SAN DIEGO (KGTV) — Officials said Sunday due to changes in the availability of testing supplies, the county is focusing on priority groups for COVID-19 testing.Going forward, the county is focusing coronavirus testing efforts on priority groups, including those with symptoms. Other high-risk groups that the county is focused on testing include:Healthcare workers, first responders, other social service employees, and people in essential jobsOlder adultsPeople with chronic medical conditionsPeople living in a residential or group setting, such as a long-term care facility or shelterPeople exposed to infected individuals in places where COVID-19 risk is highThose with an existing test appointment will still be able to receive a test.Sunday, the county reported 558 new coronavirus cases, bringing the region's total to 19,929 cases. SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. RELATED: Oak Park suspect fatally shot during struggle with officer, San Diego Police sayDuring the struggle, Downing said he felt the suspect grab his service pistol and yank it off his belt still in its holster. That’s when Johnson opened fire on the 31-year-old suspect. Diller died at the scene. Johnson has been with the department for two years and Downing for five. SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265
