SAN DIEGO (KGTV)- Neighbors are shaken up after a home invasion in University City. “I wouldn’t have expected it because I feel like this area UTC especially is pretty safe,” says neighbor Alana Schnoor. San Diego police got the call early Monday morning, around 1 a.m, from the home in the 5300 block of Toscana Way.Two men wearing masks went inside of an unlocked apartment. One of them pointed a gun at the people inside, while the other grabbed phones and laptops. Police say one of the victims grabbed the gun and fought the robber. The intruder hit the man with the weapon, and both robbers ran out. “It’s a safe area. I just wouldn’t have expected someone with a gun going into an apartment like that,” said neighbor Amy Kaido. Police say the intruders were wearing green jackets with black stripes and black pants. Both men were in their 20’s. 860
SAN FRANCISCO (AP) — A wildfire in California wine country that may have been caused by a high-voltage transmission line called into question Pacific Gas & Electric's strategy of selectively cutting off power in windy weather to prevent blazes, and could force it to resort to even bigger blackouts affecting millions as early as this weekend.The repeated shut-offs and the prospect of longer and more widespread ones brought anger down on the utility from the governor and ordinary customers."We will hold them to account," warned Gov. Gavin Newsom, who has repeatedly blasted PG&E — the nation's largest utility — for what he calls years of mismanagement and underinvestment that have left its grid less resilient.Twice over the past two weeks, PG&E has cut power to large areas of Northern and Central California to reduce the risk of its equipment sparking fires. Nearly 2 million people lost electricity earlier this month, and then as many as a half-million this week.But PG&E's decision to shut down distribution lines but not long-distance transmission lines may have backfired this time when a blaze erupted near the Sonoma County wine country town of Geyserville.The fire burned at least 49 buildings and 34 square miles (65 square kilometers) and prompted evacuation orders for some 2,000 people. No serious injuries were reported.PG&E said a live, 230,000-volt transmission line near Geyserville had malfunctioned minutes before the fire erupted Wednesday night, and a broken "jumper" wire was found on a transmission tower.PG&E CEO Bill Johnson said it was too soon to say whether the faulty equipment sparked the fire. He said the tower had been inspected four times in the past two years and appeared to have been in excellent condition.But PG&E stock plummeted 31 percent on the news. And the blaze could mean wider blackouts ahead."It's kind of a logical next step to say, 'Well, if our high-voltage transmission lines are at risk, we've got to shut those down too,'" said Alan Scheller-Wolf, professor of operations management and an energy expert at Carnegie Mellon University.PG&E, he said, "can't win."With dangerously high winds in the forecast this weekend, the utility said it is planning another major shutdown that could hit 2 million people throughout the region starting Saturday night and last up to two days.The preparations came as firefighters simultaneously battled flames in both Northern and Southern California: the fire amid Sonoma County's vineyards, and a wind-whipped blaze that destroyed at least six homes in the Santa Clarita area near Los Angeles and led to evacuation orders covering an estimated 50,000 people.The possible link between the wine country fire and a PG&E transmission line contained grim parallels to the catastrophic fire last year that tore through the town of Paradise, killing 85 people and destroying thousands of homes in the deadliest U.S. fire in a century. State officials concluded that fire was sparked by a PG&E transmission line.The line that failed this week is newer and should have been more robust, said Michael Wara, director of the climate and energy program at Stanford University. Its failure will probably make PG&E more cautious, which means more widespread blackouts, he said."There's going to be more collateral damage," Wara said.Turning off big transmission lines reduces the stability of the electrical grid, leading to bigger outages, Wara said. Transmissions lines also take longer to re-energize because everything connected to them must be inspected, he said.PG&E's CEO has said it will take about a decade before widespread outages aren't necessary.Minimizing blackouts will require PG&E to harden its grid with stronger poles and newer equipment less likely to fall or spark. Cameras, weather sensors and a more segmented grid would allow the company to target blackouts to areas in the most danger.PG&E began resorting to large-scale shut-offs after its equipment was blamed for several blazes in recent years that killed scores of people, burned thousands of homes and ran up billions of dollars in claims that drove the utility into bankruptcy, where it is still trying to put its finances in order.The repeated and sometimes lengthy blackouts