SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

SAN DIEGO (KGTV) — Seven people were hospitalized Tuesday after two multi-vehicle crashes on Interstate 5 in the Torrey Pines area.The crashes were reported on southbound I-5 near State route 56 just before 1 p.m. Two car crashes — one four-car crash and one three-car crash — occurred in the area, forcing a complete shut down of I-5 for about an hour, according to California Highway Patrol officer Jim Bettencourt.At one point, the CHP's incident log listed as many as a dozen vehicles possibly involved in the crash. The two crashes caused a traffic backup extending to Loma Santa Fe Dr. in Solana Beach.Seven people were taken to Scripps La Jolla Hospital with moderate injuries, according to San Diego Fire-Rescue spokesperson Mónica Mu?oz.The cause of the crashes was not immediately known. 805

SAN DIEGO (KGTV) - Small hands eagerly grabbing candy aren't always paired with young minds showing good judgment. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) — St. Augustine High School, an all-boys Catholic school in North Park, has filed a lawsuit against California Gov. Gavin Newsom and other state officials to allow the school to reopen for in-person instruction.The school says that after holding its summer school and athletic programs in-person for more than 400 students without any reports of COVID-19 cases, they are seeking to stop the state's enforcement against in-person classes during the pandemic this fall."At Saints, we don’t believe remote learning is sufficient to provide a quality education our students are entitled to and our families have come to expect," said Principal James Horne. "We are confident we can open our school safely, consistent with CDC and San Diego County health guidance. We ran a safe and successful summer school program and believe it is an indicator that we can safely return to school in the fall."The school says it adhered to the county's public health guidelines and safety measures during its summer programs, including required to face masks, social distancing requirements, air conditioning systems using UV lights to sanitize the air, and buildings and classrooms being regularly sanitized with an electrostatic disinfecting mist system.St. Augustine also said a distance learning option would still be offered for families who don't want to send their children back to school in-person."After appeals from many families to return to the classroom, Saints is pursuing the best way to offer opportunities that are the right fit for all its students and families," the school said. 1604
