EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project. The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs. The extra cost for those two combined is about .7 million. To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money. The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said. With the extra work, the venue will now open in the fall of 2019. The original plan was to have it ready by this coming spring. The council approved a resolution for the extra money with a unanimous 4-0 vote. Councilmember Ben Kalasho abstained. 2000

Donald Trump attended an August 2015 meeting that federal prosecutors believe was central to a criminal scheme to violate campaign finance laws to help Trump win the presidency, according to a source familiar with the matter.According to court filings, Trump was joined by Michael Cohen, who was his attorney at the time, and David Pecker, the chairman of American Media Inc., parent company of the National Enquirer.During the meeting, the group discussed a plan to shield Trump from potentially damaging stories. Prosecutors say this amounted to illegal donations to Trump's campaign.Trump's attendance was first reported by the Wall Street Journal in a November article. The meeting returned to the spotlight Wednesday when federal prosecutors announced that they agreed not to prosecute AMI for campaign finance violations in exchange for its cooperation. The newspaper reported that Trump asked Pecker what he could do to help his presidential campaign.Federal prosecutors in Manhattan mentioned the meeting when they charged Cohen over the summer with two campaign finance violations. Those crimes related to hush-money payments to two women who alleged affairs with Trump. For his part, Trump has denied the affairs.Prosecutors also described the meeting in the AMI agreement, which became public Wednesday. That document said Cohen, Pecker, and "one or more members of the campaign" met in August 2015. At that meeting, "Pecker offered to help deal with negative stories about that presidential candidate's relationships with women by, among other things, assisting the campaign in identifying such stories so they could be purchased, and their publication avoided."AMI now admits that after that meeting, Pecker agreed to "keep Cohen appraised" of negative stories about Trump. The tabloid played a role in facilitating the hush-money payments against the women, Karen McDougal and Stormy Daniels, in the months leading up to the 2016 election.Pecker and AMI haven't been charged with any crimes. Trump denies involvement in the scheme, and said Thursday that the "did nothing wrong with respect to campaign finance laws."But Cohen has pleaded guilty the campaign finance violations, and seven unrelated crimes. He said in court that the hush-money payments were made at Trump's direction, and that the goal of the payments was to stop the women from telling their stories before the election. 2408

EL CAJON, Calif. (KGTV)— Family and friends of 19-year-old Kiera Bergman gathered at the Ronald Reagan Community Center to celebrate her life. A month-long search ended in a body discovery in the Arizona desert. Her ex-boyfriend, 23-year-old John Clark is accused of killing her. Kiera Bergman was the eldest daughter of the Bergman-Bragg family. Her mother Kiersten Bragg remembered Kiera had a strong personality, even before she was born.“I never forget I would always crave SpaghettiOs and that was one of her favorite things to eat,” Bragg said. She said as a teen Kiera would crave the canned spaghetti. Her family told 10News, Kiera was a spunky, playful, chunky toddler. "I always compared her to the Michelin man because she had tons of rolls everywhere,” her mother laughed. Then she became a big sister to Braydee. Kiera was silly, artistic, a talented singer, with a big heart. In his speech at the ceremony, her grandfather shared the time she spent her first ever paycheck from her part-time job on the homeless.“She bought the lady lunch. And I don't know many teenagers who will take their first paycheck and do that. So that kind of shows you what kind of girl she was,” Jim Bergman said, in tears. They said Kiera hoped to one day combine her giving personality with her dream job - America's best hairstylist.“Her dream was to at least once or twice a month, go to the homeless and do their hair and make them feel better about themselves,” Bragg said. But she was not able to live out her dream. Her boyfriend at the time, John Clark, convinced her to drop out of Cosmetology school. The two them moved to Arizona in March. Her boyfriend is accused of killing and leaving Bergman in the Arizona desert."That's what breaks my heart. She still had so much love to give,” Bragg said. Kiera Bergman's celebration of Life ceremony was so packed, it was standing-room only. 1945

During a briefing Sunday evening, President Donald Trump seemed to indicate he would commit to a friendly transition of power after the election, should he lose."I think we’re going to have a tremendous victory. I don’t think there will be a transition. They say ‘will there be a friendly transition?’ Of course there will. But when we win they don’t call it a transition, do they," the president said. "Do we believe in a peaceful transition? We do," he added.Last week, President Trump would not commit to a peaceful transfer of power should he lose the election. When asked if he would commit to a peaceful transfer of power, Trump responded on Sept. 23, "we'll have to wait and see what happens." Sunday's briefing comes 24 hours after the president nominated Amy Coney Barrett for the vacancy on the Supreme Court. Justice Ruth Bader Ginsburg died on September 18.Trump acknowledges the confirmation process for Barrett may not go “smoothly.” She will begin meeting with individual senators this week. Proceedings in her hearing process could begin the week of October 12.“I think it’s going to go quickly. I don’t think I’ve seen the Republican party more unified," the president said during Sunday's briefing. Senate Majority Leader Mitch McConnell hasn’t yet said for certain whether a final vote will come before or after the Nov. 3 presidential election, just a little more than five weeks away, but Republicans are eyeing a vote in late October. 1464
