SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. The company claimed in a press release it’s exploring several options to “maximize shareholder value.”Several of the options include the sale of the company or a previously announced plan to increase its leverage. SAN DIEGO (KGTV) - If you couldn't work, how far could you go without a paycheck? No one is immune to an unexpected injury or illness, and the financial hit can be devastating. The Social Security Administration (SSA) reports that one in four of today's 20-year-olds will become disabled for 90 days or more before retirement age. Having a plan for the long term can relieve a lot of stress if the unexpected does happen.One option is disability insurance; there's short-term and long-term. Disability insurance pays a portion of your income if you are suddenly unable to work because of illness, injury, or accident.You can get coverage through an employer or buy it from an insurer. According to State Farm, long-term disability insurance:Pays monthly income directly to you when you're unable to work because of a covered total disability.You choose the length of time you must be disabled before you start receiving benefits (Elimination Period) and the length of time you would receive benefits.Options include a five-year benefit period or a "to age 67" benefit option.Maximum monthly benefit amounts range from 0 to ,000, based on your income and occupation. She suffered a traumatic brain injury (TBI), which would change her life forever. She constantly deals with nausea, dizziness, tetanus, and migraines. Blue has struggled to navigate the healthcare system and because she cannot work is constantly seeking resources so she can remain in San Diego."You have to advocate for yourself because there's no one within the system who is going to do it for you," said Blue. Blue says she does not have the resources to relocate and says San Diego offers a lot of support for TBI survivors. She's relied on Medicaid for medical care, which has helped with resources like a nurse care manager, but she says there are holes in the system."I'm still fighting to get a TBI specialist, I'm still trying to get a lot of the treatments and specialists and therapies that I believe could help me," said Blue. The San Diego County Health & Human Services Agency is ready to help San Diegans whose incomes have been impacted by an unexpected disability:CalFresh: Food assistance:Medi-Cal: Free or low-cost health coverage for children and adults with limited income and resources. If you qualify, you can enroll in Medi-Cal year-round.CalWORKS: Public assistance program that provides cash aid and services to eligible families that have a child(ren) in the home."You may not need our benefits today, but in the future, if you do we're here, and we encourage everyone to apply," said Rick Wanne, Director of Eligibility for the County of San Diego Health & Human Services Agency.Wanne says the County also has a close relationship with 211. "211 is a great resource for a number of reasons, they can provide general information over the phone about a whole variety of resources here in San Diego, additional food assistance, housing resources, where to find a local medical provider," said Wanne. Wanne said in addition to what the County offers many local nonprofits and other entities provide help.Blue says she's found the following resources helpful when advocating for herself:Legal AidCalifornia Department of Rehabilitation (DOR)Disability Rights CaliforniaBlue says she's also taken advantage of recreation opportunities through Sharp, some of which are free. Sharp also offers support groups for people with various disabilities. Another program that's been instrumental in Blue's recovery is Love Your Brain Yoga, a free program for TBI survivors. "A good part of my day is spent just trying to feel better, just trying to get well enough to do what I need to do that day," said Blue.Blue remains hopeful she'll get the care needed for her healing and says she'll continue to do everything possible to stay in the city she calls home. 4971

SAN DIEGO (KGTV) – Investigators are still piecing together the circumstances surrounding the 2-year-old girl who died after she was found in a hot car in Tierrasanta. Police tell 10News the mother called 911 Monday afternoon, saying she had just woken up from a nap and could not find her daughter in their home on Leary Street.The woman later called back and said she found her daughter in her Nissan Altima, unresponsive and not breathing, according to police. It is still unclear how long the child was in the vehicle. The Child Abuse Unit is now investigating.“The biggest mistake anyone could ever make is to think that it couldn’t happen to them,” said Janette Fennell, founder of Kids and Cars. The organization’s statistics showed 26 kids have died after being left in a hot car so far this year. Right now, technology does exist to alert families of an unattended child in a vehicle. One device is called “Sense-A-Life,” created by two Florida dads. It involves a sensor placed under a car seat. If you put the vehicle in park and open the door, an alarm will remind the driver of a child in the back. If there’s no response, it will send an alert to our phone. A few cars, like the Kia Telluride, has a sensor system built into it. It warns the driver when you exit your vehicle that someone may still be inside. The vehicle’s horn will go off if you have not returned to open the door.Fennell said there is a push to get the Hot Cars Act passed at a federal level. It would mandate technology in all vehicles that would alert drivers to someone left in their car, but she said there has been resistance. “It probably comes down to money, but it also comes down to the auto industry that fights against all these types of things,” Fennell said. “Every single safety item in your vehicle people should understand have been very long, hard battles. Like decades.”Fennell said it will take in part, political will to get the Hot Cars Act passed. 1962
