SAN DIEGO (KGTV) -- Wendy Caceres smiled as two salon workers doted over her hair and makeup. It was a momentary break from the last two-and-a-half months when she's been worried about many things, least of all herself.On August 15, Caceres gave birth to her son Santino at 29 weeks. He's been in the NICU at Sharp Mary Birch Hospital ever since."Very traumatizing, honestly," Caceres said over the hum of hair dryers at Robert Cromeans Salon downtown. "I don't take time for myself really," she said. "It's really cool they did this, honestly."Caceres was one of eight NICU moms treated to a hair and makeup makeover at the salon Monday during an event organized by March of Dimes.The event came on the same day the March of Dimes released a report card showing the premature birth rate in the U.S. rose for the fourth straight year to 10.02 percent.Preterm birth rates worsened in 30 states. California fared better than the national average. In San Diego County, the rate actually improved year-over-year to 8.4 percent.It's still largely a mystery why some women deliver early. Still, March of Dimes says there are several known risk factors, including poverty, lack of health insurance, and inadequacy of prenatal care.The March of Dimes issued a number of policy recommendations nationally, including: Expanding group prenatal care.Ensuring that women have access to public health insurance programs.Expanding Medicaid to cover individuals with incomes up to 138 percent of the federal poverty level to improve maternal and infant health.Making sure all women have Medicaid coverage for at least one year postpartum.To read the full report, click here. 1667

SAN DIEGO (KGTV) -- Uber Eats will begin testing a new service that will deliver food using drones in San Diego, the company announced Wednesday. Uber and San Diego were granted the winning bid by the Federal Aviation Administration last year to test the new delivery service, according to the company. Here’s how Uber says the system will work: After a restaurant loads the meal into the drone and the drone takes off, a system will notify a nearby Uber Eats delivery partner to meet the drone at a drop-off location. The orders will then be picked up and hand-delivered to customers. The company says the initial phase of testing in San Diego was done with McDonald’s, but that it will be expanded later this year to include more restaurants, including Juniper and Ivy. “We’ve been working closely with the FAA to ensure that we’re meeting requirements and prioritizing safety,” said Luke Fischer, Head of Flight Operations at Uber Elevate. “From there, our goal is to expand Uber Eats drone delivery so we can provide more options to more people at the tap of a button. San Diego (KGTV)- Another section of the bluff has collapsed in Encinitas. This comes almost exactly one year after the deadly collapse that killed three women on the beach.Large mounds of rock sit at the foot of the cliffs on Stonesteps Beach, in Encinitas, after the bluffs gave way early Sunday morning. Lifeguard Captain Larry Giles tells ABC 10News the collapse stretches 40 feet along the beach.The block failure sits just over a mile and a half from Grandview Beach in Encinitas. Julie Davis, her daughter Annie Clave and sister Elizabeth Charles were tragically killed at the site a year ago after the bluffs came crashing down.10News spoke with Davis' husband, Dr. Pat Davis, last week on the anniversary of the collapse. He says more needs to be done to keep Encinitas beach-goers safe."There's very few new signs warning people about these cliffs," says Davis. "There's very little coordination by the lifeguard service to warn people about how dangerous these cliffs are."Lifeguard Captain Larry Giles says no one was hurt in this weekend's collapse. The block failure was caused by natural erosion.Giles says there is a small area on the cliff that is still causing some concern. Lifeguards and the City of Encinitas are monitoring the area.Dr. Pat Davis says that as his family mourns the loss of their loved ones, he can't help but think about beach-goers."I think we're looking at a situation where what happened to my family could easily happen again."Davis has been working with local and state leaders to stabilize the bluffs. He hopes a new bill will help. It offers solutions like sand replenishment. That bill is currently moving through the state Senate. 1685
