BEIJING, March 21 (Xinhuanet) -- Against backdrop of world's financial crisis, China will play a vital role in world's economic recovery, said Murilo Portugal, Deputy Managing Director of the International Monetary Fund (IMF) on Saturday in Beijing. I think China's role is very important. Its fast growth has already made important contribution to the world economy, and it will continue playing that vital role in world's economic recovery, Portugal said on the first day of the three-day China Economic Forum 2009.     China's financial policy has long been very self-regulated and prudent. Besides, China has large quantity of foreign exchange reserves and debts equaling to 20% of its GDP. Based on that, China can make great contribution to the world economic recovery, Portugal added. Murilo Portugal, Deputy Managing Director of the International Monetary Fund (IMF) delivers speech at the academic summit of China's Development and Reform in the Global Financial Crisis of China Development Forum 2009 in Beijing, capital of China, Mar. 21, 2009. Over fifty leaders of multinational corporations, senior officials of international organizations and well-known scholars are invited to attend the 3-day forum this year which focus on the topic of China's development and reform in the global financial crisis    He went on to say that the economic stimulus plan that China unveiled last November, stipulating that the investment from 2008 to 2010 will equal 13% of its GDP, is undeniably a huge contribution to the world growth.     Portugal said that he is confident that China will achieve high positive growth this year though the growth rate will lower than last year.     China has announced a 4 trillion-yuan (585 billion U.S. dollars) two-year economic stimulus package to boost growth and domestic demand, 1.18 trillion yuan of which will be funded by the central government.     The stimulus package plan has four major components, including large-scale government spending, industrial restructuring and rejuvenation, scientific research and social safety net.     Economic recovery depends on effective measures     The IMF predicted that world economic recession will further deepen in 2009 with world's per capita GDP probably dropping 2% or even lower, and World's total GDP also slumping and other related indexes further going down, Portugal said in his speech at the forum.     He said that the economic recovery, to a large extent, depends on whether the governments of different countries can take effective measures to reform their financial institutions and systems.     He added that if the financial and monetary conditions were improved, then the world would jump out of the current crisis at an earlier date. If the signs of recovery could appear in the second half of this year or in this summer, then the world could gradually walk out of this financial crisis.     In another report, the IMF said on Thursday that the world economy is expected to contract in 2009 for the first time in 60 years as advanced economies will shrink sharply.     Global activity will contract by 0.5 to 1 percent on an annual average basis, the first such fall in 60 years, the IMF said in an analysis provided to the Group of 20 (G20) industrialized and emerging market economies.     Advanced economies will suffer deep recessions in 2009, while the United States will contract 2.6 percent, the assessment said.     Capital injection into IMF at G20     Responding to the question of capital injection into the IMF at the upcoming G20 summit in London, Portugal said the IMF had enough resources to manage the problems the world economy is facing now.     From the start of economic crisis, our credit capability is 250 billion U.S. dollars, among which we have used 50 billion dollars, so we still have 200 billion dollars left, said Portugal, adding that we hope to prepare for the worst to come, if more countries need our financial support. So far, we have got some commitments on capital injection from some countries.     He said that Japan is the first country to make such commitment. The IMF has signed the agreement with Japan, which has pledged to add 100 billion U.S. dollars to IMF's funds. We can lend the money out, said Portugal.     Ahead of the G20 summit, the United States is calling for trebling of the IMF's resources to help countries facing financial and economic problems.     In preparation for the summit, finance ministers and central bankers from the G20 agreed last weekend to boost the IMF's funding capacity, but gave no figures.

