CINCINNATI -- A fire at the Cincinnati Zoo and Botanical Garden Monday evening summoned 40 firefighters and caused ,000 in damage but did not harm any humans or animals, according to District Fire Chief Randal Freel.The fire started in a restaurant food smoker around 5:25 p.m., Freel said. The zoo closes at 5 p.m. on Mondays, so there was no danger to customers.Crews spent 15 minutes containing the blaze. CHULA VISTA, Calif. (KGTV) -- No charges were filed Thursday against a Chula Vista police officer arrested last week after a reported domestic violence incident, though the case remains under investigation, according to a spokesperson for the District Attorney.Leopoldo Armando Chousal, 27, was arrested on March 14 on the 6400 block of Potomac Street in a reported off-duty domestic violence incident.He was booked on one count of making criminal threats to harm his girlfriend.RELATED: Chula Vista officer arrested for off-duty domestic violence incident"CVPD takes these allegations seriously and was disappointed to learn of this incident. We are cooperating with SDPD’s criminal investigation and we are conducting an internal investigation concurrently," CVPD Lt. CHULA VISTA, Calif. (KGTV) - Long before Chula Vista became San Diego County's second-largest city, it was rural farmland with citrus groves from San Diego Bay to Otay Mountain. "It was known as the lemon capital of the world," says Chula Vista history librarian Tanya Carr. Lemons, oranges, and lots of celery once dominated Chula Vista’s landscape. That began to change in 1911 when Chula Vista was officially incorporated as a California city. "Those lemon fields were replaced by Third Avenue, and that was our big main street in Chula Vista," adds Carr.See complete coverage of Life in Chula VistaFarming established Chula Vista's diverse culture but World War II began the city's rapid rise in population."I'm considered what's called the Navy brat," says Harry Orgovan. Harry Orgovan is the president of the South Bay Historical Society and the Chula Vista Heritage Museum. His family and many other military families like his moved to Chula Vista during the war, tripling the population from 5,000 residents to 16,000 by 1950. "In a sense, life was simpler back then and more innocent," adds Orgovan. World War II brought an industrial revolution to Chula Vista. The Rohr Aircraft Corporation opened with as many as 11,000 employees building power units for the B-24 Liberator. "You hear Rohr and just about every other person you talk to in Chula Vista either worked for Rohr, retired from Rohr, had family that worked for Rohr, and it provided thousands of jobs for the community," says Carr.TIMELINE: Chula Vista through the yearsWhen men left to fight in the war, women took over in the factories, changing the workforce as we know it. After the war, Chula Vista saw even more growth. It was a melting pot of Caucasians, Japanese, Filipinos, Mexicans, and more.Shelley Rudd, a Chula Vistan since age two, was also an elementary school teacher and witnessed the diverse culture first hand."I love the diversity of Chula Vista,” says Rudd. “I would have from five to seven primary languages in my classroom every year."As for notables, Chula Vista is home to Rita Hayworth, Mario Lopez, the 2009 Little League World Series Champs, and the Olympic Training Center. The city's best days may be yet to come with the much-anticipated development of the Chula Vista Bayfront."It's going to put us on the map as a thriving, culturally diverse, desirable tourist destination," says Carr with a big smile. 2416

  

CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. CINCINNATI – Rachel Smith was pregnant and terrified.She started leaking amniotic fluid in January after a garbage truck hit the car she was driving. Smith was in the hospital for two weeks while doctors tried to prevent her from going into labor. Her baby girl was coming seven weeks too early, and she didn’t have a safe place for the newborn to sleep once they got home.A nonprofit organization called Healthy Homes Block by Block came to Smith’s rescue, providing a new, portable crib for baby Dé’ja when she was strong enough to leave the hospital.“We wouldn’t have had a safe sleep space for her,” Smith said. "We wasn't prepared at that point, and she just happened to come."Now little Dé’ja is happy and thriving. But Healthy Homes Block by Block is worried other babies throughout Cincinnati’s East and Lower Price Hill neighborhoods won’t be as fortunate.That’s because the U.S. tariffs on goods from China have increased the cost of the portable cribs that Healthy Homes Block by Block gives away, and the nonprofit doesn’t have any more to distribute. 1071
