SAN DIEGO (KGTV) -- San Diego Police need help finding a man accused of burglarizing a boat and leaving behind a meth pipe and his own feces. The owner of the boat, Donnie Vachon, is still trying to pick up the pieces since it happened. He's out thousands of dollars due to damage and stolen property."Put it in perspective, it's just a boat, but it's our boat, it's our family's boat, it's my grand-babies boat," said Vachon.The theft happened in September and since then Vachon has heard of two more boat burglaries.He says the same off-brand soda can was left on both his boat and one of the others burglarized."It's kind of a heartbreaker, you wake up and go to work every day and here it sits," said Vachon, looking at the boat parked in the driveway.Detectives have not yet confirmed whether the burglaries are connected but are looking into it.If you have any information, contact Crime Stoppers. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer signed off Thursday on his .3 billion 2020 budget previously approved by the super majority of the city council.The budget funds the largest infrastructure investment in San Diego’s history and includes more funding for homelessness programs, road repairs, tree trimming services and housing reform.Faulconer appeared to be most excited about the expansion of the Clean San Diego initiative, which aims to clear debris from across the city.The mayor announced during his signing ceremony that million will go toward the expansion of the CSD program, and more crews will be hired to clean up areas citywide 24 hours a day, seven days a week.“We’re restoring pride back in our neighborhoods with every cleanup job, and now we’re investing more resources into ‘Clean SD’ so we can do even more for our communities,” said Faulconer.Funding for the program was more than doubled from Fiscal Year 2019 after Faulconer requested an additional .5 million for its budget.Since the program started in May 2017, more than 3,600 tons of debris have been removed from neighborhoods, canyons, and the San Diego River.Other efforts in the program include an increase in street sweeping in the East Village, sanitizing sidewalks, and graffiti removal. 1302

SAN DIEGO (KGTV) - San Diego Loyal SC announced Thursday they will be wearing a Black Lives Matter alternate kit for the team's first game and for other selected games through 2021.The uniform is all black with dark teal accent and the phrase “Together San Diego” will run down the side of the jersey. Player nameplates will spell out "Black Lives Matters" across the back standing in solidarity with the national-turned-global movement against racism and injustice towards people of color.The team's first game is Saturday in Utah.The organization's goal in aligning itself with the BLM movement is to promote inclusivity and diversity in the community, according to team President Warren Smith."Loyal is more than just our name -- it's our mantra," Smith said. "The Loyal in our name is symbolic of the diversity in our community, and now more than ever we stand by this. SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

Am atmospheric river is set to bring downpours to the county Monday through Thursday, the National Weather Service says. County officials say it’s important to be prepared because topsoil, mud, plant material, and debris can clog culverts and storm drains and damage roadways.
