SAN DIEGO (CNS) - One person was killed today in a fiery collision near Fairbanks Ranch Country Club.The crash, which involved a big rig and another vehicle, happened at about 12:30 p.m. in the 14900 block of San Dieguito Road in the North City area, according to San Diego police.The accident forced a closure of the roadway in the area to allow for investigation and cleanup, SDPD public affairs Sgt. SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. "With a traumatic brain injury, the struggle is the damage is on the inside."In the video, Surmont helps dress his sons in Little League uniforms -- Padres jerseys and "SD" hats -- and is shown helping them warm up before a game.Police say Surmont has missed several doctor's appointments and has not contacted his family or friends, which is "abnormal."He's described as a 6-foot, 212-pound white man with brown hair and brown eyes. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to discuss the reorganization of the county's fire protection and emergency medical services into two separate agencies at its July 7 meeting.The reorganization would allow more flexibility for, and accountability of, dependent fire and medical services in the county's unincorporated areas, Supervisor Jim Desmond said.One of the agencies would be the Fire Protection District, which would provide fire services to the jurisdictions within the current service area. The other would be the Fire Authority, which would continue focusing on public safety radio communications.The supervisors formed the San Diego County Fire Authority in 2008 and developed a plan to cover and consolidate 1.5 million acres. The authority is currently part of County Service Area 135, which provides the government structure to organize and fund fire protection and emergency medical services in the unincorporated area.Since the creation of the authority, the board has invested more than 0 million to boost fire and emergency services capabilities. Currently, the Fire Authority contracts with the California Department of Forestry and Fire Protection to provide services. Collectively, the services are known as County Fire.According to a staff report, County Fire has more than doubled in size in the past five years. The proposed reorganization of the agency was proposed by Supervisor Dianne Jacob, who described its evolution as like a "baby" growing into an adult.If the board agrees to separate the two functions "to better meet current and future demands," using Jacob's recommendations, it would divest County Service Area 135 of its fire protection and emergency services powers and subsequently create the San Diego County Fire Protection District, which would be a committed county function. SAN DIEGO (CNS) - The California Highway Patrol arrested 58 people for alleged intoxicated driving in San Diego County during its annual Thanksgiving holiday enforcement period this year.CHP officers made the arrests between 6 p.m. Wednesday and 6 a.m. Sunday in the agency's jurisdiction in the county, which includes all freeways, as well as roads in unincorporated areas.All available officers were to be deployed to catch drunk or drug- impaired drivers, speeders and other traffic violators during the enforcement period.Last year, 66 people were arrested for impaired driving in San Diego County over the Thanksgiving holiday.Statewide, the agency made 855 arrests for impaired driving during the enforcement period, down from 965 last year. And 44 traffic fatalities were reported across all California jurisdictions -- two of which were in San Diego County. Last year, California saw the exact same number of traffic deaths during Thanksgiving enforcement. 972

  

SAN DIEGO (CNS) - Power was restored Saturday afternoon for more than 2,000 utilities customers in Mid City who were without electricity for more than five hours.2,216 customers in University Heights, North Park, Normal Heights, Kensington, Talmadge and the College Area lost power just after 10 a.m., according to San Diego Gas and Electric's online outage map.The blackout resulted from a problem with underground electrical equipment that crews were working to repair, according to SDGE spokesman Joe Britton.All customers had their power back on by about 3:50 p.m., Britton said. 591
