BEIJING, Dec. 6 (Xinhua) -- China's government-run welfare lottery has raised a total of 164.5 billion yuan (24.8 billion U.S. dollars) for public welfare funds over the last 23 years, the Welfare Lottery Distribution and Management Center (WLDMC) announced Monday.Total sales of welfare lottery tickets had amounted to 500 billion yuan (75.2 billion U.S. dollars) since the lottery started operation in 1987, said a statement issued by the WLDMC.Half of the funds were allocated to social welfare projects organized by local governments, and the rest to public welfare funds or projects administered by central authorities, including the Ministry of Civil Affairs (MCA), said the statement.The civil affair authorities for the past 23 years had supported more than 200,000 projects for the public good, the statement said.The projects included social welfare institutions, child welfare associations, homes for the aged in villages and towns, and community service centers.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council to raise welfare funds through lottery sales in 1987.

TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. BEIJING, Nov. 20 (Xinhua) -- Beijing will face the challenge of an aging population over the coming five years and the city has limited experience in dealing with the phenomenon, the Beijing Morning Post reported Saturday.At the end of 2009, registered senior citizens in Beijing numbered 2.27 million, or 18.2 percent of the city's total population of permanent residents, the report said, citing the local government.The city will have a moderately aged society when its aged population reaches 3.24 million in 2015, the report said.Of the city's population of registered senior citizens, 1.94 million, or 85.6 percent, are below the age of 80 years, and 326,000, or 14.4 percent, are above the age of 80 years.In the coming five years, approximately 470,000 senior citizens in Beijing will require nursing.A survey conducted recently by the society and legal system committee of the municipal political consultative conference found that of 4,000-plus respondents, 24.5 percent intended to live in homes for the aged, a level much higher than the 4-percent level the municipal government expected.Some 53.3 percent of respondents said they are willing to spend their twilight years at home. That figure was significantly lower than the 90 percent figure the local government had expected.According to the survey, 99 percent of local citizens born after 1980 said they would not be able to look after their parents during their old age.
