Still, an expert from UC San Diego says it's "entirely impossible" that it would succeed.On Jan. 6, both houses of Congress will meet to vote on the Electoral College results. It's a Constitutional formality that gives Congress the ultimate, final say in who will be the next president."Normally, this is what marks an election as over," says UC San Diego Political Science Department Chair Thad Kousser. "But with this year, everything is different."If one Representative and one Senator object to the Electoral College results during that vote, both houses have to go to their separate chambers and vote on the objection. If both agree to the objection, electoral votes can be thrown out.Alabama Republican Rep. Mo Brooks has already said he will object. He's looking for a Senator to join him."In my judgment, if only lawful votes cast by eligible American citizens are counted, President Trump handily won the electoral college and a second term as president," Brooks said in a speech to the House of Representatives on Dec 3.In that speech, he claimed, without presenting evidence, that millions of non-citizens voted in the election in several states."As such, it is my duty, under the U.S. Constitution, on January 6th, if the required one Senator will join me, to object to and later vote to reject electoral college submissions from states whose election systems are so badly flawed as to render their vote submissions unreliable, untrustworthy, and unworthy of acceptance," he said.Even if he files the objection, Kousser says it's just a political stunt."It's entirely impossible that the Democratic-controlled House will object to (electoral votes)," says Kousser. "And it's very unlikely the Republican-held Senate will as well."Kousser says moderate Republicans in the Senate, like Lisa Murkowski, Mitt Romney, and Susan Collins, have already said they won't vote to reject electoral results.Kousser believes Brooks' objection and any support it receives is a way to pander to outgoing President Trump, who still has control over a large following and can impact future Republican elections.Kousser says it would also lay the groundwork for another four years of political divisiveness in Washington, D.C."It's really about partisan gain," he says. "I think you have one side that wants to use every tool in its toolbox to de-legitimize the winner of this election, no matter what the costs."Democrats in the House filed similar objections in 2001, 2005, and 2017. SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

SAN DIEGO (KGTV) - Ridesharing companies like Uber and Lyft could shut down in California as early as Friday due to a judge's ruling ordering the companies to classify their drivers as employees, not contractors. Uber and Lyft have warned their users and drivers about the possible shutdown. Both companies have appealed the ruling. The issue stems from Assembly Bill 5, a law that classifies contractors as employees, giving them the right to unionize, have access to minimum wage, overtime, paid sick leave and workers compensation benefits. Some Uber and Lyft drivers are in favor of AB5, but many others say they would like to continue working as independent contractors because of the flexibility the job allows them. SAN DIEGO (KGTV) — Researchers at the University of California, San Francisco are working on a spray designed to block the novel coronavirus from hijacking cells in the body, like a biological mask or internal personal protective equipment.They’re doing it by borrowing a defense mechanism from an unlikely source: llamas.The team, led by UCSF graduate student Michael Schoof, engineered a synthetic molecule based on one found in a llama’s immune system that acts like an antibody but is one-tenth the size.Human antibody treatments, known as convalescent plasma, require a transfusion in a hospital setting. But this smaller molecule, called a nanobody, can be easily self-administered via an inhaler or nasal spray and rapidly manufactured using yeast, Schoof said.The scientists named their product AeroNabs. They say it could be an inexpensive intervention for treating and preventing COVID-19 while the world waits for a vaccine.“We don't know how effective vaccines will be. We don't know how long it will take to rapidly deploy them, so we envision this product as hopefully a bridge until there is widespread, effective vaccination,” Schoof said.Once a vaccine is available, AeroNabs could offer protection for individuals who are unable to be inoculated for health reasons, he said, or an early treatment option.The team is in talks with commercial partners and hopes to begin clinical trials soon.In the 1980s, Belgian scientists discovered that about half of the antibodies in camels, llamas and alpacas are shaped differently than the antibodies found in other mammals, including humans. Caplacizumab was approved last year to treat a rare blood disorder.The team at UCSF sifted through billions of nanobodies to find one that binded best to the spike proteins on the coronavirus, then engineered it to stick even better.The coronavirus uses its spikes to enter cells and replicate; the spikes are essentially the pathogen’s key into the body. By coating the spikes with nanobodies or antibodies, the viral key no longer fits into the body’s receptors and the virus can’t get in.“This works in the lab. It needs to be translated into the clinic,” said Schoof.The team at UCSF still needs to figure out the best delivery method, whether it is a nebulizer, an inhaler or a nasal spray. 2524
