As a drunk Jennifer Hart drove her six adopted children in their family SUV, her wife, Sarah, sat in the passenger seat looking up different ways to end a life.The SUV carrying the Hart family would drive off a 100-foot Pacific coast cliff on that day in March last year — a tragedy police say took all eight lives and sparked questions about abuse and homicide.As the car was in motion, Sarah was busy with the searches:"How easily can I overdose on over the counter medications?""Can 500mg of Benadryl kill a 125lb woman?""How long does it take to die from hypothermia while drowning in a car?"One of her last searches was for a no-kill dog shelter.They intended to kill their 6 children, jury findsThe horrifying details emerged Thursday after a coroner's jury unanimously ruled that Jennifer and Sarah Hart intended to die along with their six adopted children: Markis, 19, Jeremiah and Abigail, both 14, Devonte, 15, Hannah, 16, and Ciera, 12.At first, it seemed unfathomable the parents would drive their children from their home in Woodland, Washington, to their deaths in Mendocino County, California. Their social media pages included photos of beaming children holding "love is always beautiful" signs.In some photos, they had on matching T-shirts and wide grins.As the national spotlight on the story grew, more details emerged that the children desperately sought help from neighbors. Allegations surfaced that their parents abused and starved the six adopted children.Driver got intoxicated to build her courage The coroner's inquest gave more insight into what led Jennifer and Sarah to end the lives of all eight Harts.When authorities entered the Hart home, it seemed neat, orderly and newly remodeled, said investigator Jake Slates from the California Highway Patrol. But while Jennifer and Sarah's were decorated, Slates said, the children's rooms were bare.Investigators noted that their luggage was left behind, and the family did not take their toothbrushes before leaving for two days."In my opinion, Sarah and Jennifer succumbed to a lot of pressure," said Lt. Shannon Barney of the Mendocino County Sheriff's Office. "They got to the point where they made a conscious decision to end their lives and take their children with them."As Jennifer drove down the US 101 highway, she had five beers in her system, enough to make it difficult for her to function, according to Slates. Witnesses told police that Jennifer rarely drank.The theory is that she drank to build up her courage, Slates said."My feeling is based on talking to witnesses that they felt if they couldn't have those kids, no one was going to have those kids," Slates said.Kids sought help in the middle of the night Days before the family died in the crash, Child Protective Services in Washington requested a welfare check on the family. But no one answered the door on March 26; the family was already gone.Calls to the police began just two years after the Harts became parents, while they were living in Minnesota. They were first called in 2008 when one child told an adult that Jennifer struck the child in the arm, but the state closed the case claiming the child fell.After another call in 2011, Sarah Hart pleaded guilty to domestic assault after admitting to police she bruised her child by spanking her over the edge of a bathtub.After the family moved to Woodland, Washington, the children started going to their neighbor, Bruce DeKalb, for help and food in the middle of the night.According to a case report, the children also complained of racist behavior.Witnesses told California Highway Patrol that the children were "extremely disciplined, almost to the point of being robotic," walking single-file to the bedroom and being told when to go to the bathroom, Slates said.On March 23, DeKalb called CPS to check on the family. The next day, they packed up their SUV and began their drive from Washington to California.Questions remain on abuse oversight At first, only Jennifer, Sarah and three children were identified.Jennifer was intoxicated, and Sarah and two of the children tested positive for diphenhydramine, an active ingredient in Benadryl.Ciera's body was found on a beach north of the cliff two weeks later. Parts of a foot in a shoe were found on a beach that May, but investigators could not identify the remains as a Hart child until January this year, when a DNA sample proved it was Hannah.Devonte is still missing and, while they believe he perished with his brothers and sisters, authorities are hoping the public can provide information to prove them wrong.Jennifer and Sarah cannot be questioned or stand trial for what happened on that California cliff. The inquest is closed, and their death certificates now list suicide while the children's list homicide.What can change now, Mendocino County Sheriff-Coroner Thomas Allman told reporters, is the federal oversight of abuse. Five states were involved with the adoptions and abuse allegations of the children."Where are the systematic failures that possibly could have prevented this?" Allman said. "We do not have a national database for child abuse allegations."This, Allman said, should be an "enlightening moment" for lawmakers. 5230
Canada is warming up faster than the rest of the world, according to a report commissioned by the Canadian Environment and Climate Change Department.The report -- titled "Canada's Changing Climate Report" -- says, on average, Canada's climate has been and will continue to warm at double the rate of global warming. The report also says since 1948, when records became available, Canada's average land temperature increased by 1.7 degrees Celsius (approximately 3 degrees Fahrenheit).Some of the key takeaways from the report included:The observed warming of Canadian temperatures are due to "human influence."There has been more rain than snowfall in Canada since 1948, a trend that looks to continue over the 21st century.Temperature extremes have changed in Canada, meaning extreme warm temperatures are getting hotter and extreme cold is becoming less cold.Extreme hot temperatures will become more frequent and intense.Over the last 30 years, the amount of snow-covered land has decreased in Canada.Flooding is expected to increase in Canada because of sea-level rise.Freshwater shortages in the summer are expected because warmer summers will increase the evaporation of surface water.Michael Mann, a distinguished professor of atmospheric science at Penn State University, told CNN that the report confirms what's already known, "North America, and especially Canada, is seeing even more rapid warming than the planet on the whole, and the impacts are now readily apparent.""In the case of Canada, climate change threatens its very identity, melting its glaciers and ice, shortening its iconic winters by turning snowfall into rain, and flooding its beautiful coastlines," Mann said. "This latest report drives home the fact that climate change is a dire threat now, and if we don't act to dramatically reduce carbon emissions, that threat will only worsen with time."Katharine Hayhoe, director of the Climate Science Center at Texas Tech University, said climate change matters because "it affects us here and now.""Warmer conditions bring summer heat waves, record-breaking floods and wildfires, sea level