SAN DIEGO (KGTV) -- A man was arrested Sunday morning after police say he crashed into a police car during a chase in La Mesa.The crash happened around 1 a.m. on Spring Street and University Avenue. Police say they were called to an area bar when a man involved in a fight got into his car and drove away.The chase was brief and ended when the suspect struck the police car. The driver was taken into custody for weapons charges and driving under the influence, police say.No one was injured in the crash. 513

SAN DIEGO (KGTV) -- A San Diego man convicted of murder will be a free man, decades before his scheduled release.Donnell Fulcher’s conviction for a Barrio Logan murder in 2006 was overturned due to changes in DNA standards, said Deputy District Attorney Hector Jimenez.On Tuesday, Fulcher pleaded guilty to voluntary manslaughter and assault with a firearm rather than go through a third trial. The judge sentenced Fulcher to 14 years, but he received credit for time he already served.Because of that, Fulcher will be released from custody tonight or tomorrow. This result comes after the San Diego County District Attorney’s Conviction Review Unit took a second look at cases involving DNA mixtures, meaning more than one DNA source is found in a sample. Fulcher’s case relied heavily on this type of evidence.The top forensic science group that analyzes DNA released guidelines that are now more conservative, which affected Fulcher’s case. Earlier this year, the District Attorney’s office agreed to give Fulcher a new trial.“We still believe that we have the right guy, but we lost confidence in the conviction so we wanted to give the defendant a chance to have a new trial if he wanted. He chose to plead guilty instead, so at the end of the day, I believe justice was done,” Jimenez said. Fulcher has always maintained his innocence.“I don’t think you can put any limit on the happiness that going free can have for someone who’s serving a life sentence. He is very, very happy. His family is very happy. This is really a joyous moment for all of them,” said Fulcher’s defense attorney Knut Johnson.This would have been Fulcher’s third trial. His first trial ended in a mistrial. 1695

SAN DIEGO (KGTV) - A heart transplant saved his life but took away a San Diego doctor's ability to treat his patients. That is until technology gave him that back too. "I can't be around sick people because the immunosuppressant medications I have to take for the rest of my life will cause me to get sick much more easily," said Dr. Murray Alsip.For five long months, Dr. Alsip sat in the ICU, waiting for a heart. He'd been living with a serious heart condition for 17 years. After several false alarms, his call finally came. The doctor would soon receive 20-year-old Mathieu Bergeron's heart; the young man died tragically in a skateboarding accident. Alsip was able to meet his donor's mother eight months after the transplant. "She's such a wonderful person, a giving and caring person. That meeting was wonderful, she had so much to say about him and the things he liked to do and about the person he was and about his energy," said Dr. Alsip. With his new heart beating strong, Alsip could once again do many of the things he loved, liked hiking. And while he could no longer practice in an office, Alsip knew he had to continue practicing medicine somehow. So he looked into a more modern form of medicine and discovered the telemedicine provider MDLive. Working from home, Dr. Alsip can help patients with over 50 routine medical conditions, like sore throat, common cold, and fever."I'm just happy to be out there seeing people again, being a physician in the way that I trained."He's able to help people every day, fulfilling the very reason why he got into medicine. SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. The board initially voted down the proposal, but Faulconer then called for a weighted vote based on population - getting the necessary votes to pass.Coronado, Lemon Grove, Imperial Beach, Poway, Escondido, Santee, Solana Beach, Vista, El Cajon. The county representatives split their vote. The plan now goes to the state's Housing and Community Development Department for review. 1999

  

SAN DIEGO (KGTV) -- A man was killed after crashing into a parked truck on Interstate 5 in East Village near Petco Park Monday afternoon. The crash happened shortly after 1 p.m. on southbound Interstate 5 at Imperial Avenue, according to California Highway Patrol. CHP says the 21-year-old victim from Calexico was reportedly traveling at a high rate of speed when he crashed his 2015 Nissan sedan into a parked cargo truck. CHP says the victim, who hasn't yet been identified, died at the scene.
