SAN DIEGO (KGTV) — Since the start of the pandemic, there have been more than 240 community outbreaks in San Diego County. But despite calls from the public, county leaders continue to keep the exact locations secret.After public records requests from news outlets, the county released a list this week showing all the confirmed outbreaks until Sept. 1.The list reveals one outbreak at a San Diego business led to 175 infections. Another outbreak at a Chula Vista adult day care was linked to three deaths. But the addresses and business names are redacted.Many ABC 10News viewers have said they would like detailed information about the location of outbreaks to better inform decisions on where they visit.The county has resisted those calls, citing several reasons.The first reason has to do with contact tracing. County leaders say tracers often encounter people who are reluctant to provide information out of concern it will harm their business or organization.They say it’s useful tracers are able to assure people the business names will be kept confidential.“Contact tracing only works when those that are being interviewed are completely honest and forthcoming with relevant information,” the county wrote in a letter attached to the public records request.“Releasing the names of these locations and the addresses will have a chilling effect on the open communication necessary to ensure the Public Health Officer is able to effectively combat active outbreaks,” the county added.Los Angeles County does it differently. Health officials there post the names and addresses of all outbreak locations at workplaces, food, and retail stores.An outbreak is defined as three or more cases among members of different households who visited the same location within a 14-day period.San Diego County Public Health Officer Dr. Wilma Wooten said LA’s approach is unique.“LA does not have the capacity to do the contact tracing investigations the way that we do them,” she said in a press conference last month. “If you call any other health department in Southern California, no other health department does what LA does.”At times, San Diego County has identified the locations of outbreaks, including announcing in late July an outbreak at a fitness facility called The Gym in Pacific Beach.At the time, The Gym was defying public health orders, but has since gotten permission to reopen.San Diego County has also revealed locations of outbreaks from other diseases.In 2017, the county identified a Pacific Beach restaurant where there was a Hepatitis A outbreak. It regularly names schools with cases of tuberculosis.“We would release or have a press release related to an outbreak if there was additional information that the public would need to take actions,” Dr. Wooten said.County officials say they only reveal locations when they need help identifying people who may be exposed.In many cases, by the time an outbreak is confirmed, the county says the active threat is over.That’s because on average, the list reveals it takes 25 days to confirm the presence of three or more cases.“In most instances, the outbreak location information is reported and added to this list well after the outbreak has already taken place, so releasing the names now would do little to protect the public, especially when the business is cooperating with the Public Health Officer, exposed individuals have been notified, and measures have been taken to mitigate the risk of an additional outbreak,” the county said in its letter explaining the redactions in the public records request.Then there’s a privacy argument. County leaders say that in some cases revealing locations would make it easy to determine the people who had fallen ill.Finally, Dr. Wooten said she doesn’t want the public to get the impression that the virus is only contained in locations where outbreaks have occurred.When there's an outbreak of another disease, cases tend to be very localized. COVID-19 is different, she said.“The virus is widespread. People should not get false complacency,” said Dr. Wooten. 4079

SAN DIEGO (KGTV) — Six San Diego inmates had to be treated with an overdose drug this month after deputies say they were showing signs of a fentanyl overdose.The San Diego Sheriff's Department (SDSO) said the overdoses happened just after 4 p.m. on Dec. 4 at San Diego Central Jail. The six inmates were given various doses of the drug Naloxone to reverse the effects of their overdoses.All inmates regained alertness and were taken to a nearby hospital for care.Deputies searched the cells of the affected inmates and discovered pills possibly laced with fentanyl, according to SDSO.The department says it's taking several approaches to stop drugs from entering jails, including x-ray body scanners, screening of visitors who may be smuggling drugs into jails, and overdose awareness and contraband detection techniques.SDSO says that about 70% to 80% of people entering their custody are using drugs at the time of arrest or have committed a crime during drug use. 974

SAN DIEGO (KGTV) - San Diego State University is defending its coronavirus-related disciplinary protocols after angry parents criticized them. The family of a student tells ABC 10News that she may be suspended for an entire semester for not reporting her COVID-19 test result fast enough.Marc Peterson says that his daughter is a sophomore. He asked that ABC 10News not show her face or use her name out of fear of retribution. He says that she lives in a single room in the dorms. When she fell ill, he says that she visited the County’s testing site on-campus, which is where she reportedly tested positive. Peterson says that she waited four days to notify the housing authority, instead of doing it immediately.“She thought [that] she didn't have to because the test was done on-campus. She thought it was being reported to the school,” he told ABC 10News on Monday and added, “The documentation that she had signed for housing said that she should report results or contact with other students ‘immediately' and ‘immediately' is not defined in any of the paperwork.”He says that she self-quarantined but still got in trouble. Peterson shared a letter that he says the school sent her which outlined options of taking an academic suspension for the spring semester or taking an academic suspension for this current semester. “It means that all the work that you've done all this semester will be wiped out. You're giving up this entire semester,” he explained.He says that he’s part of a Facebook group where dozens of other SDSU parents are posting about similar disciplinary actions for, what he calls, minor offenses during a rapidly changing pandemic. “It seems like the school is very overhandedly punishing students in this environment,” he added.Peterson says that his daughter plans to fight the possibility of suspension with the school.SDSU sent the following information to ABC 10News."We cannot provide specific information relating to specific cases or students’ academic records due to Family Educational Rights and Privacy Act (FERPA) regulations. However, we hope the following information will be helpful.SDSU has rolled out extensive education campaigns through social media, signage, dedicated websites (i.e. SDSU Flex [sdsu.edu] & SDSU.edu/COVID-19 [sa.sdsu.edu]), and timely email communications related to the university’s COVID-19 related policies and overall response to the pandemic. In these communications, we have detailed that all members of the university community should adhere to university policy and also county, state and federal public health guidelines and orders.Given the severity of the pandemic, SDSU continues to pursue disciplinary actions related to both organizational [sa.sdsu.edu] and individual [csrr.sdsu.edu] violations should any COVID-19 policies not be followed. Consequences can include an official warning, suspension, or expulsion in extreme cases. To date, 1,423 notices of possible individual or organizational violations have been issued. Those issued to student organizations will include investigations into the alleged violations. Additional notices of violation are pending. Again, due to privacy regulations, additional details about these cases cannot be shared." 3245

  

SAN DIEGO (KGTV) — San Diego Zoo visitors are getting their first look at two endangered Amur leopard cubs born at the zoo in April.The unnamed cubs, born April 26, will have their first veterinary exam this week which will reveal the sex of the cubs."The cubs are climbing up on the rocks, they are getting into the trees, sometimes listening to mom and sometimes not," said Kelly Murphy, senior wildlife care specialist, San Diego Zoo. "Their personalities are still developing, and I’m looking forward to see what they become."The cubs' mother, Satka, has ventured out with the newborns daily and is already showing her kids how to stalk and climb, the zoo says. The animals are being raised in the park's Africa Rocks leopard habitat.Amur leopards are the rarest of the big cat species on Earth. There are fewer than 100 Amur leopards believed to exist in the habitats of Russia and China. The species has been decimated in the wild due to loss of habitat and poaching for their thick coats. 1003
