BEIJING, April 10 (Xinhua)-- China's trade balance turned red in March with the country's first monthly trade deficit in six years, the General Administration of Customs (GAC) said Saturday.China exports were valued at 112.11 billion U.S. dollars in March, up 24.3 percent year on year, while the imports surged 66 percent to 119.35 billion U.S. dollars, resulting in a deficit of 7.24 billion U.S. dollars.The deficit was China's first since it posted a 2.26 billion deficit in April 2004, according to a report released by the GAC.China's total foreign trade rose 42.8 percent year on year to 231.46 billion U.S. dollars in March, according to Customs statistics.In the first quarter, foreign trade rose 44.1 percent to 617.85 billion U.S. dollars, with a surplus of 14.49 billion U.S. dollars though it was down 76.7 percent from the same period of last year.The country's trade surplus hit 23.7 billion U.S. dollars in February.Li Jian, a research fellow with the Research Institute under the Ministry of Commerce, said China's trade surplus had been falling since the start of the year."The deficit in March was just an extension of this trend," Li said.He said China did not purposefully pursue a trade surplus and had adopted a policy of encouraging imports and achieving a trade balance over the years.As the economy improved, any shift in people's expectations towards macro economic policies on liquidity and investment would influence importers' decisions and imported commodity prices, he said."Externally, we need to prudently monitor the world economy to avoid risk of a double-dip recession," he said. "Domestically, we need to focus on economic restructuring and transformation of economic growth pattern based on the stable growth of foreign trade."The GAC attributed the March deficit to shrinking exports of labor-intensive products, surging imports and rising commodity prices."The deficit in March is neither a recession, nor can it be sustained," the GAC said in its report, adding the deficit was small and China had maintained a "basic balance" between imports and exports.

NANNING, May 15 (Xinhua) -- Three people were killed and one was missing amid heavy rains that pounded a scenic city of Guangxi Zhuang Autonomous Region for the past two days, Guangxi's flood-control and drought relief headquarters said Saturday.Continuous rainstorms triggered mud-rock flows Thursday night in Ziyuan County of Guilin City, killing three people there, the headquarters said.On Friday morning, a fisherman was swept away by rain-triggered floods in Gongcheng County of Guilin.Rainstorms had incurred property losses to about 19,000 people in Guilin as more than 30 houses collapsed, 1,100 hectares of farmland were inundated and many public facilities were damaged.The economic damage was estimated at 13.2 million yuan (1.9 million U.S. dollars).In southern province of Guangdong, three rainstorms pelted Guangzhou, the provincial capital, over the past week, with rainfall up to 440 mm, a record high in 25 years.The precipitation equalled to a quarter of the city's annual rainfall, according to meteorological statistics, said Lin Liangxun, Guangdong's chief weather forecaster.Guangdong has reported one missing. More than 35,000 people have been affected by the three rounds of heavy rains.Latest weather forecast said the rain is expected to weaken over the weekend.In the central province of Hunan, more than 8,000 people were stranded Saturday after heavy rains inundated the key roads of a town. Rescuers were transporting food and daily necessities to the region through a small chain bridge.The rain triggered mountain torrents in Xupu County on Wednesday and Thursday, causing damage to its four major bridges and the trunk roads linking Shanxi Town to the outside. Rescuers had to carry first-aid materials on their shoulders to the stranded population.Water level in the worst-hit Shanxi Town reached 2.7 meters in the street, said Zhang Shanwen, Party chief of Shanxi Town.Weather forecast said a new round of rains will hit the region on Sunday and Monday.

BEIJING, April 7 (Xinhua) -- Chinese President Hu Jintao's upcoming visit to Brazil, Venezuela and Chile will be significant to furthering comprehensive development of China-Latin America relations, a senior Chinese diplomat said on Wednesday.Vice Foreign Minister Li Jinzhang told a press briefing that Hu will pay a state visit to Brazil and attend the second summit of the BRIC countries - Brazil, Russia, India and China - in Brasilia from April 14 to 17, make a state visit to Venezuela from April 17 to 18 and a working visit to Chile on April 18."China and Latin American countries, all as developing countries, share extensive common interests. China has always attached great importance to its relations with these countries," Li said.China-Latin America relations have maintained a good momentum of comprehensive and sustained growth with increased political mutual trust, expansion of cooperation and more frequent cultural exchanges, he said.Hu's visit will be made at the invitation of Brazilian President Luiz Inacio Lula da Silva, Venezuelan President Hugo Rafael Chavez Frias and Chilean President Sebastian Pinera.Hu will hold talks with President Lula and meet other leaders on furthering China-Brazil ties and boosting cooperation on major global issues, Li saidThe two countries will ink a joint action plan from 2010 to 2014 and agreements in the fields of culture, energy, finance, science and technology as well as product quality inspection, he said. YUSHU, Qinghai, April 25 (Xinhua) -- The death toll from a 7.1-magnitude earthquake in northwest China's Qinghai Province on April 24 has climbed to 2,203, the rescue headquarters said late Saturday.As of 5 p.m. Saturday, 73 people were still missing, the headquarters said.Civil affairs authorities in Qinghai also said Saturday they would raise the monthly allowance for orphaned children, widowed elderly and disabled people in the wake of the quake.Ma Danzhu, head of the disaster relief division under the provincial department of civil affairs, said the monthly allowance would be raised to 1,000 yuan (146 U.S. dollars) per person, from 600 yuan as normal standard, for three months.Families of the dead, including locals and migrant workers, also will receive 8,000 yuan in subsidies for each death, according to a policy announced earlier.

That's a good news for Asia," Goh, also former Prime Minister of Singapore, said in an exclusive interview with Xinhua in Boao, a coastal resort in south China's Hainan Province.Goh is here for the annual meeting of Boao Forum for Asia (BFA), a pan-Asian platform of dialogue for key issues affecting Asia and the world, which will officially open Saturday. He was elected a member of the BFA's board of directors Thursday."The worst is behind us," he said, adding that China's recovery has a solid foundation and is on a good growth path."We've paid attention to economic fundamentals. If the economic fundamentals are right, we can let the storm pass by," Goh said. "That's what Singapore and China did."He said some damages in the global financial crisis were not very severe, "so once the storm passes, we grow again."Singapore also saw a very good growth in the first quarter of this year and "the growth exceeded out expectation," he said.Goh emphasized the importance of free trade. As a member of the Association of Southeast Asian Nations (ASEAN), the Free Trade Agreement (FTA) between Singapore and China took effect this year."The free trade is important for all countries and global economic recovery," he said.Goh said the most important lesson drawn from the international financial crisis is that the government must have "good surveillance system over the financial industry" so as to make sure that banks do not take up too much risky investment, and to prevent investment from turning to bubbles in property and other sectors.He also said efforts should be made to ensure that China develops without causing too many problems in terms of climate change.Singapore has been cooperating with China to develop the Tianjin eco-city in north China for more than one year, which already attracted investors from Japan and Singapore."As China urbanizes, Singapore's experience of building a green city can be used in China for its urban solutions as the country grows," he said, adding the eco-city is a model meant to demonstrate that "economic growth can be consistent with green development."This year marks the 20th anniversary of the establishment of China-Singapore diplomatic ties."We've learned from each other. It's not one-way learning any more. We've learned from China as much as China has learned from Singapore," Goh said.
