SAN DIEGO (KGTV) — La Mesa-Spring Valley School District officials have postponed the district's planned reopening date, citing concerns that San Diego County will soon be placed in the state's most restrictive reopening tier. The district's reopening has been moved from Oct. 12 for hybrid learning to the week of Nov. 30, according to the district. The hybrid learning plan will bring small groups of students to in-person classes two days a week.LMSV said the decision was based on the county's potential rollback into California's purple reopening tier and the district's proximity to the College Area, where cases linked to San Diego State have steadily increased since school resumed on Aug. 24.RELATED: Supervisors to discuss reopening options if San Diego moves into more restrictive tierThe district called SDSU's case increase "particularly concerning.""We decided to postpone our reopening date after learning the county would likely be downgraded to tier 1 on the state COVID-19 tier system. We felt it was best to err on the side of caution and postpone our reopening date in the hopes that the outbreaks subside," the district said in a statement to ABC 10News."We want nothing more than to welcome students back on campus, but we must ensure that it is safe to do so. SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. SAN DIEGO (KGTV) – Mayor Kevin Faulconer says changes are coming to the city's police department, as demands for police reform are made in cities around the nation.Faulconer says San Diego Police will develop a new de-escalation policy based on community feedback and best practices to reduce the number of use-of-force incidents. Maresa Talbert, Co-chair of San Diegans for Justice, says training could give officers a variety of tools."It can be as easy as a voice command. It can be something as simple as creating some space to really kind of calm down the situation where you're not face-to-face or where you're not arm-to-arm or touching," Talbert said.San Diego's police, like many departments around the nation, have faced increased scrutiny for use-of-force policies amid demonstrations against police brutality. In response, SDPD has banned the use of the carotid restraint technique among officers. Jack Schaeffer, President of the San Diego Police Officers Association, says the department's use-of-force policy, which includes de-escalation tactics, is regularly updated.City leaders have also responded. The Office on Race & Equity was recently created to tackle racial equity issues and City Council President Georgette Gomez has requested leaders consider a proposed ballot measure to expand police oversight this month."We heard the comments from the community. We heard the calls for reform. And I'm not waiting. We want to make lasting changes now. Not a year from now," Faulconer said of the forthcoming policy.Calls for a decrease in police spending, however, were not met. This week, after more than 10 hours of public comment, city leaders sent the proposed fiscal 2021 budget to the mayor's desk, which included an increase of the police budget to 6 million. 2330
