SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Flooding from a fire service line threatened Wednesday to buckle a portion of a North Park street, blocks from the sites of several significant pipe breaks.The rupture was reported about 4:30 a.m. at the intersection of Polk Avenue and Kansas Street. The road buckled about 12 inches and water spilled onto half the roadway.Within an hour, the water department reached the scene to evaluate the situation. SAN DIEGO (KGTV) - Dozens of voters were left off the roster at a San Diego County polling place on Election Day, leading to frustration and delays.The problem was reported Tuesday morning at Pacific Trails Middle School at 5975 Village Center Loop Rd in Carmel Valley.Poll workers received an incomplete roster which omitted 46 names, Registrar of Voters Michael Vu confirmed. The list was missing two and a half pages.YOUR VOICE YOUR VOTE: 10News?Election CoverageVoters waited for voting officials to reprint another roster and deliver it to the polling place.Officials tried to ease the long line by calling the Registrar of Voters and getting approval for each person over the phone, a voter told 10News.Voters also had the option of voting provisionally, but many of them declined, telling 10News they wanted their votes to count. SAN DIEGO (KGTV) — Former Major Leaguer Jacque Jones grew up in Southeast San Diego, and is giving back to the community. He has started an organization called "All Hands on Deck," and it's about grooming kids from his neighborhood for success, whether it's on the baseball field or in the classroom. Jones played 10 season's in the MLB but says his foundation was set during his days at San Diego High School."San Diego High turned out to be the right experience and the best experience for me to further my career in baseball," said Jones.But his major league dreams came long before he was a Caver, saying, "I knew at 5 years old I was going to be a big leaguer," he added.He went on to play at USC and was also a member of the 1996 U.S. Olympic team. He was drafted by the Minnesota Twins and would play for four major league organizations in his career."Yes, we won a bronze medal, which I say was disappointing, but I'm blessed in the same token because not that many people can say they won an Olympic medal," Jones said, saying of his time in the MLB, "I enjoyed it and I played hard every day. I was very grateful that I was blessed to be able to play in the big leagues."Bringing him to his new venture."Percentages for African American players is down to about 4%, which was 38% at its height. I want to do something about it, and this is what 'All Hands on Deck' is about. We all need to put our hands on these kids from the neighborhood I grew up in, to make sure they have a chance to be successful," Jones said.On Nov. 21, Jones plans to donate turkeys to San Diego High School families, as well as families in the surrounding area.
