Gavin Newsom said Wednesday that there are hints residents may be heeding medical officials’ increasingly desperate calls for caution during the holidays. The transmission rate has been slowing for nearly two weeks. The rate of positive cases reached a new high of 12.3% over a two-week period but was starting to trend down. Robert Grays was having the game of his life on Saturday as his Midwestern State University squad was beating Texas A&M-Kingsville 35-13. The 19-year-old sophomore had matched a career-high with seven tackles, with his team about to improve to 2-0 on the season. After being transported to Houston for treatment, Grays died on Tuesday from the injury. Grays was the squad's starting cornerback, and also played on special teams. This is not an easy time for anyone associated with the football program," MSU coach Bill Maskill said. "He was a tremendous individual. I really believe he might have been the most popular man on our team."He always had a smile on his face. I never saw him have a bad day. He was an uplifting spirit for all of us. He was an exciting, fun loving guy. He's going to be sorely missed. Somehow, someway we'll find a way to fight through it. Robert would want us to forge ahead."Saturday marked a deadly day in college football. Fellow college football player Clayton Geib died on Sunday, one day after being hospitalized for severe cramping and hyperventilating following a game. CBS Sports reported that Grays' death was the fifth involving a college football player this year. Midwestern State competes at the NCAA Division II level.  1650

Russia's ambitions to head international police agency Interpol were dashed Wednesday after delegates chose acting head South Korean Kim Jong Yang to take the role.Alexander Prokopchuk, a former Russian Interior Ministry official had been expected to be elected president, but critics opposed his nomination, accusing Moscow of using Interpol's systems to target and pursue the Kremlin's political foes.On Monday a bipartisan group of US senators released a letter saying the election of Prokopchuk would be "akin to putting a fox in charge of a henhouse."Kim was elected at the 87th session of the organization's General Assembly in Dubai, which gathered around 1,000 senior law enforcement officials from across the globe. Kim will serve as president for the remainder of the current mandate, until 2020.US Secretary of State Mike Pompeo had endorsed Kim, a South Korean police official, to replace former president, Meng Hongwei, who was recently detained on his return to China.The organization's former president, Meng Hongwei, went missing on his return to China in late September. His wife Grace Meng raised the alarmed 10 days later and said she'd received threats via social networks and telephone.Chinese authorities later announced Meng was being held and investigated for alleged corruption. Meng, who was also a vice minister of public security in China, has been accused of accepting bribes and committing unspecified other crimes.A statement from Interpol's Secretary General Jurgen Stock dated October 6 said the organization had requested "clarification" from the Chinese authorities on Meng's status."Interpol's General Secretariat looks forward to an official response from China's authorities to address concerns over the President's well-being," the statement said.The following day the international law enforcement agency released another statement, confirming it had received Meng's resignation.In his first public comments since Meng went missing, Stock told a news conference earlier this month that the organization had to accept its former president's resignation."There's no reason for me to suspect that anything was forced or wrong," Stock said, according to reports.On Monday, ahead of the General Assembly, Human Rights Watch criticized the police organization's "curious unconcern about its disappeared ex-chief.""This is extremely disappointing and worrying behavior from an organization that is supposed to protect people from abuses of power, not aid and abet such infringements," a spokesperson for Grace Meng said.While the president's role is "to chair the General Assembly and Executive Committee sessions," rather to run the organization day-to-day, according to a statement released by Interpol, it remains an influential position.The appointment establishes the agency's working committees and "has an influence on policy," Louis Shelley, a transnational crime expert and director of the Terrorism, Transnational Crime and Corruption Center at George Mason University, told CNN ahead of Kim's election. 3059

(AP) -- California's health care system is in the throes of a coronavirus crisis stemming from ill-advised Thanksgiving gatherings.Top executives from California's largest hospital systems put out a "clarion and desperate call" for residents to avoid a holiday repeat they said would overwhelm the most populous state's medical system.Increasingly exhausted staff, many pressed into service outside their normal duties, are now attending to virus patients stacked up in hallways, conference rooms, even a gift shop.Officials from Kaiser Permanente, Dignity Health and Sutter Health offered what they called a "prescription" for Californians to slow the virus spread, a marketing effort dubbed "Don't share your air." 743

  

SACRAMENTO, Calif. (AP) — A staunchly conservative political party in deep-blue California will get to keep its name after the governor vetoed a bill aimed at banning what state lawmakers say are misleading monikers.Gov. Gavin Newsom announced Wednesday he had vetoed a bill that would have banned political parties from using "no party preference," ''decline to state" or "independent" in their official names.The bill would have applied to all political parties. But it was aimed at the American Independent Party, which has been an option for California voters since 1968.More California voters are registering with no party preference, now accounting for 28.3% of all registered voters. If "no party preference" were a political party, it would be the second largest in the state behind the Democrats.Critics say the American Independent Party has benefited from this trend because its name confuses voters into believing they are registering as independents. The party makes up 2.59% of California's registered voters, making it the third largest political party in the state after the Democratic Party at 43.1% and the Republican Party at 23.6%.In 2016, the Los Angeles Times surveyed the party's registered members and found most did not know they had registered to vote with the party. But Newsom said he vetoed the bill because he worried it was unconstitutional."By requiring one existing political party to change its current name, this bill could be interpreted as a violation of the rights of free speech and association guaranteed by the First and Fourteenth Amendments to the U.S. Constitution," Newsom wrote in his veto message.Representatives for the American Independent Party did not respond to an email and phone call seeking comment. The party's website says it nominated Donald Trump for president in 2016 and "God willing, 2020."Democratic Sen. Tom Umberg, the bill's author, warned the mistaken registration could have electoral consequences. People registered with another political party would not be allowed to vote in the state's pivotal Democratic presidential primary in March.But Newsom signed another bill by Umberg that could help people rectify any registration mistakes. The law, signed Tuesday, allows voters to register to vote or update their registration at all polling places on election day.If people show up to vote in the Democratic presidential primary and are ineligible because they are registered with the American Independent Party, they can change their registration on the spot and cast a ballot. The ballot would be conditional, meaning it would not be counted until after the person's registration could be verified. 2676