have frustrated Californians contending with uncertainty, spoiled food and disrupted plans. Many have complained about poor communication from the power company."I feel like we're being held hostage for their failings and their incompetence," said Logan Martin, 55, of Santa Rosa.This year's fire season in California has so far been mild, with fewer deaths and fewer acres burned following two years of deadly conflagrations.Experts say it is impossible to know how much the blackouts contributed to that, but PG&E has cited numerous instances of wind damage to its equipment that it said could have caused fires if the lines had been electrified.Losing power doesn't put a huge burden on firefighters, but they need to know outages are coming so they can install generators where needed, such as pumps for retardant, said Thom Porter, chief of the California Department of Forestry and Fire Protection.Firefighters sometimes draw water from rural water systems that use electrical pumps, but there have been no reports of problems getting water to fight either of the major blazes burning in California now.___Cooper reported from Phoenix. SAN DIEGO (KGTV/CNS) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at 5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years.Staff said there are now more than 9,000 homeless people on any given night, a 5 percent 1309
SAN DIEGO, Calif. — For months, we’ve seen face masks in places they shouldn’t be: storm drains, streets, beaches, and parks.Now, we’re learning just how many could be flooding our oceans.“Once plastic enters the marine environment, it’s very difficult to move," said Dr. Teale Phelps Bondaroff, director of research for OceansAsia. The marine conservation group has been tracking the number of face masks washing up on a remote island south of Hong Kong since the pandemic started. “About six weeks after COVID hit Hong Kong, so late February, we began finding masks, and lots of masks," said Bondaroff. “What’s remarkable is we weren’t finding face masks before COVID.”Masks are made with polypropylene, which Bondaroff describes as thin fibers of plastic."The fact that we are starting to find masks that are breaking up indicates that this is a real problem, that microplastics are being produced by masks," he said.These tiny pieces of plastic can remain in the ocean for hundreds of years, threatening fish and even polluting the air.“The question that we couldn’t answer was how many are entering our oceans? We just didn’t know," said Dr. Bondaroff. OceansAsia launched a study to find the answer and recently shared its findings. Of the estimated 52 billion masks manufactured globally in 2020, it's believed 1.56 billion will enter our oceans this year, resulting in an additional 4,680 to 6,240 metric tonnes of marine plastic pollutionBondaroff says the report used a conservative loss rate of 3 percent, and the average weight of 3 to 4 grams for a single-use polypropylene surgical face mask, to arrive at the estimate.“The 1.56 billion face masks that have entered our oceans in 2020 are there for the long run. They will remain in the ocean for 450 years or more, and they’ll break into smaller pieces.”The report notes global sales of face masks surged from around 0 million in 2019 to 6 billion in 2020.“That’s important, we need to keep people safe, but at the same time that has a lasting impact on our environment, and we’re seeing that on the beaches," said Bondaroff. And he says, unfortunately, this problem makes up only a small fraction of the plastic pollution invading our oceans.The report asks people to wear reusable masks whenever possible, dispose of masks responsibly and reduce their overall consumption of single-use plastic. It also calls on governments to:Implement policies designed to encourage the use of reusable masks, such as releasing guidelines regarding the proper manufacture and use of reusable masks.Foster innovation and the development of sustainable alternatives to single-use plastic masks.Discourage littering by increasing fines, and educate the public about responsible ways to dispose of masks.Repair and improve waste management systems to reduce losses and spillage. 2840
SAN DIEGO, Calif. (KGTV) - As Governor Gavin Newsom orders seven California counties to close bars to stop the spread of coronavirus, San Diego County made that same decision on their own and now, some San Diego bars are trying to figure out how to stay open to save their future.Related: San Diego County to close bars that don't serve food ahead of July 4 to slow COVID-19 spreadThe directive from the county states that bars, wineries and breweries have to close by July 1 if they don’t serve food. There is an exception for businesses like rural wineries that have dominantly outdoor, spread out seating. For the food rule, a bag of chips does not count. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal.The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open.They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline.When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922
