ZHOUQU, Gansu, Aug. 11 (Xinhua) -- Rescuers were busy searching a possible survivor in a damaged building Wednesday night after they were told cries for help were heard from the building in a mudslide-hit town in northwest China.Zhang Guiquan, an army officer, told Xinhua some residents of Zhouqu County of Gansu Province heard cries from the partially-collapsed building near the Bailong River that overflowed after being blocked by mudslides.About 40 soldiers braving heavy rains and potential mudslides were detecting signs of life near the building after receiving the report from the residents, Zhang said.Hopes of finding any survivors faded as the thunderstorms battered the county seat of Zhouqu Wednesday night, nearly four days after the mudslides hit the town, leaving 1,117 people dead and 627 missing.

BEIJING, Aug. 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu Saturday cautioned against more rain-triggered disasters such as flood and mudslide during the rain season, and demanded for strengthened preventive measures.Currently most parts of the nation is experiencing the flood season when geological disasters becomes rampant, especially in the mountainous areas in the western region, Hui told a national meeting on geological disaster prevention on Saturday.He said authorities should keep a clear mind on the grim situations and step up efforts to prevent and fight the disaster with scientific methods.Massive mudslides hit northwestern China's Zhouqu County in Gansu Province on Aug. 8, with death toll rising to 1,239 as of 4 p.m. Saturday, and 505 are still missing.On early Saturday, at least 38 people were missing after rain-triggered floods and landslides ravaged Wenchuan County in southwest China's Sichuan Province, the epicenter of an 8.0 magnitude earthquake which left about 87,000 people dead or missing more than two years ago.Hui has called for all-out rescue efforts in Wenchuan County's mudslide. He asked local authorities to promptly evacuate residents, and speedily restore transport and telecommunication facilities in the area.The Vice Premier asked the local water, meteorological, and land authorities to closely monitor the situation and issue prompt forecasts and warnings on the floods and rain.Monitoring geological risks should be immediately launched in the towns, villages, and areas along roads and railway tracks, Hui said.Dangerous zones should be marked and people should be prevented from entering such risky areas.Hui said more work was needed to be done to ensure residents have food to eat and water to drink. Shelters and medical access should also be priorities for those affected.Further, the Vice Premier asked local officials to intensify hygiene work in order to prevent epidemics.

WUHAN, Aug. 24 (Xinhua) -- This year's second largest flood has crested and safely passed the Three Gorges Dam on the Yangtze, China's longest river, on Tuesday, forcing engineers to close the locks at the dam.The ship locks have been closed since 8 p.m. Monday and more than 100 ships have been detained at the site, but all are in good order. The maritime authority is now making efforts to avoid congestion.The ship locks are supposed to open after water flowing into the reservoir falls to 45,000 cubic meters per second.Water flowing into the reservoir of the dam reached 56,000 cubic meters per second at 2 p.m., the highest since the flood earlier peaked at 70,000 cubic meters per second on July 20, the Yangtze River Flood Control and Drought Relief Headquarters said in a statement.The water flow fell to 53,000 cubic meters per second at 8 p.m.It said the dam took the edge off the fierce flow by holding back about 31,000 cubic meters of flood water per second and discharging the rest.The water level in the dam was 154.3 meters at 8 p.m., an increase of more than 4 meters in 24 hours and well above the 145-meter flood alarm level, the statement said.

BEIJING, Aug. 25 (Xinhua) -- More relief supplies, worth 20 million yuan (2.94 million U.S. dollars), have been sent from China to flood-hit Pakistan, China's Ministry of Commerce (MOC) said in a statement Wednesday.The shipments mainly contained urgently-needed daily necessities, including grain, cooking oil, flour, sugar, salt and medicine, the ministry said in a brief notice on its website.The supplies are to be transported through a land route to the Sust dry port near the Pakistan-China border from Kashgar in northwest China's Xinjiang Uygur Autonomous Region, the statement said.However, the ministry did not say when the supplies would arrive, as workers were still rushing to repair the road linking Kashgar and Khunjerab Pass.China is one of the first countries to respond to the relief needs of Pakistan when it was hit by the worst floods in 81 years. China's first delivery of aid, worth 10 million yuan, was delivered on Aug. 4. BEIJING, June 21 (Xinhua) -- China's announcement that it would allow more flexibility in its yuan exchange rate meant an end to the crisis-mode policy the government took to cushion the blow from the global financial crisis, experts interviewed by Xinhua said Monday.The People's Bank of China, also known as the central bank, said Saturday that it decided to proceed even further with the reform of the Renminbi exchange rate to add flexibility to the RMB exchange rate.The decision was made in view of the recent economic situation and financial market developments at home and abroad, as well as due to the balance of payments situation in China, the central bank said. However, it ruled out a one-off revaluation of the yuan as there was no basis for large changes in its value.Experts noted it was the correct time for the exchange rate policy to return to its normal state, given the consolidated economic recovery, large decline in trade surplus and more balanced international payments.Zhao Xijun, deputy dean of the School of Finance with the Renmin University of China, said the normalization of China's exchange rate policy would intensify China's economic connection to the global economy and help promote the country's economic restructuring and adjustments of its development mode.China moved to a managed floating exchange rate regime in July 2005 which was based on market supply and demand and referencing a basket of currencies. The reform of the RMB exchange rate has made continuous progress since then, producing the anticipated results and playing a positive role.The financial crisis which broke out in the United States in 2008 shook the global financial markets and dented investment confidence. To counter fallout from the economic turmoil, nations rolled out their crisis-mode measures.Zhou Xiaochuan, governor of the central bank, said in March that the exchange rate policy China took amid the crisis was part of the government's stimulus packages, and would exit "sooner or later" along with other crisis-measures.China's economy expanded at 11.9 percent year on year in the first quarter of this year and exports surged 48.5 percent in May, government data showed.Zhao said China narrowed fluctuation of the RMB exchange rate to stabilize market sentiment and stimulate economic growth amid crisis, which was in the interests of China and contributed to the country's economic recovery.During the worst of the global crisis, exchange rates of a number of sovereign currencies to the U.S. dollar depreciated by large margins while the yuan kept stable. Against these depreciating currencies, the value of the yuan has been rising."Undoubtedly, it improved the trade environment for these countries and helped them through hard times," Zhao said, noting the policy contributed significantly to the Asian and global recovery."Narrowing the fluctuation of the yuan's value was the best exchange rate policy China could take during the crisis period, which gave export businesses a stable expectation of the yuan's value and reduced costs caused by a volatile currency," said Xiang Songzuo, Deputy Director of the Center for International Monetary Research at Renmin University of China.The central bank's move also intended to increase competitiveness of export businesses and accelerate economic restructuring.Zhao said when the RMB exchange rate regime becomes more market-oriented, China's export businesses should take more responsibilities and become more self-reliant.The central bank said Sunday that the management and adjustment of the yuan exchange rate would occur gradually, which was necessary to give export businesses time to adjust their business structures and create more jobs in the service sector.Cao Honghui, senior researcher with the Institute of Finance and Banking under the Chinese Academy of Social Sciences, said the further proceeding meant China would rely more on domestic demands for economic growth, which would push forward adjustments of the global economic structure.The central parity of the Renminbi against the U.S. dollar remained at 6.8275 Monday, unchanged from the previous trading day, according to the China foreign Exchange Trading System.
