SPRING VALLEY, Calif. (KGTV) - Despite Governor Gavin Newsom's orders, students at a private school in Spring Valley are scheduled to return to class in a few weeks.When Heartland Christian Homeschool Center begins its school year on Sept. 1, it will include in-school learning. Classified as a private school, the pre-kindergarten-to-12th grade school combines homeschooling with several days of in-person instruction every week.The plans come despite the governor’s orders banning in-school classes for counties still on the watch list. Right now, San Diego County remains on that list.Principal Lynda Hansen told ABC 10news, it's "important" for kids to be back in class, adding her school is "following all CDC guidelines."The state is allowing elementary schools to apply for waivers to the COVID-19 orders. Hansen says she'll apply for the waiver, but it likely won't affect her decision to open.The school’s COVID-19 section does list its precautions, including stepped-up disinfecting, encouraging social distancing, and masks for staff when close to students. Masks will not be mandatory for students.The mask issue is a point of concern for students at another private school with similar plans. Last week, ABC 10News reported on Foothills Christian Middle School in El Cajon.A letter sent to parents spelled out reopening plans in September, including masks being optional. That led to frustration for parents who emailed ABC 10News. The school cited a lack of evidence that masks prevent COVID-19 transmission in children.A county spokesperson says the have several tools for private schools out of compliance, beginning with education and on-site visits. (KGTV) -- Some residents in Solana Beach are sharing their concerns about what appears to have been an organized illegal street racing event held over the weekend.A huge crowd of people gathered to watch several cars racing through the intersection, doing donuts and wheelies on Lomas Santa Fe Drive at Via Mil Cumbres on Saturday night at around 9:30 p.m."All of a sudden, we were completely stopped, and there are cars, and smoke and you hear tires squealing and we were trapped, so we were sitting ducks there," said Sally Fleck.Fleck said she had no idea what was happening."It looked like zombies to be quite honest, because there was so much smoke and it was so loud, I've lived here 20 some odd years and I've never seen anything like that," said Fleck.Dozens of residents posted pictures and video of the incident on social media."There were people, they were standing around watching cars do wheelies, it's lucky that no one got killed," said Fleck.The San Diego County Sheriff's Department confirmed it took several calls regarding the incident. (AP) — South Dakota investigators say that Attorney General Jason Ravnsborg reported hitting a deer with his car on Saturday night but actually killed a pedestrian whose body was not found until the next day. Ravnsborg's office has said he immediately called 911 after the accident. The Department of Public Safety said Monday only that he told the Hyde County Sheriff's Office that he had hit a deer and did not say whether he reported the crash in a 911 call. The man was identified as 55-year-old Joseph Boever.He was not found until Sunday morning.According to the DPS, the incident happened one mile west of Highmore, South Dakota at 10:30 p.m. CT.Ravnsborg was not injured, DPS said. 715

According to the department, the crash happened near the intersection of Bancroft Drive and Kenwood Drive at 8:23 a.m. The deputy was responding with his lights on to reports of a stolen vehicle when he was involved in a single-vehicle crash. The deputy was taken to the hospital for treatment of minor injuries, the department said. The details on what led to the crash wasn’t specified by the department. 538

SILVERADO CANYON (CNS) - A wind-driven brush fire in Silverado Canyon sparked by a house fire exploded to 7,200 acres Thursday, injuring two firefighters and growing rapidly as mandatory and voluntary evacuations were ordered for residents in a large portion of Orange County.The two firefighters injured worked for the Cleveland National Forest Service."They were treated on scene and transported to a local hospital," said Orange County Fire Authority Chief Brian Fennessy. "Their exact condition is unknown to me."Mandatory evacuations were in effect in the Modjeska, Silverado and Williams Canyon areas, Foothill Ranch and Portola Hills west of El Toro and north of the 241 Toll Road.Voluntary evacuations were issued for the following areas:-- Lake Forest, from the 241 Toll Road, along Bake Parkway to Musick and north to the border with Irvine and from the 241 Toll Road north to Bake Parkway to Foothill Ranch Community Ranch;-- Borrego Canyon;-- Baker Ranch;-- Portola Hills;-- Live Oak Canyon;-- Trabuco Canyon;-- Rose Canyon;-- Valley Vista Way;-- Meadow Ridge Drive;--Cowan and Lemon Heights.Evacuees were strongly encouraged to stay with family or friends or in a hotel, the OCFA said."Due to COVID-19, no congregate shelter is offered," the authority tweeted about 5:20 a.m. A temporary OC Red Cross evacuation point at Santiago Community College at 8405 E.
