MIRAMAR, Calif. (KGTV) - Two young boys died Friday night after their mother crashed into a semi-trailer on the side of the I-15 freeway. Israel and Adrian Lemus were heading home with their mother when she swerved into the shoulder near Miramar Road and collided with the back of the trailer. The mother was taken to the hospital with broken bones and a brain bleed. Family says she is stable but has been in and out of consciousness. The family had been heading back from Menifee where they were celebrating Israel’s birthday. He was going to turn 11 on Saturday. “They were very happy in the last moments,” said Lidia Lemus, their cousin, who was at the party. “It’s very surreal right now,” she said. “They had their whole lives ahead of them.” The family says the mother was not under the influence when she left the party. MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. MUNSON, Pa. — Three men have been charged with more than 1,400 counts for allegedly having sex with dogs, horses, a cow and a goat on a makeshift farm in Pennsylvania.Terry Wallace, 41; Matthew Brubaker, 32, and Marc Measnikoff, 34, all of Munson, Pennsylvania, were charged with endangering children, corruption of minors, cruelty to animals and 1,460 counts of sexual intercourse with animals. According to the Clearfield County District Attorney's Office, authorities were notified by a teen living on the property. The teen told authorities the three men constructed a holding pen in the shape of a "V" to help facilitate sexual intercourse with the animals.Police raided the property on Aug. 18 and found a "large volume of homemade videos," and camera equipment allegedly used to film the acts.State police assisted in the raid due to reports of semi-automatic weapons being on the property, authorities said.Clearfield County District Attorney William A. Shaw Jr. said the incident is "one of the most extreme cases of animal abuse that his office has handled."Authorities said it doesn't appear that the teen was a victim of sexual assault, but they are working to determine the extent of any mental or physical abuse he may have been exposed to.Each defendant is being held on a 0,000 bond and is scheduled to appear in court on Wednesday. 1374

NASHVILLE, Tenn. — The current law in Tennessee is clear: The use of deadly force is legal only in instances of self-defense or to protect the life of someone else.Outside of that, using deadly force is illegal. But some lawmakers in the state are seeking to expand those protections to include instances where homeowners would legally be able to shoot someone who stole from them."I think the last year has raised a lot of questions in Tennessee about whether you can use force or deadly force," said John Harris, executive director of the Tennessee Firearms Association.Harris said the thinks the destructive demonstrations and looting in Nashville during protests against police brutality raised some concerns. Now, State Rep. Jay Reedy, a Republican, has filed a bill that would allow a person to use deadly force to protect their property.Harris said that with police occupied elsewhere, store owners under the current law could not use lethal force to stop looting during protests — and people are tired of it."The question is, does the criminal just laugh at them and keep stealing stuff? At some point, juries will say you have the right to defend it, and I don't care what the law says," Harris said.Lawmakers say the bill could address that frustration. But legal analysts say there are some aspects of the bill that are concerning. "The way it is written is very, very vague," said legal analyst Nick Leonardo.Leonardo understands concerns over violent protests, but he calls the bill "vigilante legislation."Leonardo said it could allow a victim — when there is no personal threat — to shoot a theft suspect in the back as he runs from the scene."To be able to just shoot someone because you thought they were taking your personal property is not where America is or we've been in the last hundred years," Leonardo said.Reedy concedes the bill, for now, is vague, and he expects it to be tightened up.
