SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

According to a spokesperson for the district, officials were recently alerted about the page’s existence, which reportedly rates the studnts based on certain features. Based on information shared with 10News, the posts rate young girls on looks and personality, among other categories. A parent within the district also posted in a Rancho San Diego neighborhood watch group on Facebook about the page. SAN DIEGO (KGTV) - The Food and Drug Administration is responding Friday to a Team 10 investigation launched after San Diego women complained about Monat Global hair care.Dana Sohovich talked exclusively with 10News, saying the company’s hair products caused severe hair loss and bald spots. Sohovich has filed a class action lawsuit against the company, alleging it falsely promised her “longer, fuller, stronger” hair. SAN DIEGO (KGTV) - The Coronavirus Pandemic has had an unexpectedly positive effect on the Helen Woodward Animal Center, as pet adoptions have doubled over the past week."This is a fabulous time to bring animals into your home," says Jessica Gercke, the spokesperson for the HWAC.Gercke says the Center has seen a surge in people applying for adoption and fostering because they're working from home, and have more time to integrate a new pet into the family."We're seeing a lot of teachers and graduate students," says Gercke, noting that many had planned to wait until summer break, but moved up their adoptions because of the extra time at home.That's what led Anna Fairman, a Carlsbad Kindergarten teacher, to adopt last Thursday. She took home a new dog, Archie."I had had this plan that I was gonna adopt a dog at the beginning of this summer so that I could obviously have time to spend with the dog and train it," she says. "Now, just seemed like the perfect time."The HWAC is doing its part to keep the adoptions as safe as possible. They're only letting one person in at a time, with appointments set up in advance. Each person is allowed to interact with up to three animals to decide which one to take home.For fostering, the HWAC is doing video chat calls to inspect the homes of people wishing to foster and make sure they're safe and appropriate for the pets. They're also doing online training for potential foster families."We're seeing this beautiful, beautiful love that animals give to us," says Gercke. "It lowers blood pressure. SAN DIEGO (KGTV) - The debate over whether controversial guest speakers should be invited to a summit on reparations at San Diego State University re-erupted Wednesday after several protesters at a rally in favor of the invitations used anti-Semitic tropes that some witnesses called hate speech."We're all open to objective research on any given topic," Professor Risa Levitt told 10News. "But when hate speech enters the dialogue at a university that touts itself as being a leader in openness, acceptance, and diversity, then I think you do run into a problem."In 2019, the university agreed to fund a summit organized by students to explore the issues of reparations and slavery. One name floated as a potential speaker was Ava Muhammad, a spokesperson for the Nation of Islam who has been accused of anti-Semitism. When her name was suggested, a video was circulated showing her refer to Jews as "parasites" who taught Americans how to oppress freed slaves after the Civil War. When professors spoke out to suggest her invitation would be a mistake, the university said Muhammad would no longer be considered, explaining that the students in charge of the summit had decided she would not be invited.Wednesday's protest was held by the African People's Socialist Party and did not, according to organizers, include SDSU students as speakers, although one professor did speak. They made the case that no summit about reparations would be complete without another controversial leader accused of anti-Semitic remarks, Omali Yeshitela, chairman of the African People's Socialist Party. Yeshitela has previously been a guest speaker at SDSU.However, witnesses to the protest were disturbed by some of the language used, especially suggestions that rich Jewish people secretely run the university. One protestor called on students to boycott the summit to "...send a message to SDSU and their Zionist masters that we stand with Minister Ava and Chairman Omali.""A synagogue was shot 45 minutes from where we are right now," said SDSU student Dylan Meisner, referring to the deadly 2019 shooting at Chabad of Poway. "The argument is we cannot have people coming on campus who are going to say things that directly incite violence against Jewish people."Meisner says most students support free speech and believe that student groups are free to hear from whomever they want. However, he says this is different because the summit is funded by SDSU. "I personally was concerned, and I know many other students on campus were concerned, about the use of our tuition dollars being used to pay for a speech of people who have incited hatred against Jewish people in the past," Meisner said.A spokesperson for San Diego State says any characterization that the university banned, disallowed, or uninvited any speaker on the topic of reparations and slavery is incorrect.
