ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space. In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. Escondido city officials say they expect Integral to submit formal plans to the city in the next week. A call to Integral's project manager was not immediately returned. 1694
FALLBROOK (CNS) - The San Diego County Sheriff's Department Saturday released the name of the man who was shot after he allegedly attacked a deputy with a baseball bat early Friday morning. The Sheriff's Department says a deputy was investigating reports of unprovoked assaults with a bat when he found himself under the same kind of attack from 30-year-old Jesus Cirilo Rodriguez. The deputy was sitting in an unmarked car around 4:30 a.m. Friday in the area of Reche and Ranger roads in Fallbrook when the attack happened, sheriff's Lt. Rich Williams said. Deputies had received three reports of unprovoked baseball bat attacks near the area in the last two days -- one on Wednesday evening and two on Thursday evening -- and were conducting surveillance, Williams said.RELATED: Bat-wielding man shot by sheriff's deputyDuring the surveillance, a man -- suspected to be Rodriguez -- walked up and smashed the window of the deputy's vehicle, shattering glass over the interior and prompting the deputy to open fire in self-defense, Williams said. The deputy shot the suspect multiple times, though the suspect was expected to survive.Rodriguez was being held under guard at a local hospital on suspicion of assault of a peace officer with a deadly weapon while his wounds were being treated, and his bail was set at 0,000. He was expected to be arraigned next week. 1374
ENCINITAS, Calif. (KGTV) - A North County woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at the Shell gas station on Santa Fe Drive. "I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat was a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers. "I was the 4th person she knew of personally that this happened to. I was duped," said Alice."Then this past Wednesday, Alice was back at the gas station and filling up, when she saw something familiar," said Alice. It was another new GMC Yukon. Inside was a different family. She saw them talking with a young man, before pulling out a ring. "I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" said Alice. She learned the family had a similar story about vacationing from Dubai. The SUV sped off, leaving behind a woman hoping others don't fall victim."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2184
Fall officially arrives Friday afternoon across the United States, and depending on where you are, it may still feel like summer. The summer heat is expected to linger everywhere east of the Rocky Mountains where some temperatures may rival those of the hottest parts of the year.Cooler fall weather will arrive in full force west of the mountains as a more fall-like pattern begins to settle in. 403
