SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. The Community Council would have to approve the proposal first. Then it would need to pass through the Planning Commission and finally the full City Council. 2361

But a lawyer for the stylist says the owner gave permission for the appointment and made “vitriolic and incendiary comments" about Pelosi. SAN DIEGO (KGTV) -Saturday was the second night five parks were under a new curfew across San Diego. Neighbors were mixed on whether it will affect crime.Police and neighbors celebrated the new curfew Friday at City Heights Square Mini Park. Police said since January 2019 there's been 217 crimes reported within 1,500 feet of the park, ranging from assault to theft.READ RELATED: Neighbors celebrate nightly curfew at San Diego parksRonald Tieken said he spearheaded the initiative, putting together a survey that he said 50 seniors in the building bordering the park responded to. He said the curfew is the first step in turning the tide in the neighborhood.Other neighbors disagree."It's probably going to up the rate of crime in this neighborhood," Ephraim Denmon III said they just need more people who will stand up to crime to fill the park. He said that or hire a security guard."If grown folks are in a grown folks park then they should let grown folks be grown folks," he said arguing the curfew takes away from the neighbors surrounding the park."You have your low income and your seniors, the seniors spend most of their time out here after midnight... Smoking a cigarette, drinking a coffee enjoying life," he said.Tieken said police are on his side, "they have high hopes that they don't have to come every 15 minutes to this park."City Heights Square Mini Park's nightly curfew is from 9 p.m. to 5 a.m. Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park have a curfew from midnight to 6 a.m. 1566

  

SAN DIEGO (KGTV) -The extended patio seating in the Gaslamp Quarter is here to stay for now, according to the Gaslamp Quarter Association.Thanks to a special events permit, as long as social distancing is required, restaurants will overflow into the streets with patio dining Thursday through Saturday each weekend through the end of the year.Manager at The Field Phil Nestor was thrilled to see how busy it was Saturday, saying the patios made a "100%, a million times over," difference to recuperating after being shut down during the pandemic.He said people feel more comfortable sitting outside, and diners said they enjoyed the atmosphere."I think it's actually a pretty good idea, it reminds me of my time in Europe so I think it's pretty cool," Luis Morales said.Fifth Avenue shut down between G and L Streets Thursday through Saturday to make way for the patios, and was slow to start."I think the first day everyone was finding their feet I guess, they were seeing how many tables they could put in their area," Nestor said.By Saturday nearly a dozen restaurants expanded into the streets.Morales said they enjoyed themselves, "we came out to get together with the boys and just finally get a sense of normalcy."Right now normalcy comes with hand sanitizing stations at each table and masks while you're waiting to be seated."I always take my precautions," one diner said. The man said he came down from Los Angeles to celebrate his birthday and felt safer in San Diego compared to up north where Orange County reduced their mask policy to "strongly recommended."Last weekend images of crowds not social distancing, or wearing masks in the Gaslamp Quarter garnered harsh words from County Supervisor Nathan Fletcher. He said earlier this week targeted enforcement would ensure this doesn't happen again.Nestor said the weight falls on restaurants to enforce the county's policies, "we're responsible for our patio and the surrounding areas and making sure people are in the line wearing masks and they're social distancing.""You can't just run into the street and tell someone to do something but you're doing your best and I think most people whether they're drunk or not, I think taking responsibility for themselves too which is a good thing to see," he said.He and other businesses are hopeful as long as the patio dining is successful and they keep everyone healthy this could become a more permanent fixture."I hope it becomes a permanent thing, a lot of the restaurants do," Nestor said, hopeful business will continue to climb, helping them recover from the pandemic. 2592
