SANTA ANA (CNS) - Two more people in Orange County have tested positive locally for the novel coronavirus, health officials said today, but federal test results are still pending to confirm the diagnoses.According to the Orange County Health Care Agency, the cases are a man in his 60s and a woman in her 30s who had recently traveled to countries with widespread outbreaks of what is officially known as COVID-19. The pair tested positive in Orange County, but test results were sent to the U.S.Centers for Disease Control and Prevention to confirm the results. "The more you look for something, the more likely you are to find it," said Dr. Nichole Quick, the county's health officer. "Now that our Public Health Laboratory is able to perform COVID-19 testing, we expect to see more cases here in Orange County. Our residents should take everyday precautions to prevent the spread of respiratory illnesses like covering your coughs and sneezes, avoiding touching your face, and washing your hands frequently."Another person in the county who contracted the virus earlier this year has fully recovered.The news comes as organizers of the second biggest annual convention in Anaheim announced the postponement of the event due to concerns over the virus. SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. SAN MARCOS (CNS) - A man who reported his car stolen in San Marcos earlier this week caught a lucky break when he spotted his car in the same area today with the suspected thief inside -- but the suspect left before police were able to apprehend him.The man called law enforcement Wednesday morning to report his car had been taken from his apartment complex on Smilax Road near state Route 78, according to San Diego County Sheriff's Lt. Dave Perkins.Around 9 a.m. Sunday, the man called the Sheriff's Department and told deputies he had seen his car parked nearby with an unknown man inside it, Perkins said.The man reported seeing the suspect get out of his car and walk away. Deputies searched the area and detained a possible suspect, but it was determined he hadn't been involved in the crime, Perkins said.The suspected car thief remained at large. 863
