UPDATE (Dec. 14, 4 a.m.): Chula Vista police say the teen has been reunited with his family. No other details were released. CHULA VISTA, Calif. (KGTV) — Police are asking the public for help finding a 13-year-old who ran away from home on Sunday.Chula Vista Police say Angel, 13, ran away from his home at about 11 a.m. Based on his age and statements made to his family, police believe Angel to be at risk.Angel is described as a Hispanic male, 5-feet 8-inches tall, and weighing about 115 pounds. He has black hair with bleached ends and brown eyes. He usually wears a pink or black hooded sweatshirt, black Vans shoes with skull images on them, and typically has a skateboard with him.He has no known physical ailments, police added.Police said Angel has friends in the Imperial Beach area and family in Tijuana, Mexico, though there were no indications that he had plans to go to either location.Anyone with information on Angel's whereabouts is asked to call Chula Vista Police at 619-691-5151. 1009

The complaint states that from June 2 through July 17, San Nicolas “did refuse and willfully neglect to obey a lawful order.”San Nicolas says he violated the orders because he felt it was the right thing to do. Vice President Joe Biden told reporters this week during a campaign stop in Pennsylvania that he would take a potential coronavirus vaccine even if it costs him the election.Biden’s comments come as questions are arising over the timing of a coronavirus vaccine as President Donald Trump continues to hint that a vaccine could be ready before Election Day – a claim many top health experts say is highly unlikely."We're going to have a vaccine very soon... maybe even before a very special date, you know what date I'm talking about,” Trump said on Monday.Biden in Pennsylvania expressed concern that Trump is undermining trust in the public health system. But conceded he too is ready for a vaccine.“One of the problems is the way he's playing with policy,” Biden said. “He says so many things that aren't true, I'm worried if we do have really good vaccine, people will be reluctant to take it. So he's undermining public confidence, but pray God, we have it. If I could get a vaccine tomorrow, I'd do it. If it cost me the election, I'd do it. We need a vaccine. We need it now."Although several vaccine candidates are in Phase 3 studies, leading public health experts suggest a vaccine would most likely be approved around the end of the year or early in 2021.In late August, the CDC told states to begin to prepare distributing a vaccine by Nov. 1. But Surgeon General Jerome Adams said that just because states will be ready to help distribute a vaccine on Nov. 1 does not mean a vaccine will be ready by then."We've always said that we're hopeful for a vaccine by the end of this year or the beginning of next year,” Adams told Good Morning America."We want to make sure states are available to distribute it," he added.Dr. Anthony Fauci, in an interview with NBC News last week, agreed that he believes a “safe and effective” vaccine could be ready by the end of the year."I believe that by the time we get to the end of this calendar year, that we will feel comfortable that we do have a safe and effective vaccine," he told NBC News. 2051

  

U.S. Postmaster General Louis DeJoy said Tuesday that the USPS will not implement operational changes to mail delivery until after the 2020 election."...there are some longstanding operational initiatives — efforts that predate my arrival at the Postal Service — that have been raised as areas of concern as the nation prepares to hold an election in the midst of a devastating pandemic," DeJoy said in a statement. "To avoid even the appearance of any impact on election mail, I am suspending these initiatives until after the election is concluded."DeJoy also said that the USPS would not remove any mail processing equipment or mailboxes and would not close any mail processing facilities between now and the election. The statement did not address whether the agency would restore services or equipment that had been cut prior to Tuesday.DeJoy, a longtime ally and donor to President Donald Trump took over as Postmaster General in June. Since that time, he's instituted several changes that customers and workers have said have led to delays in mail delivery, including the elimination of overtime. NBC News also reports that drivers have been instructed to leave on their routes earlier in the day, even if express shipments haven't arrived.In DeJoy's statement on Tuesday, he asserted that "overtime has, and will continue to be, approved as needed.""Even with the challenges of keeping our employees and customers safe and healthy as they operate amid a pandemic, we will deliver the nation’s election mail on time and within our well-established service standards," DeJoy's statement said. "The American public should know that this is our number one priority between now and election day.
