NEW YORK, Dec. 1 (Xinhua) -- New York City Mayor Michael Bloomberg announced on Thursday a new recommendation that doctors offer every person with an HIV diagnosis antiretroviral treatment to help them live longer and prevent transmission. This marks a change from the current practice that treatment only be offered to those who show signs of damage to their immune systems, said the mayor during the annual World AIDS Day commemorative ceremony at Gracie Mansion. "Over the past ten years HIV diagnoses and deaths in New York City have seen a dramatic decline," said Mayor Bloomberg. "Steady progress in our fight against HIV has turned what used to be a death sentence into a disease that can be prevented and, with antiretroviral therapy, managed. The annual death toll from HIV in the city is down by more than a third: 933 deaths in 2009Despite this progress, however, more than 110,000 people in New York City are infected with HIV, more than in any other U.S. city and about 75 percent of all cases in the New York State.Figures from the New York City Health and Hospitals Corporation (HHC) showed that HHC has tested more than one million New Yorkers for HIV since 2005 when the public hospitals and health centers began offering HIV screening as a routine part of medical care for patients aged 13 to 64.
BEIJING, Oct. 12 (Xinhuanet) -- Study found that women who took multivitamins may actually be at risk, media reports on Wednsday.Women who took the dietary supplements vitamin B6, folic acid, magnesium, zinc, copper, iron and multivitamins had a higher risk of death than women who did not.The new study, published in the Archives of Internal Medicine, examined more than 38,000 women aged 55 and older who took part in the Iowa Women's Health Study, which started in the mid 1980s. Researchers found the vitamins did nothing to reduce the risk of death and that most supplements have no positive effect on women's health. The study did not distinguish if the women in the study took the vitamins to fight diseases or to maintain health.Vitamin experts say the best way to make sure you are getting all necessary vitamins is to eat a well-balanced diet. The vitamins people take do not depend on personal preference.

NEW DELHI, Oct. 1 (Xinhua) -- Suspected encephalitis has killed over 100 children in the northern Indian state of Bihar since June, reported local media Saturday. At least 51 children in Bihar's Gaya district died of the epidemic in the last seven weeks, in the wake of the death of 55 children in a similar outbreak of the brain disease in another district of the state earlier, reported Indo-Asian News Service. Most of the children belong to a caste known for its absolute poverty.According to district health officials, all children have died at Anugrah Narain Medical College and Hospital in Gaya, about 100 km from the state capital Patna. The children reported high fever, followed by bouts of unconsciousness and convulsions. So far, more than 220 children with suspected encephalitis were admitted for treatment, with over two dozens of the children still battling for life, according to the report.Earlier, Indian Health and Family Welfare Minister Ghulam Nabi Azad has said clinical and epidemiological data suggested that there was an outbreak of acute encephalitis syndrome, resulting in 150 cases and 55 deaths, mostly among children, from early June to mid-July in the Muzaffarpur district of Bihar.

SAN FRANCISCO, Dec. 29 (Xinhua) -- The United States Patent and Trademark Office on Thursday published a patent application from Apple related to face and presence detection for iOS devices, which is expected to be one of the next chapters for mobile security.According to AppleInsider, a news and rumor website focusing on Apple, the patent is entitled "low threshold face recognition" which is a low-computation solution for quickly and accurately recognizing a user on iPhone, iPad, iPod Touch and MacBook.Patently Apple, a blog focusing on Apple's latest intellectual properties, said that iOS devices would acknowledge the presence of the potential user by turning on the display and then trigger a subsequent process for recognizing the potential user's face.Currently, most face recognition systems tend to be robust ones working in various lighting conditions, orientations, scale and etc., which will require computing resources and drain battery life. There are also security-type face recognition systems working under controlled lighting conditions which could be ineffective due to factors like proximity of the user to the camera.Google's latest Android 4.0 operating system, codenamed Ice Cream Sandwich, already features face detection. But it is reported that the feature doesn't always work and can be bypassed by using a photograph of the phone's owner.Apple's solution would reduce the impact of lighting conditions and biometric distortions on an image, said AppleInsider, citing the filing. Apple said it would rely on a "high information portion" of a human face, such as eyes, mouth or the tip of a user 's nose. The "likely presence" of a human face in front of the camera would be captured through an "orange-distance filter" which would also be used to detect the potential user's skin tone and measure the distance of their face from the camera.Meanwhile, iOS devices could also be set to recognize faces of multiple users, presenting each user with a personalized configuration.According to AppleInsider, the patent application was first filed by Apple in June, 2009.Analysts said that the proposed technology could be Apple's next big innovation as it has record of redesign and give its unique appeal to products that have not caught on with the general public.