rise, permafrost thaw, invasive species, and a host of other impacts we're not prepared for," Hayhoe said. "Understanding how climate is changing in the places where we live and what this means for our future is key to ensuring our future is better, not worse than, today."Similar to Canada, US researchers also warned of the affects of climate change.In November, the US Global Change Research Program released a report saying the economy could lose hundreds of billions of dollars -- or, in the worst-case scenario, more than 10% of its gross domestic product (GDP) -- by the end of the century."The global average temperature is much higher and is rising more rapidly than anything modern civilization has experienced, and this warming trend can only be explained by human activities," said David Easterling, director of the Technical Support Unit at the NOAA National Centers for Environmental Information.Without significant reductions in greenhouse emissions, the annual average global temperature could increase 9 degrees Fahrenheit (5 Celsius) or more by the end of this century, compared with preindustrial temperatures, the report says.One of the impacts of climate change in the US, the report says, is that the Midwestern part of the US is predicted to have the largest increase in extreme temperature and will see an additional 2,000 premature deaths per year by 2090.The report also says more people will be exposed to more foodborne and waterborne diseases, particularly children, the elderly, the poor and communities of color. 3670

Don Russell wasn’t thinking about preventing a wildfire when he developed a tool to detect power line problems before blackouts and bigger disasters.The electrical engineering professor at Texas A&M University figured he might save a life if his creation could prevent someone from being electrocuted by a downed live wire.But fire prevention may be his product’s biggest selling point in California and other places that have experienced devastating wildland blazes blamed on electrical equipment.“If we can find things when they start to fail, if we can find things that are in the process of degrading before a catastrophic event occurs, such as a downed line that might electrocute someone or a fire starting or even an outage for their customers, that’s kind of the Holy Grail,” Russell said.The technology he bills as a one-of-a kind diagnostic tool called Distribution Fault Anticipation is now in use in Texas and being tested in California by Pacific Gas & Electric Co. and Southern California Edison. The utilities have been blamed for some of the most destructive and deadliest fires in California.Texas A&M said the technology will also be tested in New Zealand and Australia, which is currently reeling from destructive wildfires.The tool detects variations in electrical currents caused by deteriorating conditions or equipment and notifies utility operators so they can send a crew to fix the problems, Russell said.It can anticipate many problems in their early stages — sometimes years before they cause an outage or present a greater hazard during high winds when utilities are now pre-emptively shutting off power to prevent sparking wildfires.Before the technology was developed, electric companies often didn’t know they had a problem until there was a failure or a customer called to report sparks on power lines or a loss of electricity.“The assumption the utility has to make today is it’s healthy until we get a call that says somebody’s lights (are) out,” Russell said. “By then the fire’s started or the outage has happened or the person’s electrocuted.”Pedernales Electric Cooperative Inc. that serves about 330,000 customers outside San Antonio and Austin, Texas, began implementing the system after successful tests that began in 2015. The utility serves areas so rural that before the technology was installed, electricity powering a pump on a well could have been off for days before being detected by a farmer.The devices installed at substations are now trouble-shooting all kinds of problems, said Robert Peterson, principal engineer for the utility.“We’ve found tree branches on the line. Failing arrestors. Failing capacitors. Failing connections,” Peterson said. “It’s pretty amazing.”In California, the testing process has just begun and there are no results yet, according to PG&E and SoCal Edison.In Southern California, the software is running on just 60 of Edison’s 1,100 circuits in the utility’s high-risk fire zone, which accounts for about a quarter of its total circuits.It’s just one of several tools the utility is testing to continue to modernize its system.“There is no silver bullet,” said Bill Chiu, managing director of grid modernization and resiliency at SoCal Edison. “This is really more of a preventive measure. ... The important point is this will be one of the suite of technology that will help us better assess the condition of the grid.”Chiu said the technology was not at the point where it could be used to determine where to shut off power when dangerous winds are forecast during dry conditions. He also said it won’t pinpoint problems but can help dispatch crews closer to the source of equipment that needs to be fixed, saving time that would be wasted patrolling miles of power lines.One question is whether the technology is economically feasible to deploy across tens of thousands of miles of power lines, Chiu said.At an expense estimated between ,000 to ,000 per circuit, it could cost the utility million in its high-risk fire area and that doesn’t include installation, operation and maintenance costs.That’s a fraction of what a moderate wildfire sparked by a utility could cost, Russell said.PG&E, which is testing the technology on nine circuits, was driven into bankruptcy protection this year while facing at least billion in losses from a series of deadly and destructive wildfires in 2017 and 2018.SoCal Edison recently agreed to pay 0 million to local governments to settle lawsuits over deadly wildfires sparked by its equipment during the last two years. That figure doesn’t include lawsuits by thousands who lost their homes in those fires or family members of 21 people killed when a mudslide tore down a fire-scarred mountain. Two other people were never found.Bluebonnet Electric Cooperative found the cost was feasible and has installed it on about a sixth of its circuits for the utility that has about 100,000 customers in Central Texas, said Eric Kocian, chief engineer and system operations officer.While the system has helped proactively diagnose problems and detect the cause of outages, the university team that developed it can often find problems the utility’s control room operators don’t detect.Pedernales Coop is working with an analytics company to streamline the analysis of the myriad information the software evaluates to find and fix problems in a day, Peterson said.Russell said he never had a hint the device his research team created 15 years ago would have fire prevention applications until a series of bad wildfires in Texas in 2011. They were focused on keeping power systems safe and the lights on.“It’s obvious now in today’s context of the drought that we’ve had in California and other places,” Russell said. “Serendipitously, that’s where we find ourselves today.” 5838