NAIROBI, Feb. 8 (Xinhua) -- Chinese President Hu Jintao will pay state visits to the African countries of Mali, Senegal, Tanzania and Mauritius in mid-February, his second trip to the continent in search for closer cooperation since the 2006 Beijing Summit of the Forum on China-Africa Cooperation.     The top-level visit follows a four-nation African tour by Chinese Foreign Minister Yang Jiechi in intensified efforts to forge full partnership with Africa.     China and African countries have made great achievements in developing a new type of strategic partnership since the Beijing Summit, with more frequent high-level exchanges.     Three months after the summit, President Hu Jintao embarked an African tour of eight countries initiating the process of implementing the achievements of the summit to benefit the continent. Some senior Chinese officials also went to Africa on friendly missions in 2008.     On African side, more than 20 leaders visited China last year, attending the opening ceremonies of the Beijing Olympics and Paralympics or watching the Olympic Games.     African countries have always been supportive on issues concerning China's core interests since the establishment of diplomatic ties decades ago and offered aid and support to China's quake relief efforts last year, showing the deep friendship between the two sides.     China cherishes the support from the continent and pledges to further implement the achievements of Beijing Summit by helping African countries maintain political stability and boost economic development.     China devised an eight-measure policy to enhance economic and trade cooperation with Africa in 2006 Beijing Summit, including assistance, preferential finance, construction of a conference center for the African Union, debt cancellation, more African market share in China, professional training, and establishment of trade and economic cooperation zones in Africa.     The policy has been effectively carried out with remarkable achievements in the past two years.     By the end of 2008, the China-Africa Fund had invested nearly 400 million U.S. dollars in 20 projects, generating an investment in Africa by Chinese enterprises to about 2 billion dollars.     Bilateral trade hit 106.8 billion dollars in 2008, after exceeding 10 billion dollars in 2000.     The made-in-China brand finds its way into African families, while market share for a variety of African commodities in China has also snowballed.     China has also cancelled part of debts for the most indebted and least developed countries in Africa, at the same time, lifting tariffs on imports from those countries.     In addition, the construction of economic and trade zones or duty free trade zones in Africa is progressing smoothly, including the Zambia-China Economic and Trade Cooperation Zone, the Guangdong Economic and Trade Cooperation Zone in Nigeria and the Lekky Duty Free Trade Zone in Lagos, Nigeria, the Egypt-Suez Economic and Trade Zone and Ethiopian Orient Industrial Park.     Cultural exchanges have also been active and fruitful between the two sides.     African song and dance have gained their audience in China and China's Confucius Institute has also taken root in Africa since its first landing in the University of Nairobi, Kenya, in December 2005.     Cooperation and exchanges between China and Africa have enhanced friendship and understanding between the two peoples.     Malian President Amadou Toumany Toure, whose country is the first in sub-Saharan Africa to establish diplomatic ties with China, applauded the Chinese President's upcoming visit, hoping it will bring bilateral cooperation to a new height.     Mali will warmly welcome President Hu, Toure said, adding that he will invite Hu to attend the inauguration of a China-aid bridge project in the country's capital Bamako.     Senegal is also looking forward to Hu's visit. Abdoulaye Balde, spokesman for the presidential office, said his country was bracing itself for the first visit by a Chinese head of state since the two countries resumed diplomatic ties three years ago.     Senegalese President Abdoulaye Wade visited China twice in 2006 in a bid to boost bilateral ties, Balde said, expressing his belief that the top-level exchange would give impetus to the development of strategic partnership between the two countries.     Officials in Tanzania and Mauritius also welcome Hu's upcoming visits, hoping to further enhance cooperation with China, which they see as a rising power that will benefit Africa as well as other developing nations.

BERLIN, Feb. 25 (Xinhua) -- A Chinese business delegation, led by Commerce Minister Chen Deming, signed here on Wednesday a total of 37 procurement deals worth around 11 billion euros (14 billion U.S. dollars) with German companies.     According to Chen, the 37 deals are composed of two parts -- purchasing contracts, and cooperation agreements which need further negotiations.     The deals focus on engineering equipment, electronics and auto vehicles like Mercedes and BMW, Chen told a press conference.     A draft deal obtained by Xinhua showed that the Chinese side agreed to buy around 37,000 BMW cars and Mini worth 2.2 billion U.S. dollars, as well as 27,000 units of Mercedes cars.     Chen revealed that apart from the current 200-member delegation, China would send more entrepreneurs to Germany to discuss further investment in both countries.     Germany is one of China's important trading partners within the European Union (EU). In 2008, the Sino-German trade hit 115 billion U.S. dollars. Despite the world economic crisis, China and Germany have vowed to maintain the trade volume unchanged this year.     Prior to the deal-signing ceremony, more than 450 Chinese and German business representatives attended a forum on exploring cooperation opportunities.     Chen and German Economic Minister Karl-Theodor zu Guttenberg condemned trade protectionism that has cropped out amid the global economic crisis.     Chen said the procurement deals reflect China's sincere objection to trade protectionism, adding that opening the market is the proper approach to address the global economic recession.     Guttenberg lauded China's procurement, and joined Chen to slap trade protectionism.     The 37-year-old minister said Germany and China are top two exporters in the world, noting that trade protectionism is a "wrong answer" to the current global financial crisis.     Germany and China should join hands to facilitate the Doha round talks, he added.     Later on Wednesday, the Chinese delegation, composed of over 200 business representatives, flew to Zurich of Switzerland to continue their procurement tour.

  

BEIJING, April 1 (Xinhua) -- China's top political advisor Wednesday called for a more transparent and modern information system for donors to promote the integrity of charity organizations.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, was speaking to delegates at the 20th anniversary conference of the China Foundation for Poverty Alleviation (CFPA).     Jia said the foundation should work harder to create a public service platform for donors to easily contribute while being able to track where and how their donations were used.     Charity organizations should make better use of modern telecommunications and the Internet to promote transparency, so that people could be proud of their contributions, he said.     Jia said charity organizations should further improve their administration and promote public credibility, by fully implementing tax break policies for donors.     The CFPA has poured almost 2.4 billion yuan into poverty relief over the past 20 years, benefiting 7.18 million people.

  

BEIJING, March 14 (Xinhua) -- China will foster a number of globally competitive logistics companies by 2011, said a stimulus plan of the country's logistics industry released on the government website on Friday.     All departments and local governments are urged to make efforts to achieve the goal, according to the plan, issued by the State Council, or the cabinet.     It said local authorities should help logistics companies solve problems in their development, realize a 10-percent annual growth in their output and lower the proportion of logistics expenses in the country's GDP.     The cabinet said in a notice that the country's logistics industry was affected by the unfolding global financial crisis. The stimulus plan was designated not only to promote its industrial upgrade but support development of other industries, expand consumption and increase employment.     As a composite service industry, logistics, comprising transport, storage, information industries and freight agencies, is an important part of national economy, said the plan.     The cabinet has rolled out support plans for ten industries including steel, auto and textile, targeting industrial growth, as well as restructuring and upgrading.
