SAN DIEGO (CNS) - San Diego Humane Society officials reached out to the public Monday for help in finding whoever abandoned a gravely malnourished dog in Pacific Beach last week.The dog, a 3-year-old shepherd mix, was abandoned near Campland on the Bay, off Pacific Beach Drive, on or around last Monday, according to the San Diego County Humane Society. A good Samaritan found the "severely emaciated" dog Tuesday afternoon by the Kendall-Frost Mission Bay Marsh Reserve, near Pacific Beach Drive and Olney Street.The good Samaritan immediately sought veterinary care for the dog, but it was euthanized because of failing organs, according to the humane society. Veterinarians determined the dog was in such a deteriorated state that he could not have made it by himself to the location he was found -- meaning he was abandoned there."This is absolutely heartbreaking and completely unnecessary," said Humane Law Enforcement Chief Bill Ganley. "The necropsy revealed socks, a washcloth and a stuffed animal inside this dog's stomach. San Diego Humane Society is here to help, and to learn this poor dog was left to die in this state just a few miles from our doorstep is unfathomable."Anyone who needs help caring for their animal can contact the San Diego Humane Society. SAN DIEGO (CNS) - San Diego State University officially broke ground Monday on its Mission Valley campus, four days after closing escrow on the 132-acre property which currently houses the San Diego Community Credit Union Stadium."Today marks a milestone moment for San Diego State University and the city of San Diego," said SDSU President Adela de la Torre. "With today's groundbreaking we begin the work to expand SDSU's educational, research, and entrepreneurial missions. SDSU Mission Valley also addresses the realities of the past few months and the need for new streams of revenue to support higher education opportunities for all."As a result of the COVID-19 pandemic, the groundbreaking event was not open to the general public. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted today to send a set of regulations on dockless electric scooters and bicycles to the full council.Should the full council vote in favor of the regulations, scooter riders would be banned from parking scooters and bicycles in hospital and school zones, beach area boardwalks, the perimeter of Petco Park and the north and south legs of the Embarcadero. Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year. Scooter companies could only renew permits in January or June, bike each year. SAN DIEGO (CNS) - The San Diego City Attorney's Office Thursday urged families with guns in the home to practice proper firearm safety while self- quarantining to keep the weapons out of the hands of children.With stay-at-home orders issued at the state and local levels, and schools closed down due to the COVID-19 pandemic, City Attorney Mara Elliott's office said gun safety is paramount."When you have guns and children in the home and do not practice safe storage, you are increasing the risk that someone will be accidentally shot," Elliott said. "Children are very resourceful when it comes to locating things their parents thought they'd never find. When they find a gun, it often leads to tragedy."The city's Safe Storage of Firearms Ordinance, which was authored by Elliott and went into effect last year, requires San Diego gun owners to store firearms in a locked container or to secure guns with a trigger lock unless they are in the immediate control of an authorized user.The City Attorney's Office said trigger locks and gun safes are readily available for purchase online and that all guns sold in California after Jan. 1, 2002, were required to come with a free trigger lock.Elliott's office said 4.5 million children nationwide live in homes with one more loaded and unlocked firearms.Firearm retailers nationwide have seen an uptick in firearm sales amid the coronavirus pandemic, and it remains unclear whether gun stores might be ordered to close locally.In one of the county's coronavirus-related briefings, Supervisor Nathan Fletcher said firearm stores were not considered essential businesses that should remain open per the state's stay-at-home order.Earlier this week, San Diego County Sheriff Bill Gore said his office was awaiting further guidance from the governor's office, and would not force gun stores to close in the meantime, citing a concern that doing so would push consumers to purchase guns on the black market.On Wednesday, Gov. SAN DIEGO (CNS) - The San Diego Airport Authority announced Monday that the Pacific Highway Economy parking lot will permanently close to the public the day after Christmas.The lot will be converted into employee parking, according to airport officials. The need for a new employee lot was brought on by construction of a new stormwater infiltration system at the south side of the runway, where employees currently park. The new system is part of the airport's Stormwater Management Plan to control and reduce pollution caused by the airport's day-to-day operations.Airport travelers will still be able to use the parking lots at both terminals, the Terminal 2 parking plaza and the airport's long-term parking lot. With the loss of the economy lot, the airport will have a parking capacity of 8,300 vehicles between the four lots.Travelers can find more information about parking at the San Diego International Airport at san.org/parking.
