SAN DIEGO (KGTV) — While hundreds of thousands of San Diego County residents are receiving the mail-in ballots they asked for this week, some residents are receiving mail-in ballots whether they asked for them or not.Registrar of Voters Michael Vu tells 10News about 41,000 people this election is living in precincts where there are not enough voters to field a polling place."When you think about all those political jurisdictions participating in the election and all those boundary lines that overlap one another, it's going to create various pockets throughout the entire county," says Vu.YOUR VOICE, YOUR VOTE: Local, national 2018 election newsVu says any precinct with fewer than 250 registered voters can become an automatic mail ballot district. In those cases, all registered voters in the district will receive a mail ballot. SAN DIEGO (KGTV) - UC San Diego Police sent out a warning to Faculty and Staff about a series of burglaries this week.  The email states the thefts occurred at occupied and unlocked apartments.  There were three cases of break-ins and attempted break-ins that took place in campus housing complexes. There was another report of a car break-in. But UC San Diego police say the San Diego Police Department is working on nearly 30 burglary cases in the similar area. According to UCSD Police, on Tuesday, a woman at The La Jolla Del Sol apartments reported getting out of the shower and finding a female intruder. The resident yelled, and the thief took off with a backpack, cell phone, purse, and laptop.   On Sunday, a resident at the Mesa Nueva Apartments reported a male intruder removing the screen from his living room window.   On Monday a similar report out of the Sixth College Apartments for undergraduates. SAN DIEGO (KGTV) — Two teenage boys from Arizona were hailed as heroes after diving off Sunset Cliffs to save the lives of two people who were drowning on Friday evening. It was a happy ending scene, captured by local photographer, Jim Grant on Friday evening as lifeguards hoisted up a young girl off Sunset Cliffs."It just could have been a tragic event," Grant said on Saturday.He says the photo he took would have been a somber one if two teenage boys did not dive in to save the girls before lifeguards got there. Meet 15-year-old Jake Watson and 16-year-old Zachary Haugen."We've been best friends since third grade," Haugen said.The two boys from Arizona were vacationing in San Diego for the July 4th weekend."We said, 'Alright, let's go explore around,' and we heard about this place called Sunset Cliffs," Watson said.They say they were soaking in the beautiful sunset Friday evening. But when the boys looked down, they saw two ladies in trouble. A six-grade girl and a family friend were splashing around near the reef. Haugen, a licensed lifeguard for the City of Phoenix, knew exactly what was going on."I'm like, 'Oh my gosh, they're drowning.' So that's when I just knew I had to go in." Haugen recalled.They say the girl was climbing on top of the young woman's head, just to breathe. Haugen first pulled the girl off the woman, but the high surf put his own life at risk."I looked up at Jake," Haugen said. "He's like, 'Do you need help?' And I'm just shaking my head, and that's when he was able to jump in and go after them."At that point, Watson, an avid fisherman and swimmer, dove in to lift the girl."I put her on my back and pressed up, and just kind of rolled her off my shoulder, onto the landing," Watson said.They then pulled the injured young woman up. All this happened in under five minutes before San Diego Lifeguards took over."We were like, 'What just happened?' It just felt surreal," Watson said.Surreal that their summer vacation turned into a life-saving episode, these modest boys will never forget."We just happen to be at the right place at the right time at Sunset Cliffs," Haugen said. 2240

SAN DIEGO (KGTV) — Whether or not the Padres head to the World Series, Petco Park may still see playoff baseball this season.Under a plan by the MLB, a neutral-site playoff format with teams living in a "bubble" may be finalized next week, though it is awaiting approval by the Players Association, according to ESPN.The plan states that playoffs would start with the top four seeds in the AL and NL hosting all the games in a best-of-three wild-card series: the AL games between Sept. 29 and Oct. 1 and the NL games between Sept. 30 and Oct. 2.The highest AL seed would be the home team for the division series at Petco Park in San Diego, while the other series heads to Dodger Stadium in Los Angeles. The AL championship series would then be played at Petco Park.On the NL side, the top seed into the division series would play at Globe Life Field in Arlington, Texas, and the next-highest seed would play at Minute Maid Park in Houston. The NL championship series would be hosted in Arlington.The MLB's reported plan would begin the World Series on Oct. 20 at Arlington and end no later than Oct. 28.ESPN reports that the Players Association is considering concerns from players who have lived outside of the bubble format, similar to how the NBA has operated this season, with the ability to be around family and friends.
