CHICAGO, Ill. — Earlier this month, the March of Dimes reported that the pre-term birthrate in the U.S. increased by more than 10% for the fifth year in a row. For parents of premature babies, it’s an emotional journey filled with anxiety and helplessness.Two years ago, little Bryce Harshfield came into the world.“He is a miracle baby,” said his mother Dana Harshfield.Born at 24-weeks, Bryce weighed just 1 pound 5 ounces.“He was so tiny and, you know, in those first initial days, they have to prepare you for the worst,” she said.He was about 12 inches long and fragile.“I couldn't hold Bryce for 11 days,” said Dana. “And that was the hard part.”“The doctors and the nurses are amazing but sometimes things were just out of anybody's control,” said Bryce's father, Vancouver Harshfield.It was a precarious time. For five months, nurses in the neonatal intensive care unit had to mimic for Bryce being in the womb. Lindsay Rudy, a child life specialist at Chicago’s Rush University Children's Hospital says that meant keeping the lights down low and minimizing stimulation.“So, we tell our parents how to interact and what to do and don't touch them too much,” said Rudy.One thing the Harshfields could do was read.“It helps promote brain development, helps them get acclimated with our voices,” said Dana. “It helps you as a parent when you feel like you can do nothing.”Now, the Harshfields are collecting books, a lot of books, for their NICU. It’s a way to help other parents and premature babies.The book drop-offs have also become mini reunions. Bryce’s nurses have gotten to see the tiny baby they helped grow into a little boy.It’s a gift in Bryce’s name.“We're hoping that with the NICU families, that they'll take away having that memory that lasts a lifetime and cherishing those moments and reading those books,” said Dana.Next up is a foundation – a way to bring books to NICU’s across the country. Large donations are already coming in.It’s a holiday mission during a global pandemic that says Dana they are intent on fulfilling.“The littlest bit makes the biggest difference. CARLSBAD, Calif. (KGTV) - Another local city has decided to back the federal government's lawsuit against California's sanctuary state laws.Carlsbad's City Council voted Monday to support the Trump Administration's lawsuit against the state. Carlsbad is the third local jurisdiction to back the lawsuit, joining Escondido and San Diego County.Carlsbad will also formalize its support in a resolution to be voted on at its next meeting and issue a "friend of the court" brief to join the lawsuit.RELATED: 2 San Diego County leaders meet with Trump regarding California sanctuary lawsThe city says the vote will not have an immediate effect on local enforcement. Gary Kessler, the Deputy Commissioner of Liquor and Lottery for the State of Vermont, says they're now encouraging people to buy lottery tickets in advance to help boost sales. Kessler said, "they could buy them out 20 draws in advance. So, they could be safe and stay in the game at the same time. That was really our message that we tried to get out to our players and players really did respond. We saw quite an increase in our subscription services, which is where you can buy for six months or for an entire year and know that those numbers are set."While most lottery departments have been established for decades, that's not the case in Mississippi. "We hadn't been up and running for a year. We’re still in the building process and we have layers to complete. When COVID-19 hit we had about half of a business continuity plan and it hadn’t been completed," said Mississippi Lottery President Tom Shaheen. While the Mississippi Lottery saw an initial drop in sales, in April things started to pick back up. Mississippi Lottery was still able to contribute more than million to projects in its first seven months of operation."It helps fund roads, bridges and education, which was set by the legislature in the Lottery Act and approved by the Governor," said Shaheen. And while lottery officials across the country understand the current economy may keep some from buying lottery tickets, they hope the programs the lotteries fund aren't impacted too severely. Celine Dion has canceled performances at The Colosseum at Caesars Palace March 27 through April 18. According to Dion's Facebook page, she has a condition in her middle ear known as Patulous Eustachian tube, which causes hearing irregularities, and makes it "extremely difficult" to sing.Dion has been experiencing this condition for the past 12-18 months, but it has been successfully treated with various ear drop medications. CAMP PENDLETON, Calif. (KGTV) - Camp Pendleton issued an alert Friday for a Marine missing on a recreational backcountry ski trip. 1st Lt. Matthew Kraft left for Kearsarge Pass on the Sierra High Route Feb. 23 and was scheduled to return Mar. 4 or 5 near Bridgeport. His rental car, a gray 2016 2-door Jeep Wrangler has not been found at the trip’s starting point in Independence. 11 law enforcement, federal, and state agencies are searching for Kraft.
