Wisconsin Republicans moved overnight to strip power from newly elected Democratic leaders, advancing legislation that would limit early voting, enact Medicaid work requirements and potentially block the incoming attorney general from withdrawing the state from a lawsuit over Obamacare.The measures are all expected to be signed by lame-duck Republican Gov. Scott Walker, effectively preventing his successor, Gov.-elect Tony Evers, and Attorney General-elect Josh Kaul from delivering on the promises that lifted them to victory in November.Nearly a day after the legislature's "extraordinary session" began, the state Senate and Assembly concluded their work, passing a raft of legislation designed to curtail authorities enjoyed by Walker and outgoing Republican Attorney General Brad Schimel. Democrats are expected to challenge a number of the measures in court.There is no indication when Walker will take up the legislation, but pending his approval, Wisconsin is now expected to reduce its number of early voting days, restrict gubernatorial influence over a powerful economic agency Evers sought to disband, and require legislative backing for certain decisions traditionally made by the attorney general and governor -- a move that would likely block Kaul from pulling the state out of a federal lawsuit against Obamacare.The legislature will also be able to hire its own lawyers to defend state law in court, diminishing the attorney general's power.During the campaign, both Evers and Kaul took their Republican opponents to task over healthcare issues, in particular the state's participation in the legal challenge which would end coverage protections for people with pre-existing medical conditions. Walker had promised to call a special legislative session to reimplement the rule on a statewide level if the suit succeeded, but questions lingered over how robust those new protections would be. Whole Foods is getting even more Amazon-y.Amazon, which purchased Whole Foods last year, is offering its Prime members an additional 10% off sale items when they shop at Whole Foods.The additional discount will apply to hundreds of products throughout the stores. To get the discount, Prime members will have to scan the Whole Foods app at checkout, after signing into the app with their Prime membership.Earlier this year, the companies launched free two-hour delivery on Whole Foods groceries in 10 test cities, through Amazon's Prime Now service. Amazon expects to expand that offering later this year. Eligible Prime members also receive 5% back on Whole Foods purchases when using the Amazon Prime Visa card.Amazon now has more than 100 million Prime members. It also announced it would raise the annual cost of membership by 20% to 9 a year, from .Amazon cut prices at Whole Foods for all customers once it completed its purchase of the chain in August, and announced another round of price cuts in November.  1034

WEST PALM BEACH, Florida — West Palm Beach says the number of police cars that had to be pulled off the streets due to engine failure has risen to 49.City Administrator Jeff Green said at this point they believe a tainted fuel shipment in the middle of March is to blame. All of those cars had traces of biodiesel in their tanks, which are meant for unleaded only.West Palm Beach Police Public Information Officer David Lefont said it is not impacting public safety since the agency is supplementing with rental cars.“We have captains driving around in minivans,” Lefont said.Seventeen patrol cars have gotten new engines and are back in service.The other affected cars are non-marked cars.Green said Miami-Dade County police reported they had to pull 120 cars with the same issue.In West Palm Beach the cars affected are all Ford, which is why the automaker is investigating the case as well.But Green said at this point they believe it was the fuel shipment. While officials in Puerto Rico placed the official death toll from last year's Hurricane Maria at 64, researchers from Harvard believe the death toll was actually in the thousands. According to Harvard's study, there were an estimated 4,645 deaths directly or indirectly tied to the hurricane, which struck the island in September. Harvard estimated a mortality rate of 14.3 deaths per 1.000 people from September 20 through December 31, 2017 in Puerto Rico. Harvard said in its study that it believes its estimate is rather conservative due to a "survivor bias."Harvard conducted the study by performing a random survey of 3,299 households in Puerto Rico. "In our survey, interruption of medical care was the primary cause of sustained high mortality rates in the months after the hurricane, a finding consistent with the widely reported disruption of health systems," the study says. "Growing numbers of persons have chronic diseases and use sophisticated pharmaceutical and mechanical support that is dependent on electricity. Chronically ill patients are particularly vulnerable to disruptions in basic utilities, which highlights the need for these patients, their communities, and their providers to have contingency plans during and after disasters."Part of why there the death toll might have been underreported is due to how hurricane-related deaths are counted. In order to have a death counted as storm related, bodies had looked at by a medical examiner, which required a body to be transported to San Juan, or the medical examiner to travel to remote locations. With a lack of electricity and blocked roads, some bodies were likely buried before the government could count fatalities. Maria is considered the third-costliest hurricane in US history.  1816

With NFL preseason games scheduled to be held next month, several outlets are reporting that the NFL will reduce the number of preseason games teams play from four to two.Pro Football Talk and ESPN reported the change Wednesday afternoon, but the league has not made an official announcement.Pro Football Talk said that the league decided to eliminate Week Nos. 1 and 4 of the preseason. The report says that in addition to teams not wanting to travel large numbers of personnel amid a pandemic, with a lack of offseason workouts, coaches indicated a preference to hold extra practices instead of preparing for exhibitions.The length of the preseason has been considered too long by some in the past, as most teams opt to play reserves for the fourth and final game of the preseason. But the loss of a preseason home game could result in a decrease in revenue for teams.It remains unclear if teams will be allowed to welcome fans in stadiums this fall. 960
