KIEV, Sept. 23 (Xinhua) -- Ukraine's coal industry ministry and China's state development bank reached an agreement on cooperation in the coal industry Thursday."We have signed a document which provides an algorithm for further implementation of investment projects," Yuriy Yaschenko, the Ukrainian coal industry minister, told reporters after a meeting with Gao Jian, deputy head of the State Development Bank of China.The memorandum applies to three investment projects to be launched in the Lugansk and Donetsk regions in eastern Ukraine, Yaschenko said."Chinese experts have already arrived in Ukraine, they are now visiting the shafts. They will inspect the technical condition and consider how to implement these projects," Yaschenko said.Gao said China's State Development Bank is willing to expand cooperation with Ukraine not only in the coal industry but also in agriculture, infrastructure construction and other fields.Ukraine's coal industry and China's State Development Bank signed a framework agreement on financial cooperation on Sept. 2 during Ukrainian President Viktor Yanukovych's visit to China.Under the agreement, Ukraine's coal ministry presented to the Chinese side a package of seven investment projects with an estimated cost of more than one billion U.S. dollars.

GUANGZHOU, Sept. 22 (Xinhua) -- Floods and landslides due to heavy downpours brought by typhoon Fanapi have claimed 33 lives in south China's Guangdong Province, while another 42 remain missing, local authorities said Wednesday.Meanwhile, more than 1 million people were affected and 78,400 people in low-lying areas were forced to be evacuated, the provincial flood control headquarters said in a statement.In addition, rainstorms and and geological disasters have destroyed more than 1,400 homes and inundated more than 30,000 hectares of cropland, the statement said.Direct economic losses were estimated at about 2 billion yuan (300 million yuan), it said.Some areas in Guangdong reported precipitation of over 640 mm in 24 hours, it said.Typhoon Fanapi, the 11th and strongest typhoon to hit China this year, landed in Fujian Province at 7 a.m. Monday, but wreaked most havoc in Guangdong, which neighbors Fujian on the south.No casualties have been reported in Fujian.

BEIJING, Oct. 28 (Xinhua) -- The Chinese government on Thursday issued the full text of Premier Wen Jiabao's explanation on a proposal that will play a crucial role in shaping the country's development over the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.Wen's explanation focused on five parts, including China's social and economic development over the past five years, the guiding principle and goals for development in next five years, major tasks in economic development, major tasks in improving social undertakings and people's livelihoods, and major tasks in deepening reform and opening-up.Wen made the explanation on Oct. 15 when the CPC Central Committee session began.The proposal stipulated scientific development as the theme of the 12th Five-year Program, said Wen, noting this is also the first time for a five-year program to include scientific development as its theme.The Scientific Outlook on Development shall be implemented in all sectors of reform and opening-up and the modernization drive, he said.According to Wen, the State Council will make the draft of the 12th Five-year Program based on the proposal. The draft will be submitted to the National People's Congress session next March for deliberation and approval.

BEIJING, Sept. 7 (Xinhuanet) -- China will "vigorously" expand its imports of key products as the nation strives to cut its trade surplus amid growing protectionism against the world's largest exporter, a senior Chinese trade official said on Monday."We will especially encourage imports of products the nation is short of, especially advanced technology and key equipment," said Chong Quan, China's deputy international trade representative.Special attention will be paid to expanding imports from countries that China has a trade surplus with, he said at the China Import Forum organized by the Ministry of Commerce.Due to their domestic economic woes and political pressure, some developed countries, in particular the US, have accused China of piling up trade surpluses through policies such as an undervalued currency. This argument conveniently ignores other factors at play, such as their own export restrictions.Nonetheless, in the first six months of this year, US exports to China increased 35.7 percent year-on-year, 13 percentage points higher than its overall export growth, according to US figures.Despite the surge of its trade surplus in July, which stood at .7 billion, China will see the surplus drop dramatically for the year to about 0 billion, compared to 0 billion in 2009 and 0 billion in 2008, trade officials said. BEIJING, Oct. 21 (Xinhua) -- Chinese Foreign Ministry on Thursday confirmed it had started preparations for President Hu Jintao's visit to the United States early next year, which the ministry said would be profound and far-reaching for bilateral ties."China and the United States have maintained close communications about the visit, which will be very important and will bring far-reaching influence for bilateral relations in new era," spokesman Ma Zhaoxu told a regular press briefing.Although Hu's U.S. visit had long been under discussion, it was the first time that China's foreign ministry confirmed the visit and elaborated on its significance.Ma said both China and the United States would like to see a successful visit that will boost the positive, cooperative and comprehensive China-U.S. relationship in the 21st century.At their meeting on the sidelines of the G20 summit in Toronto in June, U.S. President Barack Obama formally invited Hu to pay a state visit to the United States early next year.
