SACRAMENTO, Calif. (AP) — Prosecutors say California’s system for paying unemployment benefits is so dysfunctional that the state approved more than 0 million for at least 20,000 prisoners.On Tuesday, they detailed a scheme resulting in payouts in the names of well-known convicted murderers like Scott Peterson, who was sentenced to death after being found guilty of killing his pregnant wife. His death sentence has since been overturned and a court is reviewing his conviction.Sacramento County District Attorney Anne Marie Schubert said at least 158 claims were made for 133 death-row inmates, resulting in more than 0,000 in benefits paid.“It involves rapists and child molesters, human traffickers and other violent criminals in our state prisons,” said Schubert. “Hundreds of millions of dollars that may well amount to upwards to billion, having already been paid in their names.”Schubert said the scheme will be one of the biggest frauds of taxpayer dollars in California history.“And with this fraud means that victims that have been victimized by these inmates aren’t getting the restitution that they so deservedly have been owed,” said Schubert.So far, at least 22 people have been charged in San Mateo County, The Associated Press found. More charges could be forthcoming as several other investigations continue across the state.Prosecutors say the Employment Development Department has been overwhelmed by benefit claims since the pandemic began, and in its haste to approve them, didn't check unemployment claims against a list of prisoners.Gov. Royal Caribbean might be looking for volunteers for its simulated cruises and test out its COVID-19 protocols before they can resume and get back on the water full-time."We are currently reviewing the requirements proposed by the CDC, and with the help of the Healthy Sail Panel, we will determine who is eligible for our simulated cruises," Royal Caribbean told E.W. Scripps in an email. "We are very eager to welcome our guests back on board, but we have a lot to do between now and then, and we're committed to taking the time to do things right."The U.S. Centers for Disease Control and Prevention released new guidelines requiring ships to "test cruise ship operators' ability to mitigate COVID-19 risk" with "simulated cruises."One of the main requirements is that operators must inform volunteers in writing that they are "participating in a simulation of unproven and untested health and safety protocols for purposes of simulating a cruise ship voyage and that sailing during a pandemic is an inherently risky activity."The voyages' procedures will include terminal check-in, onboard activities, including dining and entertainment, private island shore excursions if planned, and social distancing. Evacuation producers must also be tested, isolating anyone who tested positive for COVID and quarantining others on board.According to the CDC rules, volunteers 18 and older must have written certification by a healthcare provider, that they don't have any pre-existing medical conditions that could place them at high-risk for COVID-19. 1553

RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning.The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure.The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday.It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov. SACRAMENTO, Calif. (AP) — California lawmakers are setting up a task force to study and make recommendations for reparations to African Americans, particularly the descendants of slaves, as the nation struggles again with civil rights and unrest following the latest shooting of a Black man by police. The state Senate supported creating the nine-member commission on a bipartisan vote Saturday. The measure returns to the Assembly for final consideration. It would require the task force to study the impact of slavery in California and recommend to the Legislature by July 2023 the form of compensation that should be awarded, how it should be awarded, and who should be should be eligible for compensation. 717
