SAN DIEGO (KGTV) -- Thanks to everyone who gave, Month of a Million Meals surpassed four million meals raised. The meals will go to Feeding San Diego and couldn’t have been done without those who pledged their support. ABC10 and Live Well San Diego partnered with Feeding San Diego with the goal of raising enough money to buy a million meals. The fundraiser continued throughout December. Feeding San Diego serves 63,000 people every week, including children, seniors, military families and anyone facing hunger. One in eight people in San Diego County are food insecure and one in 6 kids in San Diego face hunger. In 2017, Feeding San Diego distributed 26 million meals. 681

SAN DIEGO (KGTV) - The father accused of causing a condo fire in Rancho Bernardo that killed his two children appeared in court Tuesday afternoon for a preliminary hearing.Henry Lopez is accused of passing out drunk with a lit cigarette, setting his condo on fire last October.His children, 10-year-old Cristos and 7-year-old Isabella, were in the home at the time and suffered smoke inhalation. Both children died as a result of their injuries.Lopez was also burned in the fire and hospitalized for some time.One witness told the court Tuesday he heard a female screaming at the scene, but the screaming stopped.RELATED: Father charged after children killed in fireHenry Lopez' ex-wife Nikia Lopez testified the two were in the midst of a divorce. They shared joint custody of their children.  Lopez told the judge her former husband was an abusive alcoholic.She claims she had warned him previously not to smoke in the house around the children."He drank a lot. My goal was to keep it from the kids.  I would wake up in the middle of the night and throw away the bottles in the trash. I would pull him upstairs before the kids woke in the morning... sometimes I would have to clean up his throw up."  He’s not in custody because his defense attorney says he needs to be out to receive medical treatment for the burns he sustained during the fire.Prosecutors believe the fire started in his bed and ultimately spread to the rest of the home.  Investigators found discarded smoking materials and alcohol near the start of the fire.If there’s enough evidence against Lopez and the case goes to trial, he faces up to 14 years in prison for several felony counts including involuntary manslaughter and child endangerment.Lopez is not charged with intentionally starting the fire. 1809

SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said. SAN DIEGO (KGTV) -- The California Department of Public Health made a quiet announcement late Monday night that could be a welcoming relief for families all over the state looking for outdoor activities amid the pandemic.Health officials are allowing counties to reopen outdoor playgrounds located in parks, campgrounds, and other publicly accessible locations.But guidance is firm and strict as the state continues to battle the deadly coronavirus pandemic."COVID-19 continues to pose a severe risk to communities and requires all people in California to follow necessary precautions and to adapt the way they live and function in light of this ongoing risk," state health officials said.At the top of the list of requirements is the rule on face coverings. "Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use," officials said.Other rules include a 30-minute limit on visits when others are present, no eating or drinking in playgrounds, and elderly persons and others with underlying medical conditions should avoid playground when others are present."This guidance does not apply to indoor playgrounds or family entertainment centers," the state said.San Diego County has not yet issued a timeline for when the caution tape wrapped around local playgrounds since March will finally come down.Last Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get three hours of physical activity every day.
