(KGTV) — As of Jan. 1, 2020, Californians won't have to pay sales tax on diapers or menstrual products for two years.The temporary ban is thanks to Senate Bull 92, which was signed into law by Gov. Gavin Newsom last June as part of his state budget.The bill, authored by Assemblywomen Loran Gonzalez of San Diego and Cristina Garcia of Bell Gardens, bans sales and use tax on diapers for infants, toddlers, and children, and also on menstrual hygiene products like tampons, menstrual cups and sponges, and sanitary napkins.RELATED: New California laws to know starting on Jan. 1, 2020SB92 will expire on Jan. 1, 2022.“I’m so proud of the work we have done here in California to really tackle diaper need,” Assemblywoman Gonzalez said in June. “By passing a budget that expands our statewide diaper bank program and by repealing the sales tax on diapers, which we hope to eventually make permanent, we are setting an example for the rest of the nation of how to make a real impact in the lives of working parents.”Anyone who believes they've been wrongfully taxed since Jan. 1 can request a refund by bringing their receipt to the retailer and a copy of the notice from the California Department of Tax and Fee Administration — found here. (KGTV) -- A former Marine has been sentenced to 17 years in state prison for driving drunk the wrong way on state Route 163 in Mission Valley, then crashing head-on into another car killing two UCSD medical students.Jason Riley King, 24, was convicted of gross vehicular manslaughter while intoxicated.According to testimony throughout the trial, several people told King that he was too drunk to drive, but he got behind the wheel anyway, driving the wrong way on state Route 163 and crashing into the Prius.The 2015 crash killed 23-year-old Madison Cornwell and 24-year-old Anne Li Baldock.  Three classmates also riding in the Prius were seriously injured.The crash inspired a new law in the state of California that will require all bartenders and servers to take a class on how to spot someone who’s had too much to drink.Following the crash, classmates of the victims worked with Assemblywoman Lorena Gonzalez Fletcher (D-San Diego) on assembly bill 1221, also know as the Responsible Beverage Service Training Program Act of 2017.The law was approved by Governor Jerry Brown on October 15, 2017 and goes into effect July 1, 2021. 1164

(CNN) -- Retired NFL fullback Le'Ron McClain took to Twitter Saturday to plead for help dealing with head and brain troubles he said have resulted from playing football.In a series of emotional and expletive-filled tweets, McClain said his brain is tired and he needs to get his "head checked.""Need to tell my story of how my head is crazy and how football did it," McClain wrote. "Please someone help me get this out the @NFL puts paperwork in out (sic) faces and thats it."Reports show an increasing number of retired NFL players who have suffered repetitive hits to the head have developed memory and cognitive issues such as dementia, Alzheimer's, depression and chronic traumatic encephalopathy (CTE). CTE is a degenerative disease of the brain and is associated with repeated head traumas like concussions.The NFL acknowledged a connection between football and CTE for the first time in 2016 and has since rolled out initiatives intended to increase the game's safety and to prevent and treat head injuries.But McClain said he hasn't received the treatment he needs and called on the NFL for help."I have to get my head checked. Playing fullback since high school. Its takes too f*****g much to do anything. My brain is f*****g tired.... @NFL i need some help with this s**t. Dark times and its showing. F*****g help me please!!" McClain tweeted.McClain was a fourth-round pick in the 2007 draft from the University of Alabama. (KGTV) — Firefighters battled a vegetation fire north of Fallbrook Saturday afternoon.Cal Fire firefighters reported the brush fire near the intersection of Deluz Rd. and Santa Margarita Trail in the Deluz area, north of Fallbrook.Dubbed the Santa Fire, the blaze was at 6 acres and 0% contained just before 2 p.m. Fire crews said there was no immediate structure threat in the area. Just before 2:30 p.m., Cal Fire reported that forward rate had been stopped and crews would remain on scene "to mop-up and build containment line."It's not clear how the fire began. 573

(KGTV) - Disney fans will be able to get their fill of toys, games, accessories, clothing, and other merchandise this fall at 25 Target stores nationwide. The entertainment giant is opening what it describes as “shop-in-shop” locations starting in October, according to Target officials. Disney’s store experience in Target will include music, interactive displays, photo ops, and a Disney movie clip screening area. 450 items will be available, including 100 products that were previously only available at Disney retail locations, Target officials say.
