SAN DIEGO (KGTV) -- Several City Heights homes were evacuated Tuesday afternoon after authorities responding to a medical call found possible military ordnance. The incident began after San Diego Police were called to the scene to investigate a death at 50th and Wightman Streets around 2 p.m. Shortly after police arrived, San Diego Fire Rescue says bomb units responded to the area after what is believed to be a military ordnance was discovered. RELATED: Ammo, mortar rounds discovered inside Mira Mesa homeSan Diego Police evacuated homes and a park in the area immediately surrounding the home. The item turned out to be an inert practice aerial bomb that was turned into a storm water crew working in the area. The incident came to an end by 3 p.m. 763

SAN DIEGO (KGTV) - Saturday, San Diego's crown jewel, Balboa Park, turns 150 years old.San Diego will celebrate the founding of the iconic park on May 26 during the second annual Fiesta Botanica. The historic day will be marked with a parade, kids activities, park tours, butterfly and ladybug releases, and much more.Live performances are also planned at the park's Botanical Garden and Spreckels Organ Pavilion.In 1868, the City of San Diego moved to set aside 1,400 acres of land for the area then known as "City Park." In 1892, Kate Sessions, the "Mother of Balboa Park," offered to plant 100 trees a year within the park in exchange for 32 acres of the land to be used for a commercial nursery.As the park came into its own, water systems, roads, and more plants were added.In the decades since it was established, Balboa Park has seen the San Diego Natural History Museum, Museum of Man, Spreckels Organ Pavilion, and many other attractions added, transforming the parcel of land into an art and culture destination. 1292

SAN DIEGO (KGTV) — Speaking from the charred landscape ravaged by one of California's largest current wildfires, Gov. Gavin Newsom strongly asserted that more has to be done to battle the "climate emergency."Newsom toured the devastation at a park in Oroville, Calif., that was burned by the North Complex fire. Since the fire began on Aug. 18, the fire has burned 252,534 acres through Plumas, Butte, and Yuba counties and is 23% contained.It's one of 28 major wildfires burning across California, according to CAL FIRE.During his tour, the governor shot back at the debate over climate change and pledge to continue the state's efforts at lower carbon emissions. Newsom cited August being the state's hottest month in state history and annual drought conditions throughout the state."I'm a little exhausted that we have to continue to debate this issue. This is a climate, damn, emergency. This is real. And it's happening," Newsom said on Friday. "This is the perfect storm. It is happening in unprecedented ways. Year in and year out. "And you can exhaust yourself with your ideological 'BS' by saying, 'well, 100 years ago, we should've done this or that.' All that may be true. And I'm not going to suggest for a second that the forest management practices in the state of California over a century-plus have been ideal. But that's one point. But it's not 'the' point."Newsom said the current "mega-fires" are fueled by "mega-droughts" that have impacted the state."There's something else going on, not just bad practices over the last century related to forestry," Newsom said.Friday, Newsom signed AB2147 into law, which will allow inmates from the state's inmate firefighter program to become firefighters after completing their prison time. CAL FIRE trains minimum-security prison inmates who volunteer to perform the same work as their crews. Volunteer inmates also perform conservation and community service projects while not fighting fires, according to CAL FIRE. According to the Associated Press, inmates are paid per hour while on the frontlines and per day when they're not on duty. Inmates normally have their sentences reduces while participating in the program, the AP says.Previously, volunteer inmates were not eligible to become firefighters after serving time. 2299

  

SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) — San Diego Police say they received a call regarding a goat on the loose in the tailgate lot near Petco Park on Sunday.SDPD said a goat was apparently running around the lot sometime before 2 p.m., before the owner of the animal had retrieved the goat and left the area before officers arrived."Officers are responding to reports of a goat running around the area of tailgate lot in downtown. The latest is the owner has the goat and is walking him back to his vehicle saying he was a BAAAAAAAD goat. The owner and his goat left the area prior to police arrival," the department tweeted.The department said a couple of hours later that officers later found the man and his goat elsewhere downtown and learned the goat's name: "Tom Brady." 764
