a means for images showing misuse or misplacement of a uniquely identifiable vehicle to be reported immediately by the public to the company, with simultaneous notification sent to the City for verification.c. Using this public reporting system, the company shall permanently close within 24 hours of receipt of the report the account of any user found to have failed to obey State or City laws while using its vehicle.d. Each month the company shall report to the City the number of reports received and accounts closed.7. COMPANIES TO COOPERATE WITH POLICE IN CRIMINAL INVESTIGATIONS.In the event of a criminal investigation, such as a "Hit and Run" accident, the company agrees to provide contact information of the renter of its vehicle to the police, without a search warrant. 5725

  

SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday announced new limitations on public gatherings, as well as bar closures and restaurant restrictions. In the announcement, Faulconer echoed an declaration made earlier in the day by county health and elected officials. During that news conference, county officials announced that they would legally enforce new public health orders over COVID-19. Faulconer said he signed an executive order forcing all bars and nightclubs to close to the public. "This is not optional, this is mandatory," Faulconer said. RELATED: San Diego to legally enforce new public health orders over coronavirusIn addition, restaurants are no longer allowed to open dining rooms and, while people wait to pick up their food, social distancing must me enforced, Faulconer said. The measures don't apply to grocery stores or restaurants located inside nursing facilities. All city public buildings will also be closed to the public. During the news conference, Faulconer discouraged residents from attending any non-essential gatherings. The order takes effect at 11:59 p.m. Monday and will last through March 31, unless otherwise extended. The city is set to maintain police, fire, water, trash and sewage services. San Diego Police Chief David Nisleit said officers will be wearing personal protective equipment and may ask people they come into contact with whether or not they are sick amid the coronavirus outbreak. Officers Monday will make contact with bars and restaurants to inform them of the new rules. The announcement comes as confirmed cases of COVID-19 in San Diego County jumped to 55. 1853
