SAN DIEGO (KGTV) — Arthur Soriano didn't have that privilege until the age of 40, and now advocates about the power of voting.Seven years ago, Soriano was released from prison after serving a 19-year sentence for attempted murder."I needed that sense of belonging and I found it in gangs," Soriano said.He grew up in City Heights, with a single mother, and two younger twin sisters. He'd been in and out of trouble since he was a teenager. And of course, lost his opportunity to vote. But he turned his life around in prison."I went to college while I was in there so I self-educated while I was in prison. There was always aspirations of me wanting something better," says Soriano.That something better was a grassroots community organization he created in City Heights called Youth Empowerment. Soriano now helps to provide services for formerly incarcerated men and women.And four years ago at the age of 40, after serving his probation, Soriano voted for the first time."It was exciting, it was new, a new experience. But I felt the power of using my voice, of having that platform of my voice counts," Soriano said of voting in 2016.Now, with the opportunity to have a direct influence on others in his community, Soriano also shares his message about the privilege of voting, and the power it can have."I have a place at the table, I have a voice, I have something I can bring. That's the message that I have for the community. If we come together with your voice, no matter what opinion that may be, you can make a difference," says Soriano. 1556

SAN DIEGO (KGTV) — As reports surfaced that the Alliance of American Football would suspend all league operations, its teams — and fans — were left in a state of limbo.Fans searching for tickets to the San Diego Fleet's April 14 game at SDCCU Stadium against the Arizona Hotshots were met with a screen reading, "Oh-no! These tickets went fast and we're unable to find more right now."Calls to season ticket lines and links on the team's website went unanswered and returned no results Tuesday. A note was also left on the team's office door at SDCCU Stadium reading, "We're closed for the remainder of the day."According to the team's general manager, Tuesday practice had been canceled, but no further statement on the league's reported decision was given.RELATED: Alliance of American Football to suspend operations immediately, reports sayThe Fleet, as well as the AAF's seven other teams, had played eight of 10 regular season games slated for the league's inaugural season. According to The Action Network's Darren Rovell, AAF Chairman Tom Dundon had funded the league week-to-week and will lose about million of his investment. SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240
