CHULA VISTA, Calif. (KGTV) - Chula Vista’s Police Chief and a city councilman hosted a public safety meeting in a community where most would think safety isn’t an issue.  Chief Roxana Kennedy and Councilman John McCann met with several residents Wednesday night at the Montevalle Community Center.“I feel the balance is like this:  Housing, people, lights, traffic, less parking and police protection and presence are here,” said Chula Vista resident Dianne Farsetta while holding one hand up and one hand down. “It is a little scary.  We want to be in a safe environment.”Community groups on Facebook and Nextdoor appear to post more instances of crimes throughout the communities of Eastlake and Otay Ranch. Farsetta said the city is growing faster than its police force.However, Councilman McCann says the crime in his district is still less than half the crime level in other Chula Vista districts.  Additionally, McCann said Chula Vista is still one of the safest cities of its size in the country.  Nevertheless, McCann and Chief Kennedy listened to the community Wednesday night.“We want to make sure that we’re working with our police and our community to continue to make it as safe as it is,” he said.Farsetta and several others want to see more police on the streets and a police substation on the city’s eastern side.  Headquarters is on the western side of the city.McCann said the city’s immediate need is more officers on patrol.  He added he wants a substation but that the estimated million price tag is too much for Chula Vista. 1598

CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said.  Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating.  The cause of the death is unknown at this time. 2093

CHULA VISTA, Calif. (KGTV) - A woman was found unconscious and bloody outside a Chula Vista laundromat Friday night.Paramedics responded to reports of an unconscious woman at the Coin-Op laundromat near Broadway and F Street just after 9 p.m.The woman had apparently been beaten and left on the sidewalk on the side of the strip mall.Ivonne Campos, who works at a nearby Mexican restaurant said her bosses saw the woman as they were leaving for the night.Campos came over to help the woman, who she believes is homeless. She called 911 and said the woman was able to talk but did not explain what happened to her.MAP: Track crime happening in your neighborhoodVideo shows the woman being placed in an ambulance, bloody but awake. She was taken to UCSD Medical Center.Chula Vista police are investigating but said they have little information on the victim or suspect. Cigna wants to buy Express Scripts for billion.Cigna is one of the country's largest health insurers, and Express Scripts is one of America's biggest pharmacy benefits managers, which administer drug plans for more than 266 million Americans with employer and government health insurance.If the deal clears regulators, it would be the latest merger to disrupt the health care industry, which has been under heavy pressure in recent years as the federal government, employers and others attempt to control soaring health care costs. Drug prices, in particular, are a target, and pharmacy benefits managers are key players in that arena since they negotiate rebates from drug manufacturers and discounts from drugstores.The merger could give Cigna more control over drug prices, which is a major issue for insurers. Rival insurer Anthem said last year that it would partner with CVS to start its own prescription drug plan manager.
