Russian hackers are at it again. They’re already targeting this year’s midterm elections.“One, to try to infiltrate our election infrastructure, and second, to try to infiltrate our minds with misinformation,” says David Becker, executive director and founder of The Center for Election Innovation & Research, of the Russian meddling.In 2016, Russian hackers targeted voting systems in at least 21 states, according to Homeland Security officials. While no votes were changed, states are now trying to prepare for what could happen this year.“States are going to need the federal government to step up, because states can’t defend against a nation state as big as Russia,” says Becker.Congress approved 0 million in election security funding for states. Becker said the money will go toward things like new voting machines that are more secure, updating computer software to protect voter information and hiring and training staff on cyber threats. House and Senate Republicans blocked millions in additional funding to bolster election security efforts, saying it’s too soon to allocate additional money and want to see how states use the 0 million already given out. While state and local governments are working to protect our elections, Becker said voters can also do something to help out.“Register to vote; check your registration and then go vote – earlier by mail if possible,” Becker says. “If there has been some kind of incident, if the Russian’s have infiltrated a voter list for instance, we will discover that early thanks to people voting and when we discover it early we can fix it early and make sure it has no impact on the election.” 1690

(AP) — California's state auditor says the California State Lottery skimped on giving million in revenue to fund public education funding and spent 0,000 on food and travel expenses without considering cheaper options. The auditor's report made public Tuesday says the lottery agency should have accounted for an increase in profits for the fiscal year that ended in June 2018 by providing million in public education financing.The auditor also recommended that the state legislature amend the Lottery Act to ensure audits of the lottery's procurement process at least once every three years.The California State Lottery says in a written response accompanying the audit that it disagrees with the auditor's findings and that the agency gives the most money it can for education.“Lottery revenues and contributions to education were declining in the years prior to the passage of AB 142. The year before this change, the Lottery’s contributions to education were approximately .05 billion. In contrast, last year the Lottery provided .8 billion–the highest contribution to date. Had the Lottery utilized CSA’s interpretation of the law, it would have had to intentionally suppress sales for certain games, resulting in fewer dollars to public education," CA Lottery wrote. “The Lottery disagrees with CSA’s underlying conclusions of the value of its Fairs and Festivals program. The Lottery must continually raise brand awareness, incentivize and persuade California adults to voluntarily purchase Lottery products to meet its mandate to provide supplemental funding to education." 1623

  

Russ Johnson is used to being around all sorts of snakes. From harmless to deadly snakes with enough venom able to kill 10 men with one strike. Johnson headed up to the Phoenix Herpetological Society in north Scottsdale, a rescue for about every type of reptile. One day Johnson was transporting a cobra, pulling its container. He said he didn't know the vibrations rattled the top lose."He was right by my arm and then struck me right here," Johnson said, pointing to his back.Johnson said he knew it was the cobra. "I felt like I had a bad burn in my back."The venom is so toxic that Russ knew it would eventually shut down his respiratory system.  "I could just start to feel the burning spreading and so that mean venom is spreading," Johnson said.  He was rushed to Banner University Medical Center in Phoenix. They're used to treating rattlesnake bites but a cobra? They didn't even have the antivenom to treat him. The closest vial of medicine was more than 800 miles away, in Denver. "It was difficult," said Dr. Michelle Ruha, a toxicologist at Banner. She's also one of Johnson's doctors. She tried giving him antivenom the hospital did have, hoping it would save his life. Nothing was working."He was no longer able to open his eyes," Ruha said. "He was becoming weak. He was having trouble speaking."The only option was to fly the 10 vials of antivenom from Denver to Phoenix. Finally, eight hours after the bite, Johnson was starting to come back. "There was an angel on my shoulder," Johnson said. "Beyond Dr. Ruha, who is my personal angel, and I guarantee you that."Today, Banner University Medical Center has the cobra antivenom on-hand. It's also expanding what types it does carry. It's even getting shipments of the medicine to treat bites from the taipan, the deadliest snake in the world. No. they're not native to the Phoenix but neither is a cobra.
