SHANGHAI, Jan. 29 (Xinhua) -- Three Carrefour stores were fined 500,000 yuan (75,988 U.S. dollars) each on Saturday for overcharging customers in east China's metropolitan Shanghai, said municipal price regulators.The fine is the highest for such wrongdoing, with the tickets being issued Saturday morning.The three stores were also ordered to correct their illegal pricing and refund overcharged customers, said the regulators.A hearing will be held to decide the final amount of the fine. Carrefour representatives will be able to respond to the charges at the hearing, according to regulators.China's price regulator announced last week that it had found several retailers cheating customers, which included 11 of Carrefour's China stores.Carrefour China promised customers Saturday that it would provide refunds of five times the difference between advertised prices and incorrect prices charged at registers, after it was blacklisted by Chinese authorities due to deceptive pricing.Chen Bo, spokesperson with Carrefour China, apologized to Chinese customers during an exclusive interview with Xinhua.Chen said the company has started to work on this pricing issue.Carrefour China has established both short-term and long-term measures to resolve the issue, Chen added."We will have our special control group conduct internal price inspections, with wide coverage and high frequency," Chen said.Chen said the refund policy would be permanently implemented at Carrefour's 182 outlets in China, with non-implementation of the policy being regarded as a violation of company rules.The National Development and Reform Commission, China's top economic planner, also urged authorities to step up price checks ahead of the Spring Festival, which falls on Feb. 3 this year.The Spring Festival holiday is usually the busiest shopping season, as the public makes large purchases of food and gifts for families and friends.

WASHINGTON, May 25 (Xinhua) -- Two U.S. astronauts conducted the third of four scheduled spacewalks for space shuttle Endeavour 's STS-134 mission on Wednesday morning, the U.S. National Aeronautics and Space Administration (NASA) announced.Endeavour's mission specialists Drew Feustel and Mike Fincke completed a six-hour-54-minute spacewalk at 8:37 a.m. EDT (1437 GMT). They completed all planned tasks, installing cables to increase redundancy for the power system on the Russian segment of the station, completing the external wireless antenna system work Feustel and Greg Chamitoff began during the first spacewalk, and installing a power and data grapple fixture to Zarya. The fixture will allow the station's robotic arm to "walk" to the Russian segment, extending its reach by using that grapple fixture as a base.It was the 247th spacewalk conducted by U.S. astronauts, and the 158th in support of space station assembly and maintenance, totaling 995 hours and 13 minutes. If everything goes as planned, the 1,000th hour of space station assembly and maintenance will be logged on Friday.Endeavour lifted off on May 16 from the Kennedy Space Center in Florida, to deliver to the International Space Station a 2-billion- dollar, multinational particle detector known as the Alpha Magnetic Spectrometer (AMS).AMS, a particle physics detector, is designed to search for various types of unusual matter by measuring cosmic rays. Right now we're cooperating with the Chinese government to help milk producers get the most out of their milking systems."Israel is one of the leading countries in milk production, with each cow yielding around 12,000 liters of milk a year on average. Two Chinese provinces plan to use AKOL's milking control system, in order to better manage their herds and equipment and increase milk production."And this is just the beginning," Shani explained, "because we are also working with other developing countries. This software will help millions of small farmers in rural or impoverished areas, that will be able to get advice and benefit from other farmers' experience on the spot and at a very affordable rate."

LIMA, May 5 (Xinhua) -- A total of 53.5 million people in Latin America and the Caribbean suffer from hunger or malnutrition, experts said at an international forum here Thursday.Juan Garcia, coordinator of the 5th work-group meeting of the Latin American and Caribbean Initiative Without Hunger, said the figure has not increased since 1990.Experts and officials from 13 countries gathered to discuss the challenges facing regional food security and advances that have been made, hoping to make cooperative efforts to eradicate hunger and malnutrition by the year 2025.Carcia said people affected most across the continent are still those living in rural areas as well as African descendants and indigenous people who suffer from "exclusion and inequality."The main cause of undernutrition is not lack of food-production capacity, but access to food, Carcia said.Six countries, Brazil, Ecuador, Venezuela, Guatemala, Honduras and Nicaragua, have approved food security laws with nine more in the process of doing so. The laws are considered as a way to ensure that local agricultural products are primarily used to feed the countries' own populations and not used for export.
